About this file
This Project Statement is issued by the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division on behalf of the Michigan Department of Natural Resources Parks and Recreation Division for professional architectural and engineering services related to facility replacement at Brimley State Park in Brimley, Michigan. The project requires a Professional Services Contractor (PSC) to provide complete Phase 500, 600, and 700 design and construction services, with Phase 400 services as necessary, for the replacement of three toilet shower buildings at Brimley State Park Campground. Deliverables include plans, permit applications, contract documents, design and construction scheduling, cost estimates, and contract administration. The PSC must conduct site assessments, topographic surveys with one-foot contours, and coordinate with DEQ and LARA for required permits. A mandatory walk-through inspection is scheduled for May 17, 2019 at 9:00 AM Eastern Standard Time at Wilderness State Park Headquarters Building, with a subsequent site visit to Brimley State Park. Proposals are due May 30, 2019 at 2:00 PM EST. Site assessment work may begin immediately upon contract issuance, with construction desired to commence in Fall 2020 and be completed by Spring 2021. RFP questions must be submitted by May 23, 2019.
The project statement does not establish a fixed budget, stating that the construction budget has not been determined and that the budget for professional services is believed reasonable but may require proposal revision by addendum if insufficient. The PSC proposal must include specific reimbursable allowances: $1,500 for plan review and permitting, $2,000 for soil borings and soils analysis, and $2,500 for topographical survey work. The PSC shall identify all reimbursable and travel expenses in accordance with the standard DTMB PSC Contract billing rates and current state travel rate schedules for projects exceeding 100 miles from the contractor's office. PSCs may submit individual proposals for Brimley State Park or composite proposals covering both Brimley and the related Straits State Park Toilet Shower Building Replacement project. All design considerations must comply with Michigan DNR Guidelines, barrier-free accessibility standards, DEQ Campground unit fixture requirements, LARA requirements, and should consider LEED principles. Reference documents including PRD's current LEED toilet shower plan, building options study, and existing facility plans will be provided to the selected contractor.
