About this file
This document is a Phase 100 Exterior Envelope Study prepared by Hobbs + Black Architects for the Department of Technology, Management, and Budget (DTMB) Operations Center and Michigan Department of Transportation (MDOT) Warehouse, both located in Dimondale, Michigan. The study examines the exterior envelope conditions of two state-owned buildings constructed in 2002 and the 1980s, respectively, and proposes comprehensive renovation and restoration work. The DTMB Operations Center, a two-story steel-framed building with brick, limestone, and curtain wall windows, requires extensive repairs including removing and resetting limestone caps, recaulking exterior joints, and replacing the roof access ladder. The MDOT Warehouse, a single-story high-bay warehouse with fluted masonry block walls, needs tuck-pointing, sealing, and lintel replacements to address water infiltration and structural issues.
The total estimated project costs are substantial, with the DTMB Operations Center exterior envelope and reroof work budgeted at $841,440 and $3,022,300 respectively, and the MDOT Warehouse exterior envelope work estimated at $269,450. The recommended scope of work aims to address exterior envelope needs for the next 20 years with minimal maintenance, including site improvements, building envelope repairs, and restoration efforts. The architects emphasize that deferring the work will lead to increased yearly maintenance costs and further deterioration of the buildings. The budget estimates include site restoration, building improvements, contractor overhead and profit, general conditions, construction reimbursables, performance bonds, and contingency fees, with funding to be allocated by DTMB.

Background
DTMB Operations Center: Located at 7285 Parsons Drive, Dimondale MI was constructed in 2002 I, it is a steel framed, 2 story building with an exterior envelope consisting of brick, limestone, and curtain wall windows. The roof is structurally sloped with a black rubber membrane that is original. While the overall building has been maintained well by DTMB operations staff, there are several maintenance items that have increased in severity over the years due to the original design of the building envelope and construction implementation of those details.
Cap is short of face of wall; drip groove is buried in bed joint allowing water to get under caps.
Joint sealant has gone bad allowing water to infiltrate.
Pier cap has shifted out due to water infiltration freezing- in winter – note gap in bed joint material for vertical limestone panel. Relying on sealant to try and keep water out of the vertical joint.
- 2 -
Failed joints have allowed water to infiltrate and freeze breaking off parts of the limestone caps. Note that most all limestone caps are not wide enough so that the drip groove is out past the edge of the stainless-steel metal coping.
Existing condition directs water back under the cap instead of making it drip off past the face of the stainless-steel coping. Most
Coping connections have also failed.
- 3 -
Limestone cap is sliding back due to water infiltration freezing in the winter, this condition only accelerates over time. Many problems here with detailing and quality of workmanship.
- 4 -
Failed and missing joint sealants at limestone panels and curtainwall system. Stainless-steel limestone flashing cut short during construction.
- 5 -
MDOT Warehouse Building: Located at 7575 Crowner Drive, Dimondale, MI. Date of original construction is unknown. It appears to have been built in the 1980’s and has undergone multiple renovations over the years. The building is a single story and high-bay warehouse space. The exterior envelope is a single-wythe fluted masonry block and punched window openings. The roof is sloped with a built-up modified bituminous roof which is not the original roof. While the overall building has been maintained will by DTMB operations staff, there are several items that have historically proved problematic: water vapor migrating through the concrete slab on grade floor, water infiltration through the exterior walls – especially at the lintels, and ponding water against the north half of the west wall.
Existing grade slopes back to the building at this location. New stone maintenance strip with drain tile proposed here. Note: standing water stain on the block under the window to the left.
- 6 -
Lintel over overhead doors is rusting and displacing the fluted block. Note attempts to caulk masonry bed joint.
Overhead door lintels and jambs need to be removed and replaced with galvanized lintels and jambs and then have the masonry reinstalled.
- 7 -
Displaced masonry block at overhead doors caused by rusting lintels has allowed water to infiltrate the walls and get trapped behind the wall paint, causing it to create “bubbles” of efflorescence behind the paint. Walls need to be shot blasted and repainted after lintel work and building is sealed with a penetrating block sealer.
- 8 -
Interior drywall repair to happen after exterior envelop work is complete.
- 9 -
Conclusion
Operations Center: The implementation of the scope of work outlined in this report will address the exterior envelope needs for the next 20 years with normal inspection and minimal maintenance. The roof will have a new 20-year warranty, parapet walls and piers will either have limestone caps removed and reset correctly or replaced with a metal coping system, all exterior masonry and curtain wall joints will be recalked and the vertical roof access ladder in the 2nd floor mechanical room will be replaced with a stair which will improve maintenance staffs access to the roof in much safer manner.
MDOT Warehouse: The implementation of the scope of work outlined in this report will address the exterior envelope needs for the next 20 years with normal inspection and minimal maintenance. The tuck-pointing and sealing of the single-wythe exterior masonry block walls will help eliminate water infiltration, adding stone maintenance strips that are properly drained will help reduce the water vapor issues coming up through the concrete floor and replacement of the east overhead door lintel by the front offices is needed now as the masonry is being displaced by the rusting overhead door lintels.
Recommendations
DTMB should prioritize and allocate the funding to perform the exterior envelope, reroof, and roof access work. By not performing corrective work soon, DTMB will see increased yearly maintenance costs caused by further deterioration of the envelope of the building. Deferring the work will also only increase the scope of the work needed due to further deterioration and inflation of labor and material costs.
