Section V: PROPOSAL EVALUATION
EVALUATION FACTORS FOR AWARD
Basis of Award
The Government will award a Purchase Order or delivery order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations:
Product Samples
(1) Offeror must provide 1 product samples of each line item at time proposal is submitted. These samples shall be submitted as part of the Offerors response to this RFQ. Each sample will be returned if a return request is included with the sample stating the complete address; each sample without a return request will be destroyed upon completion of the test. Failure to include a sample for any line item means the proposal may be considered non-responsive. Samples must be size large. Samples must be the exact color.
(2) Proposed Delivery Schedule – The offerors shall be evaluated based on its proposed delivery schedule for the completed uniforms. However, the delivery schedule shall not exceed a total of 45 days from date of award.
(3) The Contractor shall provide a sample of the shirt, pants, and t-shirt by September 15, 2011. The Government shall review and approve the uniform sample within 3 business days.
(4) The Government reserves the right to request a first article product sample prior to full production. Therefore, the first article samples will be required to be submitted to the Government no later than 30 days after award. Therefore, the Contractor must submit for approval and evaluation a completed uniform (with sown on patch) prior to full production. After approval of the first article sample, the contractor is required to deliver items (with embroidery patch) to addresses by no later than November 7, 2011.
(5) Past Performance Provide list of contacts, including phone numbers, to conduct firm's past performance in successfully accomplishing activities similar to those identified in the Statement of Work (SOW); and
(6) Price
(7) The Government reserves the right to request Product sample prior to full production. Therefore, the Contractor must submit for approval and evaluation a completed uniform (with patches) prior to full production. All product samples will be required to be submitted to the Government no later than 30 days after award. After product approval, all item(s) must be available to be ready for delivery no later than November 7, 2011.
The entire finished product (uniform with embroidery patch) shall be delivered no later than 30 days after contract award.
TECHNICAL CAPABILITY (FACTOR 1)
The weighting of factors is: Factor 1 (Technical Capability) is the most important. Factor 2 (Price) is slightly less important than Factor 1 and more important than Factor 3 (Past Performance). Sub-factors are of equal importance. Any sub-component factors within a sub-factor are of equal importance. Offerors are advised that when technical proposals become more equal, price will become more important. As a result, the Government may award to other than the low priced offer, if it is determined to be the best value to the Government. The Government reserves the right to award without discussion, so offerors are encouraged to provide their best prices.
Pre-Production Samples
Pre-production samples will be evaluated on a ‘pass’ or ‘fail’ basis. The following represents the criteria for determining ‘pass’ or ‘fail’:
(a) Fabric must conform to testing for color-fastness
(b) Seams must not contain any loose stitching or untrimmed or pulled threads
(c) All items must be free of any visual or structural defects
(d) All items must contain a printed label identifying size, fabric content and laundering instructions
(e) The label must be located so that it is completely visible on the item when the item is folded or packaged so that it may not cause damage to the item
(f) Fabrics, thread and any details must be of a reasonable durability for the specified purpose of the garment
(g) All items must meet visual and text criteria as provided in the specification
If pre-production sample meets the above criteria, a ‘pass’ rating will be granted. If not met, a ‘fail’ rating will be granted.
PRICE (FACTOR 2)
The Government may use cost/price analysis to evaluate the cost estimates or prices, not only to determine whether or not they are reasonable, but also to determine understanding of the work and ability to perform the contract. The price proposal should represent the Offeror’s response to the requirements in the solicitation. Any inconsistency, whether real or apparent, between the performance and price must be explained in the proposal. For example, if unique and new approaches are the basis for an abnormally low estimate, the nature of these approaches and any pricing inconsistency, if unexplained, raises a fundamental issue of the Offeror’s understanding of the nature and scope of the work required. The evaluated price will be evaluated for:
(a) Price Realism – Compatibility of the technical approach.
(b) Price Reasonableness – Acceptability of the firm fixed prices.
PAST PERFORMANCE (FACTOR 3)
Past performance will be adjectivally rated based on an integrated assessment of the following sub-factors: historical experience and customer satisfaction. The sub factors are considered to be of equal weight. The adjectival ratings are: Outstanding, Acceptable, Neutral and Unsatisfactory. The past performance evaluation will examine how the offeror’s past and present performance validates expected performance and customer satisfaction for FMCSA. The offeror’s past performance must show no serious performance failures within the last 3 years that would increase the risk of failure in performance on this contract. The Government reserves the right to make inquiries as to the prospective offeror’s past performance on any existing or previous contracts, regardless of whether or not they are included in the proposal submission. The evaluation of past performance will also consider how well the offeror has complied with technical requirements and performance standards, how well the offeror has met schedules and how well the offeror has met cost performance, including whether or not there have been cost overruns or savings.
In submitting the three (3) references, the offeror may include information from predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement, when such information is relevant to the instant acquisition. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will receive a Neutral rating.
Past Performance Standard of Evaluation
Greater value will be given to experience which is most similar and clearly demonstrates exceptional performance with a high level of customer satisfaction.
Acceptable:
The offeror’s past performance record indicates that they have a history of developing and delivering quality services/products in the areas described in the RFP.
Neutral:
The offeror’s past performance record is not extensive in the areas of capabilities desired in the RFP or the offeror does not have a past record of performing similar requirements.
Unacceptable :
The offeror’s past performance record does not demonstrate successful delivery of services or supplies as outlined in the solicitation.
