About this file

This document is a Construction Bid Addendum issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Kavco Landfill project located at 1001 W. Day Road, Plainwell, MI. The addendum, dated 8/8/2025, provides additional information for a bid opportunity with a bid opening date of 8/13/2025. The project involves the removal and disposal of an existing 25,000-gallon above-ground storage tank (AST), associated piping, and AST saddles. The addendum includes a pre-bid meeting attendance record, revised bid schedule, interior AST photos, and two volumes of Operations & Maintenance (O&M) manuals.

The bid schedule includes a base bid with three primary line items: mobilization and job site administration, removal and disposal of the existing AST and associated components, and removal of residual condensate water. The document addresses multiple bidder questions regarding site access, fencing, equipment removal, concrete pad specifications, and system startup. Key technical details include requirements for temporary fencing, concrete pad thickness (6-8 inches), and disposal of existing heat tracing. The addendum notes that an EGLE (Michigan Department of Environment, Great Lakes, and Energy) contractor will conduct a system startup/test following the bid opening, and the selected contractor will be invited to attend. No asbestos is expected in the AST insulation based on the 2003 construction date.

Pre-Bid Meeting Attendance Record Revised Bid Schedule AST Interior Photos O&M Manual – Volume I O&M Manual – Volume II

Questions:

1. Access is tight; can the fence be removed within the tank area and does it need to be put back up by the contractor? The Bid Schedule will be modified per this addendum to include the contractor removing all fencing surrounding the AST and its ancillary equipment. The length of the fencing surrounding the AST and ancillary equipment is estimated to be approximately 250’.

Existing fencing will be stockpiled by the contractor onsite for later disposal by others. Contractor will supply and erect temporary 6’ chain link construction fencing to replace the portion of the removed fencing that is a segment of the site perimeter fencing and connect this temporary fencing to existing fencing structures. The length of temporary fencing needed is estimated to be approximately 70’.

2. Please provide photo(s) of the inside of the tank. See addendum item of photos taken on 06/18/2025 following tank pump out.

3. Please provide photos of the inside of the control panels and the electrical as-built drawings.

Photos of the inside of the control panels are not available. Please refer to the attached O&M manual files for diagrams and drawings.

4. Can EGLE/Engineer start the system up with the awarded contractor prior to the contractor starting demo? Yes. An EGLE contractor is being scheduled to conduct a system startup/test following the bid opening date. The selected contractor will be invited to attend the system startup/test.

5. What size piping is beneath the insulation? The system O&M manual states that the blower inlet piping is 6” diameter.

6. Approximately how much linear foot of insulation will be required? N/A. Replacement of insulation on blower inlet piping will not be required.

7. Is there any heat tracing? Yes. Heat tape is present on the piping from the AWS transfer pump to the AST. This piping should be capped above grade, near the AWS transfer pump. This piping and heat tape should be disposed of as a part of the work.

http://www.michigan.gov/SIGMAVSS

8. Will the entire concrete pad for the blowers and piping need to be replaced? No. The portion of the concrete pad formerly occupied by the carbon vessels should not be replaced. For bidding purposes, estimate that the western 16’ of the existing concrete pad should not be replaced.

9. Please provide additional specifications for the desired/acceptable locations of the equipment concrete pad.

The desired/acceptable location of the equipment concrete pad is the same location as the current equipment concrete pad.

10. In one part of specifications, it mentions replacement of concrete pad with one of similar size and construction, and another part mentions replacement with a 6-8” thick pad rather than the existing (12”) thickness pad. Please clarify.

The new equipment concrete pad should be 6”-8” in thickness.

11. Can the reinforced concrete foundations for the AST be left in place, so as long as the saddles are saw cut off below ground surface?

Yes.

12. What thickness of gravel is required for the resurfacing of the former AST area?

Once the AST is removed, the surface cover at its former location does not need to be resurfaced in association with AST removal activities. Resurfacing of this area may be completed by the contractor if deemed necessary to facilitate installation of the new equipment concrete pad.

13. Can the system be turned on to gauge functionality prior to disconnection/reconnection in order to ensure that it is of operating capacity before being dismantled?

See response to Question 4.

14. Has an asbestos survey for the insulation wrap on AST been completed?

No. Based on a construction date of 2003, it is not reasonably expected that the insulation on the AST will contain asbestos.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
