Questions-Clarifications Page 1 of 2
Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Were soil boring tests performed at the locations where the cofferdam(s) are to be installed?
Response: Soil borings were not performed.
2. Based on past experience and given the information on the volume and flow of water of the Delaware River (see plan sheet R02, Note 2), it is reasonable to predict and highly probable that dewatering the cofferdam area according to the restrictions outlined on Note 9 of plan sheet R02 and Section 208 of the FP, specifically dewatering through a filter bag, will prove insufficient to accommodate the necessary pumping volume requirements to perform the work, given the physical limitations of how much flow filter bags can handle without bursting. Will dewatering be permitted without the use of filter bags? Section 208.07 of the FP indicates to remove water as necessary to perform the work. Will the contractor be in violation of any Federal, state, and local regulations by not dewatering using filter bags, but rather pumping water directly back into the river?
Response: Alternate filtering systems that comply with project permits may be proposed after project award for evaluation by the CO. See the SCR and Plan Sheet changes documents included in this Amendment for additional information. Sediment-laden or contaminated water cannot be discharged directly back into the river. The amount of dewatering will be determined to be as needed to safely perform the work, in coordination with the CO; the work area may not need to be completely dry to perform the work.
Questions-Clarifications Page 2 of 2
3. If the use of filter bags is required, will the contractor be permitted to construct floating docks staged on the river to support the filter bags or will it be necessary to run discharge hoses across the river to the river bank to locate the filter bags as indicated on plan sheet S04?
If required to place the filter bag(s) on a grassy area at the river bank, will discharge hoses be permitted to lie across the river to reach the shore from the point of the dewatering operation? If acceptable, how will this impact the Boater Safety Plan and public notification requirements?
Would it be necessary to close the river if discharge hose runs across the river to prevent damage to motorized boats or are motorized boats not permitted in this area of the Delaware River?
Response: Alternate filtering systems that comply with project permits may be proposed after project award for evaluation by the CO. See the SCR and Plan Sheet changes documents included in this Amendment for additional information. The Contractor is not permitted to completely close the river. At a minimum, one bay is required to remain open at all times. The Contractor is required to coordinate the Boating Safety Plan with the CO after project award.
4. If discharge hoses are not permitted to be laid across the river bed, will discharge hoses be required to be suspended a minimum of 10 feet as indicated for overhanging cables per Appendix 1 – Guide To Preparing, page 5, paragraph 3?
Response: Yes, all requirements of the Boating Safety Plan will be enforced.
5. Will an excavator or similar heavy equipment be permitted to work directly in the river? Or to enter the river for any length of time?
Response: No, an excavator or similar heavy equipment will not be permitted to work directly in the river or enter it.
