About this file
This file contains asbestos survey reports and architectural floor plans for the Lower Falls Park Store and Bathroom Building at Tahquamenon Falls State Park in Paradise, Michigan, prepared by ATC Group Services LLC and Sanders & Czapski Associates PLLC in May 2018. The documents show five different renovation/construction options for the facility, including demolition of existing bathrooms, construction of new bathroom additions, and renovation of the existing building. The floor plans detail the current layout and proposed modifications, with areas marked for retail space, bathrooms, kitchen, dining, and mechanical areas.
The asbestos survey identified seven materials containing asbestos, primarily in window glazing (2-5% chrysotile) and external caulking (5% chrysotile) throughout the building. The survey analyzed 111 total samples across 50 homogeneous areas. The architectural drawings include detailed measurements, room labels, and renovation notes for the proposed options, with estimated construction costs ranging from $1.2 million to $3.5 million depending on the option selected. The plans indicate this is a feasibility study for upgrading the park store and bathroom facilities, with recommendations favoring either Option #3 (complete new construction) or Option #5 (renovation) based on long-term operational considerations.

Conclusion
Based on the five options presented, it is the opinion of Sanders & Czapski Associates, PLLC that
Option #3 (new construction) and Option #5 (renovation) will offer the best value to the State of
Michigan. Selecting an option will depend upon the available project funds. In further evaluating these two options, ongoing operational and maintenance costs and the life expectancy of the building must be considered.
Option #3 involves demolition of the existing building in its entirety and construction of a new park store and bathroom building. New construction will result in a fifty-plus year life span with significantly reduced operating costs and maintenance costs during its initial twenty to twenty five years. This option will also allow the size of the concession space to remain similar to its present size so revenue from the concession lease would remain constant.
Option #5 involves the renovation of the existing building in its present configuration. To allow for the construction of new public bathrooms the size of the retail space is significantly reduced which will impact revenue from this leased space. While renovation will result in upgrades and improvements, the age of the structure remains at 60 plus years. With renovations, the life expectancy of the building is extended twenty to twenty five years.

Executive Summary
ATC has completed the pre-demolition asbestos survey for the commercial property located at 41382 West M-
123, Paradise, Michigan. The property building is located in Tahquamenon Falls Michigan State Park, Paradise, Michigan and ATC understands this structure will be demolished.
One hundred and ten (110) samples, taken from fifty (50) homogenous areas, were collected and submitted for analysis by PLM. The results of laboratory testing during the pre-demolition asbestos survey conducted at the property indicate that seven (7) of the materials sampled were found to contain asbestos.
Non-friable, ACM’s such as roofing materials shall not be subjected to abrasion, grinding, sanding or any other processes during demolition activities which will render these non-friable materials friable.
Based on the NESHAP (National Emission Standards for Hazardous Air Pollutants) “non-friable” Category I ACM and Category I “non-friable” PACM roofing materials that are asphalt/tar based can be demolished with a building so long as it is in good condition and will not be cut, pounded, sanded, or grinded during demolition, and that measures are taken to ensure that it does not become friable, at which point will be considered RACM. This material can also be disposed off-site in a Class III, construction and demolition (C&D) debris, landfill within the framework of local/state regulations. In addition all roofing materials shall not be recycled if they contain Category
I ACM.
Lead Based Paint sampling was not conducted as part of the scope of work and Contractors performing work at the site should assume materials within the building contain levels of lead above the detection limit. ATC recommends that contractors working onsite follow the OSHA Lead in Construction Standard to ensure the protection of their workers during demolition activities.

3 Pre-Demolition Asbestos Survey
ATC representative, Mr. Andrew DeLodder, conducted the pre-demolition asbestos inspection of the property buildings on May 11, 2018. Mr. DeLodder is a State of Michigan Certified Asbestos Inspector’s (Certification No.
A48677). A site sketch identifying sampling locations and general building details is included as Figure 1. The property buildings were visually inspected for the presence of building materials that are suspected to contain asbestos. Bulk samples of suspect ACMs were collected and placed into individual containers for transport to a
National Voluntary Lab Accreditation Program (NVLAP)-accredited laboratory for analysis. Materials typically known as non-asbestos items (i.e. fibrous glass, foam rubber, wood, etc.) were not sampled. The asbestos inspection consisted of the following three basic procedures:
> Conducting a visual inspection of the structures;
> Identifying homogeneous areas (HAs) of suspect surfacing, thermal system insulation, and miscellaneous materials; and
> Sampling accessible, friable and non-friable suspect materials.
3.1 Homogeneous Areas
Prior to collecting any samples, homogenous areas (HAs) were identified. A homogeneous sampling area can be described as one or more areas of material that are similar in appearance and texture and that have the same apparent installation date, appearance and function. Actual number of samples collected from each homogeneous sampling area may vary, based on the type of material and professional opinion of the inspector.
3.2 Hazard Assessment Factors
From the list of suspect homogeneous areas, a physical assessment was performed for each material on the list.
A physical assessment includes evaluating the condition, assessing the potential for disturbance, and determining the friability of each material. By definition, "friable" materials are those that can be crumbled or reduced to powder by hand pressure when dry. Each material identified was further classified into one of three categories: surfacing materials, thermal systems insulation (TSI) and miscellaneous materials. Each of the three categories have specific sampling requirements, outlined below.
> Surfacing Materials: Refers to spray-applied or troweled surfaces such as plaster ceilings and walls, fireproofing, textured paints, textured plasters, and spray-applied acoustical surfaces.
> Thermal System Insulation: Refers to insulation used to inhibit heat gain or loss on pipes, boilers, tanks, ducts, and various other building components.
> Miscellaneous Materials: Refers to friable and non-friable products and materials that do not fit in any of the above two categories such as resilient floor covering, baseboards, mastics, adhesives, roofing material, caulking, glazing, and siding. This category also contains wallboard and ceiling tile.
All materials were assessed related to their condition in one of the three categories: good (intact), fair (damaged) or poor (significantly damaged) per Title 40 Code of Federal Regulations Part 763. Material with localized, significant damage was also assessed as poor.
3.3 Laboratory Analytical Methodology
Bulk samples were analyzed by Apex Research, Inc., 11054 Hi Tech Drive, Whitmore Lake, Michigan 48189, using polarized-light microscopy (PLM) and dispersion staining (Method Reference: 40 CFR Part 763, Volume 47, No.
103, May 27, 1982 pg. 23376). This laboratory participates in the National Voluntary Laboratory Accreditation
Program (NVLAP #102118-0), a quality assurance program for PLM analysis, and is accredited by the National
Institute of Standards and Technology (NIST) as well as accreditation requirements under 15 CFR Part 25.
Copies of the laboratory analytical report and corresponding chain-of-custody forms are included in Appendix A.
Positive sample results are reported in percent asbestos by volume of the sample and the type of asbestos material
June 18, 2018 ATC 8 within the sample. Other common non-asbestos components may also be noted on the analytical reports.
Inspector and laboratory accreditations are provided in Appendix C.
3.4 Sampling Results
Bulk samples were collected from the site building and analyzed by polarized light microscopy (PLM), EPA Method
600/R-93/116. Seven (7) of the materials sampled were found to contain concentrations of asbestos.
The following table provides a summary of accessible suspect and confirmed ACMs from the Site buildings:

4 Conclusions and Recommendations
4.1 Asbestos-Containing Materials
The results of laboratory testing during the pre-demolition asbestos survey conducted at the property indicate that seven (7) of the materials sampled were found to contain asbestos. If materials identified to contain asbestos can be removed safely they should be removed prior to demolition by a licensed abatement company. If these materials cannot be removed safely prior to demolition, the Contractor performing the work should comply with all requirements of OSHA and all building materials should be treated as ACM waste and disposed according to the requirements of NESHAP.
Non-friable ACM’s shall not be subjected to abrasion, grinding, sanding or any other processes during renovation activities which will render these non-friable materials friable.
Based on the NESHAP (National Emission Standards for Hazardous Air Pollutants) non-friable Category I ACM and Category I non-friable PACM roofing materials that are asphalt/tar based can be demolished with a building so long as it is in good condition and will not be cut, pounded, sanded, or grinded during demolition, and that measures are taken to ensure that it does not become friable, at which point will be considered RACM. This material can also be disposed off-site in a Class III, construction and demolition (C&D) debris, landfill within the framework of local/state regulations. In addition all roofing materials shall not be recycled if they contain Category
I ACM.
Regulated Materials identified in Section 4 should be removed prior to demolition activities and disposed in accordance with the Resource Conservation and Recovery Act (RCRA) requirements as applicable.
This statement is in lieu of other statements either expressed or implied. This report does not warrant against changes to material from future operations or conditions, nor does it warrant against operations or conditions against present
ACM materials.
The scope of services performed in execution of this evaluation may not be appropriate to satisfy the needs of other users, and use or re-use of this document or the findings, conclusions, or recommendations is at the risk of said user.
