Questions/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Does the geotextile need to be woven or nonwoven? There is a price difference between the two.

Response: The separation-stabilization geotextile under the proposed embankment can be woven or nonwoven provided that it meets the requirements listed in Table 714-1 of the FP-14 (standard spec book).

2. Subsection 108.01 of the Special Contract Requirements (SCR) lists a lot of "non-permitted” days. If the Contractor sends a request to the CO, 7 days in advance of work, to work on one or more of the “non-permitted” days, should the Contractor anticipate being able to work on the restricted days”?

Response: The Contractor will be permitted to work on restricted days only if the CO determines it is necessary or acceptable.

3. We are aware of another potential project that involves reconstruction and paving of the only access road into the project site. Should we anticipate downtime during the construction of this project because of the other project in the area?

Response: The other reconstruction and paving project in the area is the Quebec Road project. The Quebec Road project will not start until this TERI 11(1) project is completed and the project should not have an access issue.

4. Due to the close proximity of the Tensas River NWR main refuge headquarters building and the location of the project site, can the Government inspector utilize the refuge headquarters as its mobile office?

Response: As required in Subsection 637.02 of the SCR, the Contractor must provide and locate the Government field office within 15 miles of the project. The Refuge Headquarters does not have any available office space for the FHWA Project Engineer.

Amendment No. 0004

5. We note in the original specifications, plans, and in Amendment 0002 that aggregate surface course material is required for the embankment construction. The 20420 embankment construction pay item is measured by the CY. However, the 30110 aggregate surface course pay item is measured by the Ton. This will create difficulty in keeping track of the same material being delivered but measured two different ways. Since only aggregate surface course material is allowed for the embankment construction, we request that the bid item for the embankment construction be changed to Ton instead of CY. Or, that the embankment construction pay item is removed and the quantity for embankment construction is placed and measured under the 30110 aggregate surface course pay item.

Response: The measurement and payment units for the two pay items will not be changed and the aggregate surface course used for embankment construction will be measured by the CUYD as shown in the plans.
