Description: To pass the US Coast Guard COI, the TS GOLDEN BEAR requires an annual inspection for all the lifeboats as well as an engine renewal on two of the lifeboats. The contractor is to open and inspect all six (6) lifeboats and conduct an OEM SOLAS inspection of same and repair any noted deficiencies. Present engines installed in Maseco Lifeboat Nos 1 and 2 need to be upgraded to the same type water-cooled diesel versus the present arrangement of air-cooled in the Port boat and water cooled in the Starboard boat

The purpose of a stability test is to determine the lightship parameters of a vessel, from which the stability characteristics can be determined for each condition of loading, principally, the lightship displacement of the vessel, and the coordinates of its center of gravity.

4. Techniques and Methods used to conduct the Market Research:

I posted a synopsis on FedBizOpps on 11/23/16 of an intent to procure sole source to Harding Safety USA. Responses are due 12/08/16. Additionally, this is a critical safety requirement and Harding USA has proprietary rights to the designs needed to service all the lifesaving appliances. They are the OEM and sole source manufacturer for all replacement parts for the lifeboats, davits, and winches.

8. BACKGROUND:

Requirement is for the annual inspection and repair of all six lifeboats aboard the TS Golden Bear as well as engine renewal on #1 and #2 Lifeboats. The equipment serviced under this requirement was initially under several different companies: BE Winches, MASECO/Watercraft lifeboats, and Schat Watercraft/ Schat Harding davits. All have folded into what would become Harding Safety USA. As OEM, Harding Safety USA has the proprietary rights to the designs required to service this critical safety requirement. They are also the sole source manufacturer of the required OEM parts needed for repairs.

It is therefore the Contracting Officer’s recommendation that this requirement be sole source to Harding Safety USA. However, the requirement shall be synopsized on FedBizOpps for 15 days. If any other responsible vendor offers a valid capability to fulfill the government’s requirement during this time, a solicitation will be provided.
