In Site Visit Instructions:
Please arrive at the Maritime Administration (MARAD) headquarters at 9:30 AM on June 20, 2012. The MARAD headquarters is located in the Department of Transportation (DOT) building at 1200 New Jersey Ave. South East in Washington D.C. The entrance to MARAD headquarters is diagonally across the intersection of New Jersey Ave., South East and M St., South East from the Navy Yard Metro station. Leave the Navy Yard Metro Station through the New Jersey Avenue Department of Transportation Exit.
Please tell the security desk to call Don Coonan at extension 6-1737 and you will be met at the security desk. All visitors to DOT headquarters must follow security procedures and be escorted while in the building. Lunch is available in the DOT Cafeteria. Parking is available at in the surrounding area. All cost for parking will be the responsibility of the vendor. Parking in the DOT Garage will not be available on June 20, 2012. Vendors may reach MARAD Headquarters from National Airport via Metro. Amtrak passengers can reach MARAD from Union Station via Metro also. Both require a transfer.
Ship Model Questions
1. Will the vendor who is awarded the contract be able to take the ship models to their facilities for repairs?
Answer to question 1
All work must be done off-site in facilities obtained at the vendor expense. Ship models must be returned without paint, solvent or other chemical odors. No Paints, glues, solvents, cleaning or other chemicals may be brought into DOT headquarter. (The Vendor is responsible for all MARAD property while offsite.)
2. Would it be possible to have these models moved to another Government location that has repair facilities available?
Answer to question 2
No spaces are available. All repairs must be completed off site.
3. Would it possible to use an un-used space at MARAD to set up a temporary work area?

No spaces are available. All repairs must be completed off site.
4. I wanted to confirm, that if I provide the Phase One ‘condition and conservation reports’ that I am still eligible to bid on the Phase Two and Phase Three aspects of the SOW?
Answer to Question 4
The quote should reflect completion of all three phases. Pricing may reflect the cost of individual phases; however, the total quote should include all phases. The phases will not be assigned to individual vendors based on their pricing of the phases. The competition is between vendors for the total price of all phases.
5. Given that there are 79 models to review / evaluate [providing time for personal notes on condition, suggested conservation, casing requirements, and possible photos] is that adequate time to do this in one day on June 20th? If more time is required can that be arranged?
Answer to Question 5
MARAD believes the following schedule will allow sufficient time to assess the condition of all of the models. Some models are expected not to need extensive repairs.

10:00 AM View Models in MARAD Executive Offices. Estimate: 14 Medium Large Ship models
11 AM View Large Models in Public Spaces. Estimate: 17 Large Ship Models
12:00 -12:45 Lunch
12:45 PM - 4:00 View Balance of Collection’s Small Models in MCC Conference Room.
Estimate: 48 Small Ship Models
6. Should previous clients of the firm send Past Performance Questionnaires as soon as possible?
Answer to Question 6
Yes, the past performance questionnaire form can be downloaded from the fed biz ops website (fbo.gov), and should be sent by the potential vendor to previous customers for which your firm has provided similar services to those requested in this solicitation. The previous customer will fill out the survey and forwarded directly to MARAD at don.coonan@dot.gov by the proposal due date and time.
7. Do I send my bid for the ship model repair ( DTMA-91-Q-2012-0018 ) directly to you?
Answer to Question 7
Submit online at Fed Biz Ops (fbo.gov), or send directly to Don.Coonan@DOT.gov. Vendors may mail a copy of their proposal if they choose. However, all vendors are required to submit a PDF copy electronically as well.
8. Will there be plenty of time to look the models over on the 20th?

9. Will all work have to be completed off site, such as setting a dust cover onto a ship model’s base, or attaching a ship model to a new base?

Generally vendors should plan on working on all models off-site.
However, in the above scenario MARAD will consider limited request to work on site provided this is for such things as placing a dust cover over a model. This will also be allowable if approved by MARAD for a limited time period not to exceed 30 minutes.
There must be no deviation from the issues described in the answer to question one. Absolutely no fumes or dust can be created. Vendors are advised they should not rely on waivers to work on ship models in DOT headquarters. If any waivers are granted they are expected to be extremely limited.
