Question Set 1 (QS1) DTNH22-11-R-00215
1. Attachment #7 "Child Side Impact Sled Buck" page 103 indicates "(CAD files are available and will be provided by NHTSA)". I am requesting a copy of the CAD files (and or parts list) so we can price it out for the proposal. Posted March 9th.
2. What are the specs on the aluminum honeycomb including the size of the sections on the test buck and the material properties (design specs) of the sheet? We used PAMG-
XR1-2.3-3/8-0015-P-5052 Expanded Sheet with Perforated cell walls. See attachment for more details.
3. Can you please supply the connector type and "pin out" of the Q3s ATD instrumentation so that we can determine if adapter cables will be necessary. Posted March 9th.
Question Set 2 (QS2)
1. What is the estimated project award date? MAY, 2011
2. What is approximate total mass of VRTC CRS side impact buck? Total buck mass (without camera mounts) is approximately 2780 kg (1260 lbs). The drawings suggest that the moving seat is 100kg but what is the mass of the rigid portion? We did not weigh seat separately from rigid portion of the buck.
3. Are CAD drawings of the VRTC buck available? Yes, posted on March 9, 2011 under solicitation 2, attachments.
4. What is the approximate exterior dimensional footprint of the VRTC CRS side impact buck? The minimal plate dimensions required for installation of seat rail assembly and door structure are 1910 mm (75.2”) (length) by 1000 mm (39.5”) (width). The footprint of the plate used on the VRTC buck is 1910 mm (75.2”) by 1219 mm (48”).
5. Section M.4.1 of the solicitation has a budget sheet “for evaluation purposes only” with a portion of the personnel hours as well as travel and material costs already filled in to the cells. Are these numbers only intended to be an comparative exercise, or do these the numbers relate to NHTSA estimates on the time and costs needed to complete the project? Comparative exercise.
You should price out on your estimates not NHTSA’s.
6. What is the specification of the aluminum hexcel used on the buck? We used
PAMGXR1-2.3-3/8-0015-P-5052 Expanded Sheet with Perforated cell walls. See attachment for more details, Posted March 9th.
7. The foundational research for this project used buck mounting angles of 0, 10, 15, and 20 degrees. Can NHTSA be more specific about which of these angles will be used in the test series for this project? NHTSA anticipates the test angle to be 10° for the 18 tests. However, the Contractor should be able to adjust the system to a different angle should additional tests be required.
8. Can you clarify the contact person and address to which the proposal materials should be submitted? Is there any avenue for electronic submission? Solicitation 1 provides the information for submittal of proposal as well as the actual solicitation Instructions.
Question Set 3 (QS3)
1. The entire solicitation does not seem to be available; can it be sent to interested parties?
No. FedBizOpps have the entire document under solicitation 2. The offer, award coversheet is under solicitation 1 and new attachments have been added.
2. What GFE will be provided? Dummies, VRTC side impact Sled buck, any instrumentation? See Solicitation (Sections C.3, H.5, etc.)
3. If the VRTC sled buck is to be provided, is a drawing available to so show the mounting footprint and the weight of the assembly?
Total buck mass (without camera mounts) is approximately 2780 kg (1260 lbs). The drawings suggest that the moving seat is 100kg but what is the mass of the rigid portion? We did not weigh seat separately from rigid portion of the buck.
The minimal plate dimensions required for installation of seat rail assembly and door structure are 1910 mm (75.2”) (length) by 1000 mm (39.5”) (width). The footprint of the plate used on the VRTC buck is 1910 mm (75.2”) by 1219 mm (48”).
4. Can you provide: The tasks that will express the performance requirements (Required Service) as statements of outcome or results expected of the contract. The requirements that specify what is to be done. No.
5. Is there a defined method to be followed to evaluate and compare the kinematic/dynamic responses in side impact sled-on-sled tests? If so, what are the criteria to show compliance with the solicitation? Yes, see Solicitation (Section C.6)
6. Is there a dummy calibration requirement or will the certification be performed by VRTC? See Solicitation (Section C.6). Specifically, for the Q3s (i.e. GFE), the calibration and certification will be conducted by the VRTC.
7. If the contractor is responsible for certification can this function be subcontracted? If so, if parts are needed to keep the dummy certified, will these parts be provided as GFE.
See Solicitation. The contractor is responsible for the calibration and certification of the CRABI ATD. Yes, the Contractor can subcontract out the CRABI ATD calibration services. However, see solicitation regarding specific requirements when subcontracting out these services.
