Complete Phase 400, 500, 600 and 700 services for preliminary design, design and construction administration for the replacement of the Lower Falls Park Store and Bathroom building at the Tahquamenon Falls State Park. The services and products provided shall be compatible with MDNR facility and operational requirements and practice.

Project Description:

The DNR Parks and Recreation Division (PRD) Tahquamenon Falls State Park encompasses 52,000 acres stretching over 13 miles. Most of the park is undeveloped, without roads, buildings or power lines. The centerpiece of the park, and the very reason for its existence, is the Tahquamenon River with its waterfalls. It is the second largest of Michigan's state parks. Bordering on Lake Superior, most of the park is located within Chippewa County, with the western section of the park extending into Luce County. Over 500,000 people visit annually.

At the lower falls campground and day use viewing area the Tahquamenon River splits and flows around an island in the river with each split having its own set of cascading waterfalls. The lower falls facility provides a public restroom and park store with a small food concession located a short distance from the primary parking area. The initial structure was built in the early 1950s and there have been a least two additions to the original building since that time.

This building is operated seasonally and receives heavy public use. The existing building has served visitors to Tahquamenon Falls State Park for over 60 years.

With the Park experiencing a trending increase in visitor traffic that is now over 500,000 visitors a year, existing infrastructure at the Lower Falls has meanwhile been limited to this single building. Although its size and design may have initially been adequate, the change in building codes and increase in visitor traffic have resulted in high use, maintenance issues and some obsolescence. While the building has received regular maintenance over the years the structure requires significant upgrades to accommodate American with Disabilities Act requirements and to ensure the http://en.wikipedia.org/wiki/List_of_Michigan_state_parks http://en.wikipedia.org/wiki/Lake_Superior http://en.wikipedia.org/wiki/Chippewa_County,_Michigan http://en.wikipedia.org/wiki/Luce_County,_Michigan integrity and safety of the visiting public and facility staff. Consequently, the DNR engaged a professional to evaluate the building for 1) feasibility and value-based cost benefit upgrades to the existing building including service, code, ADA, and general repairs vs. 2) demolishing the existing building and building a new structure.

The main level of the building is open to the public and consists of the following spaces:

• Public Bathroom and Hallway……………….……………... 658 sq. ft.

• Retail Area (Gift Shop) ……………………………………… 2,498 sq. ft.

• Kitchen and Concession Area……………………………… 778 sq. ft.

• Dining Area…………………………………………………… 469 sq. ft.

Total Main Level Area…………………………………… 4,403 sq. ft.

The lower level of the building consists of a partial crawl space area, and a basement used for mechanical and storage space:

• Storage and Mechanical Area………………………………. 1,152 sq. ft.

• Mechanical Room (below public bathroom) ……………… 658 sq. ft.

Total Main Level and Lower Level Area………………… 6300 sq. ft.

In addition, a 685 sq. ft. open-air exterior deck is used for outdoor seating and dining.

Based on the recent professional Phase 100 assessment, DNR PRD has made an informed decision to demolish the existing building in its entirety and construct a new park store and bathroom building, envisioning that a modern combined-use, single structure will offer the opportunity for the most efficient use of space and achieving accessibility goals. Consequently, the intent for the new building will be to reduce the overall indoor concession and retail space by approximately 50% and strive to provide approximately 6,000 square feet through shared efficiencies and emphasis on sustainable contraction. Building square footage reduction opportunities are available through the ability to share spaces, such as mechanical equipment rooms and not having to duplicate bathroom fixtures for the concession area.

Further, providing outdoor space and limited utilities for food trucks and flexible retail are also viable opportunities for building size reduction without diminishing services. Ultimately, demolition of the existing structure and new construction with an emphasis on efficiencies and sustainable contraction appears to offer the best value while enhancing public service, concessions and concession revenue and strengthening the Michigan State Park brand and image at one of our premier public destinations.

To this end, the desired design direction will need to include consideration of ongoing operational and maintenance costs, public use, public service, concessions and concession revenue, visitor interpretive displays and possible indoor interpretive programming, State Park branding and image, the life expectancy of the buildings, and overall building and site improvement cost. Additionally, the location of the new building will need to be evaluated and selected to provide an improved “gateway” portal and recognizable entry experience for the visitors arriving at the main parking area. The gateway may involve a visitor drop off area, ADA parking and related amenities at the building.

DNR PRD therefore desires to retain a professional architectural services consultant (PSC) for Phase 400, 500, 600 and 700 services to augment demolition of the existing lower falls bathroom and concession structure and to design and administer construction of a new service building and supporting infrastructure near the existing location.

Consulting services shall be in compliance with the State of Michigan, DTMB Contract for Professional Services and DTMB State Facilities Administration, Design and Construction Division policies and procedures for Phases 400 through 700. Proposals shall include Phase 400 as required to produce scaled, conceptual plans representing all desired elements for improvements. Deliverables shall include a general estimate of construction cost.

The PSC shall prepare for review and revise as necessary for acceptance, progressive schematic design architectural and engineering drawings consistent with the Project scope of work, which depict design options for the areas(s) and relationship of the functions outlined in the program and scope of work requirements. PSC shall establish the design basis for and show principal design elements and locations of proposed built features.
