STRATEGIES FOR ENFORCEMENT OF IMPAIRED MOTORCYCLE OPERATION

1. Will the funding for HVE operations in the jurisdictions be paid by the Contractor out of the contractor’s budget, or by NHTSA? If the former, how much should we budget?

Offerors shall refer to section L.11, Part I.b.5 of RFP.

2. The objective “Collect baseline attitudinal data for development of focus-tested media materials specific to that particular state, jurisdiction, and media engagement strategy” seems to suggest use of a survey and/or focus groups, but there is no mention of these elsewhere. Is it NHTSA’s intention that surveys, focus groups or some other source of attitudinal data be conducted as part of this contract? Does NHTSA envision data collection activities that would require approval by the Office of Management and Budget?

It is the NHTSA expectation that the Offeror propose how the baseline attitudinal data will be collected. No OMB approval is anticipated.

3. An objective of the project is to “develop process and outcome evaluation report…” Early in the contract, baseline data will be evaluated to identify locations suitable for this project. We don’t see discussion of collecting and analyzing post-intervention data for the purpose of evaluating the effectiveness of the activity. Is it NHTSA’s intention that such an evaluation be conducted within this contract for the above-mentioned outcome evaluation report? If so, under what task would this data collection and analysis be conducted? If not, will there be an evaluation later under a separate contract?

Yes, it is NHTSA’s intention that this activity be conducted under this contract.

4. Media materials will be developed as part of this contract. Does NHTSA intend to be part of the process of developing or approving the message and materials? Does NHTSA intend to provide support in developing materials? If so, what type and how much media support?

NHTSA will ultimately provide approval of messaging, but not in the development. The placement of media will be covered under the $1.35M in Other Direct Costs, but not the development and testing of media materials.

SOW Section C, Task C. 5.3.1. (page 7)

5. Requires the contractor to analyze site locations utilizing six (6) criteria. How does NHTSA define "sufficiently" in criteria #6?

NHTSA will evaluate the Offeror’s overall approach, but will look for those locations that will best utilize the $850k in Paid and Earned media budget over the course of enforcement deployment periods. Expensive media markets will be discouraged.

Task C. 5.3.3. (Engagement Analysis) (page 9)

6. Requires the contractor to use any appropriate means to conduct analyses that evaluate, at a minimum, five (5) items including #5 -"Contingency triage plan." Please define this?

Contingency triage plan is considered a Plan B for addressing the lack of motorcycles at a deployment location – a separate location for saturation or checkpoint.

Task C.5.4.1. (pages 9-11)

7. Requires development of a solicitation/recruitment package and evaluation factors. Should we assume this will be sent to the states and not local jurisdictions? Will we work with a state highway safety office?

This project is not intended to be a statewide initiative. While the respective highway safety office should be aware of any such initiative, no expectation is given in regards to having the HSO as a pass-through to a local agency. Direct solicitation to local/county LEAs is encouraged.

Task C.5.5. (page 13)

8. Requires development of draft outreach and media materials. Does NHTSA want the contractor to produce an entirely new message or will they consider "Ride Sober or Get Pulled Over" since there's strong awareness of the "Drive Sober" message thanks to the national mobilizations? Also Task C.5.6.1. (Earned Media) clearly states that "the materials must have an enforcement message designed to make the target audience aware of the State's impaired driving laws and planned jurisdictional enforcement effort."

It is not anticipated that the “Ride Sober or Get Pulled Over” message will be utilized. The exact messaging will be derived from the information collected during the Engagement Analysis process. Geography-specific and Time-specific enforcement messaging is encouraged.

Task C.5.6. (pages 13-15)

9. Requires paid outreach and media. Will there be a specific dollar figure allotted for this or a cap on what percentage of the project budget should be used for this purpose?

$850k over the course of the two-year deployment period should be budgeted for paid outreach and media. Additionally, $500k should be budgeted for Personnel for Deployment and Data Collection of up to 65 Sobriety Checkpoints or Saturation Patrols.

Section F:

F.3 Deliverables/Milestones (page 23), Item 8 (Contractor Submits Solicitation Recruitment Package)

10. Item 8 in the Task schedule on page 22 of the RFP seems to be in the wrong sequence. Is it not preferable to develop the recruitment package and before securing law enforcement partners?

“Secures Law Enforcement Partners” is defined in an informal sense in this instance. NHTSA wants the Offeror to garner initial support in a particular geographic area before significant solicitation and contractual activities occur.

Past Performance Questionnaires (J.2):

11. Can the past performance questionnaires be provided in Microsoft Word?

Yes. Please see the attached.

12. Should the contractor send the past performance questionnaires to the Contracting Officers Representative (COR) or the Contracting Officer to fill out?

Past Performance Questionnaires should be completed by the CORs.
