Questions/Clarifications
Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Is it your intention to use aggregate surface course material for embankment construction?
Response: As shown on plan sheet B01, and as required in Subsection 204.10 of the Special Contract Requirements (SCR) (page J-9 of the Solicitation Booklet), aggregate surface course material is required for the embankment construction.
2. Is the contractor required to have a full time Quality Control Manager (QCM) with no other responsibilities, or can the Superintendent or Surveyor assume the QCM’s responsibilities, if they are qualified?
Response: As specified in Subsection 153.02 of the FP (standard specifications book), the Quality Control Manager (QCM) must be a full-time QCM and have no other responsibilities other than managing quality control. Therefore, the superintendent or the surveyor cannot perform the QCM duties.
3. The specifications require high-density polyethylene (HDPE) pipe culverts, but there are several 18” equivalent pipe-arches that can’t be furnished in HDPE. Also, there are a couple of flashboard risers that are detailed as corrugated metal pipe, but have no gauge or material requirements.
Response: Subsection 602.03 and Section 647 of the SCR have been revised to address both situations. Subsection 602.03 now requires the use HDPE pipe (smooth inside walls) for all new pipe culverts, except for the arch or elliptical pipe culverts and the water control structure pipe culverts. The subsection also specifies the type of pipe and the required gauge for pipe culverts. Section 647 was updated to revise the material requirements for the risers and pipe culvert stubs for the water control structures.
SCR changes
Special Contract Requirements (J Pages) changes
1. Delete Subsection 602.03 of the Special Contract Requirements (SCR), page J-9, and substitute the following:
602.03. Add the following:
Use high-density polyethylene (HDPE) pipe (smooth inside walls) for all new pipe culverts, except for arch or elliptical pipe culverts and the water control structure pipe culverts.
Use 16 gauge minimum polymer-coated galvanized corrugated steel pipe culverts for arch and elliptical pipe culverts.
Use 16 gauge minimum polymer-coated galvanized corrugated steel pipe for the water control structure stubs and culverts attached to the water control structure.
2. Add the following to Section 602 of the SCR, page J-9:
602.09. Add the following:
Measure pipe culvert stubs for water control structures under Section 647.
3. Delete Subsection 647.02 of the SCR, page J-17, and substitute the following:
647.02 Conform to the following Subsections:
Gaskets for metal pipe 707.17 Metallic-coated corrugated steel pipe 707.02 Polymer-coated steel pipe 707.08
4. Delete the fourth paragraph of Subsection 647.03 of the SCR, page J-17, and substitute the following:
Use 16 gauge minimum polymer-coated galvanized corrugated steel pipe culverts for the water control structure pipe culvert stubs. Install pipe culvert stubs according to Section 602.
Use 10 gauge minimum polymer-coated galvanized corrugated steel risers for the water control structures.
