Maritime Administration Ship Model Conservation Project Statement of Work I. Purpose/Statement of Need and Background
The United States Department of Transportation Maritime Administration (MARAD) is seeking the services of a contractor to conserve and repair part of its collection of ship models. These services shall include the provision of a condition report and conservation plan for each model covered within the Statement of Work and, in consultation with the MARAD historian, the actual conservation of the models themselves.
There are currently 79 ship models within the scope of this contract displayed at or in storage at the MARAD headquarters. MARAD headquarters is located at 1200 New Jersey Ave, S.E., Washington, DC.
The models are in a variety of conditions, ranging from excellent to poor. Several models date back to the 1940s. The contractor will, in consultation with the MARAD historian, be required to evaluate the condition of each model and determine the level and type of conservation required.
The 79 ship models covered are listed, with a photograph, summary description, and categorical condition rating, as attachments to the solicitation. MARAD categorical condition ratings are informational only and should not be considered influential over contractor-provided condition reports.
II. Statement of Work
a. Phase One Provide a condition report and conservation plan for each of the 79 ship models covered within the Statement of Work.
i. Each condition report shall include a categorical conditional assessment, using the following parameters, as defined by the MARAD historian:
1. Excellent: Artifact is in sound physical condition, no damage or deterioration evident. No sign of pest infestation or mold. Item is in displayable condition.
2. Very Good: Artifact is in sound physical condition. Artifact may exhibit some minor deterioration rectifiable with cleaning.
3. Good: Artifact is generally in sound physical condition. May show some damage and deterioration and require a minor effort to make the item displayable.
4. Fair: Artifact shows moderate damage and deterioration. Artifact would require a more in depth conservation effort.
5. Poor: Damage to artifact is extreme and clearly visible. Artifact would require major conservation effort.
ii. In addition to the categorical condition assessment, the contractor shall also provide a narrative condition assessment for each ship model which details the overall condition of the piece, highlighting any damages.
iii. Contractor shall provide a conservation plan for each model. . This plan shall include:
1. A detailed summary of elements of a model that require repair, if any is required,
2. An action plan and estimated timeframe for repair and conservation, if any is required, and
3. Display and storage suggestions, and any model-specific special instructions
iv. MARAD reserves the right to disagree with the contractor’s condition assessment or repair plan, and to decide to not submit any particular model for repair.
b. Phase Two Repair ship models requiring conservation.
i. In consultation with the MARAD historian, develop a triage plan to determine an order of repair, with the most damaged or most important models being given precedence.
ii. Contractor must secure facilities for ship model conservation. MARAD is unable to provide for or assist in the acquisition of workshop space. Workshop facilities must be obtained at contractor expense.
iii. The contractor will be responsible for obtaining any materials or tools required for ship model repair.
iv. The contractor bears full responsibility for ship models while they are in the contractor’s custody. When a model is removed for repair, the contractor shall provide a written declaration of possession to the MARAD historian. When a model is returned to MARAD custody, the MARAD historian will provide a written declaration of possession to the contractor, and save a copy to the record.
c. Phase Three Fabricate or acquire display cases and bases for ship models when necessary.
i. Display case
1. Display case shall be made out of museum-quality glass or other material that will not deteriorate or otherwise impact the viewing of the model.
2. The contractor shall make a case type recommendation in each model’s conservation plan, but the MARAD historian will make a final decision on case material.
3. New display cases should allow for one (1) inch of space between the extreme dimensions of the ship model and the display case on all sides; the contractor may allow for a larger or smaller amount of buffer space, upon consultation with the MARAD historian, when appropriate.
4. If a model already has a base, the display case must be able to fit into the existing base.
ii. Base piece
1. Base piece may be made out of a dark-stained wood or black plastic.
2. The contractor shall make a base piece type recommendation in each model’s conservation plan, but the MARAD historian will make a final decision on base piece type.
3. Ship model will be firmly affixed to base piece.
a. Waterline-type ship models may be affixed directly to the base piece.
b. Ship models that show vessel hull details shall be mounted on the base piece in such a way as to not obscure the details of the vessel’s hull shape or design.
iii. Display case shall be separate from base piece, and removable.
There is no workshop space available at MARAD Headquarters or any other MARAD facility. Contractor must secure facilities for ship model conservation. MARAD is unable to provide for or assist in the acquisition of workshop space. Workshop facilities must be obtained at contractor expense.
Pre-Award Site Visit Interested parties will have the opportunity to inspect the condition of all ship models covered within the Statement of Work during a pre-award site visit to MARAD headquarters.
The site visit will occur on June 20, 2012. Offeror must confirm their attendance at least one week prior to the date of the site visit.
Photographs detailing the condition of the models may be taken by the Offeror.
III. Contract Deliverables MARAD requires that all contract deliverables be completed within one (1) year of the contract start date. The deliverables in Phase One (condition evaluations and repair plans) must be submitted prior to submitting the deliverables in Phases Two and Three.
a. Phase one deliverables
i. A categorical and narrative report of the condition of each ship model
ii. A conservation plan for each model
b. Phase two deliverables
i. A written plan-of-action for ship model repair, including a timeline that details which ship models will be in the possession of the contractor at which time.
ii. Completed conservation of all models requiring repair.
c. Phase Three deliverables
i. Fabrication or acquisition of display case for all models that currently do not have a case.
ii. Fabrication or acquisition of base piece for all models that currently do not have a base.
IV. Proposal Instructions and Evaluation Criteria
a. This is a best-value award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms best to the solicitation. Offers that are most advantageous to the Government, price, and other factors will be considered. The Government reserves the right to trade off non-price factors with price. The following factors shall be used to evaluate offers, and should be addressed in any submitted offer:
i. Technical Capability
1. Previous experience in model repair.
2. Creation and submission, as a part of the offer, of a project and deliverable timeline, to include major project milestones and estimated time of project completion.
3. Access to necessary materials and facilities for the completion of contract deliverables.
ii. Past Performance
1. Prior experience completing multi-piece conservation efforts of a similar nature.
iii. Price
1. Offerors may quote prices either on a per-phase basis or for the overall project.
b. Technical capability and past performance, combined, are slightly more important than price.
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
