Solicitation # DTMA91R1600028 Beauty Shop & Barber Services Questions & Responses
1. Question: Will the beauty and barber service include weekends?
Response: Normal hours are Monday through Friday. But the Government may require service one Saturday in November and one Saturday in March. (Note: This corresponds to two hundred students returning to the academy from sea year. To avoid a traffic jam on Monday, a half-day on Saturday is best for everyone).
2. Question: Of the 1000 midshipmen and women how many on average will be using this service monthly?
Response: Although there is an estimate of 725 midshipmen utilizing the service monthly, the Government still calculates the quantity of 1,000 midshipmen because the midshipmen are paying a flat fee for the service.
3. Question: In the RFQ it states there has to be at least 2 Barbers working in the shop daily.
What is the maximum?
Response: Currently five (5) is the max number of Barbers (based upon the room size/configuration). The location of the barber shop will change in year two, so this number may change. Relocation is due to construction project of the dorms. Barber shop is normally located under the dorms.
4. Question: What is the quantity of Barber/Stylists to service the midshipmen and staff/faculty members?
Response: The quantity of Barbers is two (2) Barbers and one (1) Stylists
5. Question: For the full time employees: Should the full-time employee be on a full-time status or just ensure two Barbers are on location on a full time basis during business hours?
Response: The Contractor may select between full and part-time employees. As long as there are always two employees present at any time. The intention is to minimize student’s wait time.
6. Question: Does the servicing professionals have to be licensed NY Cosmetologists/Barbers?
Response: All servicing professionals must be New York State licensed.
7. Question: Is the contractor responsible for purchasing supplies and equipment needed to perform the tasks such as: electric clippers, scissors, tonics, razors, blades, aprons, towels, neck strips, clips, lather, lather machines, brooms , dust pans, detergent, sterilizer, blowers, combs, brushes, consumable supplies, hair dryers, etc. required to satisfactorily cut hair.
Response: The Contractor is responsible for all supplies and equipment. The Academy provides the room with major fixtures (chairs, mirror) and the electricity.
8. Question: Is there an available POS System or Cash register to track and process payments for non-midshipman clients?
Response: Any POS system or cash register is to be provided by contractor. The Government will not provide any such equipment.
9. Question: Does the contractor have to purchase inventory or supplies from a specific vendor affiliated with the government from GSA or equivalent?
Response: There is no specific vendor the contractor would have to purchase inventory or supplies from.
10. Question: Can you provide a debriefing?
Response: A debriefing can be provided after award.
11. Question: Would the pricing be based on a ‘per service’ rate (i.e. haircut)?
Response: The Government will issue a fixed price contract for this requirement. There is about 725 midshipmen on campus who receive the beauty shop/barber services. Since the academy collects a fee from the midshipmen/students, the students do not pay the contractor at the time of service. (Exception: Faculty/Staff must directly pay the contractor at the time of service).
(Note: Although there is an estimate of 725 midshipmen utilizing the service monthly, the Government still calculates the maximum quantity of 1,000 midshipmen because the midshipmen are paying a flat fee for the service.)
12. Question: Is the pay rate, commission, hourly or both?
Response: Since the requirement will be a fixed price contract, the contractor will determine how to pay their employees.
