Questions-Clarifications Page 1 of 1
Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. We need clarification concerning the quantities that are stated in the drawings. Sheet D04 shows 4,014 square feet of asphalt pavement reconstruction with 7-inch thickness. Using a base line density of 145 pounds per cubic foot, this work would require 169.8 tons. The Bid Schedule for Government Option 1 (B-2) has a quantity of 21 tons for Asphalt Concrete Pavement Type-1.
Are we supposed to provide the Government with costs for quantities as stated in the Bid Schedules?
Response: Please note that quantities shown on the Plans and Bid Schedule(s) (the B Pages section of the Solicitation Booklet) are estimated and all items are bid and paid for on a unit price basis. Bidders are instructed to complete their bids with the bid quantities as shown in the Bid Schedule(s). The Contractor will be paid for the amount of work ordered by the CO, completed and accepted according to the specifications. If there is an error in the estimated (Bid Schedule) quantity, the overrun/underrun will be accounted for during construction. Please also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for it. See the last paragraph of Subsection 109.05 of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP).
Regarding the Asphalt Concrete Pavement Type 1 quantity, the asphalt reconstruction area shown on sheet D04 is part of pavement rehabilitation work which is under Schedule C. The 21 tons included in Schedule B is to be used for backfill work related to drainage improvements.
2. Section 637 “Facilities and Services” details requirements for residential housing. However, this bid item is missing from the bid schedules; only the field office bid item was included. Is residential housing part of the contract? If residential housing is a bid item, where do we show its cost on the bid schedules?
Response: Providing residential housing is not a requirement of the contract. Subsection
637.03 of the Special Contract Requirements (J Pages) replaces Tables 637-1 and 637-2 of the FP with tables that only provide field office requirements. It is the Contractor’s decision which type of facility will be provided for the field office whether it is an office in a building, trailer, or other facility as long as it meets the requirements in the FP and the Special Contract Requirements.
