SOLICITATION # DTNH22-13-R-00681
SECTION C DESCRIPTION/SPECS./WORK STATEMENT
C.1 BACKGROUND
The National Highway Traffic Safety Administration (NHTSA)’s New Car Assessment Program (NCAP) program has been publishing comparative consumer information on frontal crashworthiness of new vehicles since 1979, on side crashworthiness since 1997, and on rollover resistance since January 2001 (66 FR 3388). The testing and data gathering described in this contract will allow NHTSA to continue the agency’s existing rollover resistance rating program in accordance with the requirements of the Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act of 2000 and recommendations of the National Academy of Sciences (NAS) to include dynamic rollover test results in the factors on which rollover resistance ratings are based.
C.2 OBJECTIVE
The primary objective of the contract is to determine the rollover resistance of vehicles for the New Car Assessment Program (NCAP).
C.3 KICK OFF MEETING
Within two weeks of the effective date of the contract award, the Contractor shall participate in an initial project meeting with the COR, other NHTSA staff and the Contracting Officer (CO). The Kickoff meeting may take place via teleconference and the NHTSA COR will provide the Contractor with the date and time of the meeting. The Contractor will make a brief presentation of their understanding of the contract requirements and the Government will discuss the administrative aspects of the contract, to include the issuance of delivery orders.
C.4 SPECIFIC CONTRACT REQUIREMENTS
The Contractor shall perform the following specific requirements:
C.4.1 TEST PROCEDURES
The Contractor shall perform all applicable work in accordance with the Fishhook Maneuver Test Procedure (Fishhook Procedure) and variations of the Fishhook Procedure, and any subsequent written clarifications provided by the Government, that has been developed for the dynamic rollover testing and data gathering covered under this contract.
The variations of the Fishhook Procedures are the J Turn, Dropped Throttle and Sine with Dwell Tests. The Test Procedures are attached in Section J.
In the event of any discrepancy between this contract and what appears in the Fishhook Procedure, the Fishhook Procedure and any relevant written clarifications provided by the Government to the Contractor shall govern. Any such discrepancies identified by the
SOLICITATION # DTNH22-13-R-00681
Contractor shall be reported promptly to the Government so that the Government will have the opportunity to provide clarification to the Contractor as appropriate.
C.4.2 FACILITIES
The test facility for this dynamic vehicle testing in this contract shall be located in an area that will permit testing throughout the year, on a 12-month basis. The dynamic testing described shall be conducted on flat, good quality paved surfaces in accordance with the test procedures, and properly marked when marking is required to carry out a test.
The testing facility must contain a high quality vehicle dynamics area (VDA) large enough to allow for a large circular maneuver (consistent with a slowly increasing steer test under Fishhook test procedures, for example). At a minimum, the Contractor’s vehicle dynamics area must be at least 300 feet by 500 feet and include a roadway, at least 2000 feet long.
The Contractor shall not perform any tests on public roads without the permission of the NHTSA COR. As a result, the Contractor shall maintain capabilities to perform all tests necessary to complete contract performance without the need for public road use.
C.4.3 TEST VEHICLES
The Contractor shall obtain test vehicles by renting or leasing or by another business arrangement at the Contractor's discretion. The Contractor shall obtain one of each of the vehicle make/models selected by the NHTSA COR. Each vehicle shall be new, or in “as-new” condition. “As new” shall mean the vehicle has been driven no more than 500 miles prior to the start of dynamic rollover testing under this contract and rental or leased new by the Contractor and used only for minimum non-destructive testing, then re-conditioned by the Contractor where necessary.
It shall be the Contractor's responsibility to locate and obtain test vehicles in accordance with the vehicle identifications supplied by the COR. The Contractor shall make all arrangements necessary to obtain test vehicles and keep them for a sufficient length of time necessary to complete all test procedures and contract requirements, including any measurement and reporting requirements. The Contractor shall be responsible for all aspects of acquisition of test vehicles for the performance of this contract, and including covering all costs associated with a test vehicle including transportation, taxes, registration, warranties, paperwork, insurance, tolls, fuel, and maintenance until reimbursement by the government.
The period of the lease or rental is usually six weeks, but the contractor must obtain provisions in the lease or rental agreements that allow for the extension of the lease in situations where additional validation testing is required. These extensions may result for a variety of reasons including a test failure or a request from a manufacturer for additional information.
***Under no circumstances shall the Contractor obtain a vehicle directly from a vehicle manufacturer unless specifically approved by the NHTSA COR. ***
SOLICITATION # DTNH22-13-R-00681
Upon acceptance of all reports and other deliverables required for a test vehicle, and upon a determination that no additional testing is required, the NHTSA COR will notify the Contractor that the test vehicle may be returned to a lessor. After completion of testing, the contractor shall replace the tires of a test vehicle before returning to a lessor.
C.4.4 LATERAL FRICTION TESTS
The Contractor shall prepare for and carry out lateral friction tests. For each test day, test runs shall be accomplished at each of 3 previously determined locations at the contractor’s facility. Each run will provide for a minimum of 5 seconds of tire friction at constant normal load, slip angle, and speed in a free rolling condition. The tests shall be accomplished using an ASTM E1136 tire with an inflation pressure of 35 (±0.5) psi at a test speed of 40 (±0.5) mph. The net slip angle of the test tire during each test run shall be
7.5 deg.
The Contractor shall use a test tire for these tests no older than 6 months from the date of manufacture. Use of an individual test tire shall be discontinued when it shows noticeable wear of the tire shoulder. The contractor should plan to use each test tire for 6 test days before replacing, with the tire direction reversed (on the rim) after 3 test days. The final result of the lateral friction tests shall be a friction index for each test location. The Contractor also shall provide all other collected data for these tests including any necessary data reduction, plotting and computation of friction measurement. These measurements shall then be added to the report of fishhook tests results for that particular day.
C.4.5 TEST VEHICLE PREPARATION
The Contractor shall assure that the tires on a test vehicle comply with the requirements of the test procedure. In nearly all instances, either at the beginning of testing or at various points in the process of testing as described in the test procedure, this will require the Contractor to install and break-in new tires according to the requirements of the test procedure. The Contractor shall remove the bumpers from each test vehicle and install safety outriggers as described in the test procedure. The Contractor shall install testing equipment and sensors in each vehicle as described in the test procedure. Initial testing shall be conducted without the use of the wheel lift instrumentation. In the event that tip-up is observed as described in the test procedure, the Contractor shall re-run the test with the use of wheel lift instrumentation.
C.4.6 RETURN OF TEST VEHICLES
Upon notification by the NHTSA COR that a test vehicle will no longer be needed for testing, the Contractor shall make plans to end its rental or lease agreement and return the vehicle to the lessor. The Contractor shall be held responsible for any charges that result from a failure to take reasonable steps to return a vehicle after notification by the NHTSA COR that the vehicle is no longer needed for testing.
SOLICITATION # DTNH22-13-R-00681
C.4.7 MEASUREMENT AND TEST EQUIPMENT CALIBRATION
The Contractor shall implement and maintain a calibration system in accordance with this contract and all applicable test procedures (TPs). (Refer to Section F.4)
Before the Contractor initiates the NCAP test program, a test instrumentation calibration system shall be implemented and maintained in accordance with established calibration practices. The calibration system shall be set up and maintained as follows:
A. Standards for calibrating the measuring and test equipment will be stored and used under appropriate environmental conditions to assure their accuracy and stability.
B. All measuring instruments and standards shall be calibrated by the contractor, or a commercial facility, against a higher order standard at period intervals NOT
EXCEEDING 12 MONTHS FOR INSTRUMENTS AND 12 MONTHS FOR
CALIBRATION STANDARDS. Records, showing the calibration traceability to the National Institute of Standards and Technology (NIST), shall be maintained for all measuring and test equipment.
C. All measuring and test equipment and measuring standards will be labeled with the following information:
(1) Date of calibration
(2) Date of next scheduled calibration
(3) Name of the technician who calibrated the equipment
D. A written calibration procedure shall be provided by the Contractor including, as a minimum, the following information for all measurement and test equipment:
(1) Type of equipment, manufacturer, model number, etc.
(2) Measurement range
(3) Accuracy
(4) Calibration interval
(5) Type of standard used to calibrate the equipment (Calibration traceability of the standard must be evident)

E. Records of calibration for all test instrumentation shall be kept by the Contractor in a manner that assures the maintenance of established calibration schedules. All
SOLICITATION # DTNH22-13-R-00681
such records shall be readily available for inspection when requested by the COR.
The calibration system procedures shall be accepted by the COR before the test program commences.
F. Test equipment shall receive a calibration adjustment immediately prior to a test and a calibration check after a test. This check shall be recorded by the Contractor and submitted with the final report.
G. NHTSA may require the Contractor to evaluate its data acquisition system to demonstrate ability to meet procedural requirements.
C.4.8 TEST SCHEDULE
NHTSA will provide a test schedule to the Contractor prior to testing. Tests shall be completed in accordance with the test schedule. [Scheduling shall be adjusted to permit motor vehicles to be tested as required by the NCAP.] All testing shall be coordinated to allow monitoring by the COR. (Refer to Section F.5)
C.4.9 TEST ACCESS
No individuals, other than Contractor personnel directly involved in the NCAP testing program, shall be allowed to witness any NCAP test unless specifically authorized by the
COR.
All communications with vehicle manufacturers shall be referred to the NHTSA. The contractor shall not release test data without the prior permission of the COR.
C.4.10 TEST DEVIATION
The Contractor shall conduct testing only in accordance with the test procedures specified in the contract and shall notify the COR if any deviations from the test procedures are requested. No testing shall be conducted until any requested deviations are approved by the COR. Any problems or questions regarding the test procedures associated with this contract shall be referred to the COR.
The COR may require minor deviations from the test procedures be made for a test as deemed necessary.
(End of Section C)
SOLICITATION # DTNH22-13-R-00681

D.1 PACKAGING AND MARKING
Preservation and packaging of all shipments or mailing of all work delivered under this contract shall be done in accordance with good commercial practices and to insure acceptance by common carrier (if applicable) and safe transportation at the most economical rate(s).
Any deliverables required by this contract shall be submitted to the applicable personnel identified in Section F of this contract. Due to security concerns, deliverables transmitted via regular U.S. Mail experience significant delay in reaching an intended destination and, as part of the screening process, may be damaged. For these reasons, the U.S. Mail should not be used to transmit deliverables. Rather, the Contractor is encouraged to use electronic mail to the maximum extent possible.
D.2 FORMATTING TEXT AND IMAGE DELIVERABLES
For those deliverables submitted electronically as text or image files, the following specifications apply.
D.2.1 TEXT
Text files shall be delivered in Microsoft WORD 2010 format. Font type of Times New Roman with a font size of 12 shall be used throughout the document. The Contractor shall minimize additional formatting as much as possible (e.g., avoid use of columns and any design/layout elements, except as specified in D.2.2., D.2.3. and D.2.4., below).
D.2.2 CHARTS AND GRAPHS
The Contractor shall develop charts or graphs using Microsoft EXCEL 2010 or similar format and shall insert these in the appropriate places within the text document. The Contractor shall also provide the Microsoft EXCEL source file from which charts or graphs were developed.
D.2.3 ILLUSTRATIONS
NHTSA’s Office of Communication Services is responsible for developing or acquiring most illustrations found in NHTSA publications. These illustrations can take two forms:
a. Graphics – In the majority of cases, the Office of Communication Services will develop any needed graphics in collaboration with the COR. The Contractor shall provide text, graphs, and charts following the guidelines stipulated in D.2.1 and D.2.2 above. In some cases, the Contractor may be required to develop graphics. In these cases, the Contractor shall use only software approved by the U.S. Government Printing
SOLICITATION # DTNH22-13-R-00681
Office (e.g. Adobe Illustrator.)
b. Photographs – When photos are used in Agency publications, the Office of Communication Services typically uses existing photos or photos purchased through royalty-free sources. In the event the Contractor must supply photos for use in a publication, the photos must be high resolution images at least 300 dpi at the size used in the publication. Photos shall be supplied on a CD or DVD in either .tif format (for scanned images) or .jpg (for images downloaded to the CD or DVD directly from the digital camera.).
NOTE: If a photograph is supplied by an outside source (Contractor, grantee, national organization, etc.), a release form must accompany the photo indicating that the human subjects in the photo authorize NHTSA to use the photo in its publications and on its Internet site. The Contractor is responsible for ensuring that the necessary arrangements have been made with the photographer and the subjects in the photo to ensure that NHTSA has unlimited rights to use the images in print and on the web. The Contractor shall obtain, and provide to NHTSA, a written statement indicating that NHTSA has unlimited, unrestricted rights to the use of the photos.
D.2.4 WEB-BASED IMAGES
Occasionally, web-based images may be used in NHTSA publications. The Contractor is cautioned that copyright laws restrict use of many of these images even if this is not expressly indicated at the website. Additionally, the resolution of most web-based images is not high enough to provide a clear image when published. For these reasons, web-based images should not be used.
