QUESTION 2: Paragraph C 3.2: The RFP requires the contractor to examine the specific types of crashes involving new entrant carriers. What is meant by “type of crashes”?

ANSWER2: The following paragraphs in C 3.2 define the term to mean things like when do the crashes occur in the time line of the new entrant applying for the interstate USDOT number, whether the crash was a single occurrence or whether there were multiple crashes, etc.

QUESTION 3: Paragraph C4: The RFP requires interviews of service center and other personnel.

How many interviews will be required?

ANSWER 3: Subject to the solicitation’s travel cost limitation, the Contractor should provide as part of the proposal how to obtain optimum information.

QUESTION 4: Who will be interviewed (Field Administrators, Program Managers, supervisors, auditors, State Supervisor or others)?

ANSWER 4: As many as can be completed at the time of a visit, per travel limitations, and based on what is the value of data you are obtaining from different personnel.

QUESTION 5: Paragraph C4: RFP requires observation of safety audits. Will the observation be made during a new entrant audit conducted by a State auditor or a Federal auditor, or does it matter? Will only one observation be required for each Service Center?

ANSWER 5: Yes.

QUESTION 6: Paragraph C4: RFP requires interviews of motor carriers. How many motor carrier interviews are anticipated?

ANSWER 6: Again subject to travel cost limitation, a logical approach would be to conduct a random sampling of motor carriers in the NE program. An outline of the number/methodology should be provided in the Continued ...

QUESTION 7: Paragraph 3: RFP requires data analysis of three programs as listed in paragraphs 3.1, 3.2 and 3.3. Will the analysis be done using appropriate sampling techniques or will it be done on the total population of new entrants.

RESPONSE 7: The available data includes inspections, reportable crashes, Safety Audits, Carrier Compliance Reviews, etc. The proposal can spell out whatever approach the proposer envisions to accomplish the desired analysis. It is not a large undertaking to include all records of activity for all carriers in the program.

QUESTION 8: How many new entrant audits have been completed since the inception of the New Entrant program in 2003 by year?
