Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. We are looking for the indexed commodity prices (Liquid asphalt cement, tack, etc.). Is this information in the plans or specs?

Response: We are assuming the bidder is asking about an asphalt content escalation clause. A price escalation clause is not included in the Special Contract Requirements and therefore a material/fuel index is not required by the Government. Bidders can determine their own Base Price Index (BPI) for estimating purposes by contacting the appropriate service. It is our understanding that temporary (free) subscriptions can be obtained from Poten and Partners, Inc. (PPI) (and maybe other companies) for asphalt cement BPI’s.

For Amendment 1, Question/Clarification #1, the Government clarification has been revised as follows:

1. The typical section for “Spot Reconstruction Areas” (Pavement Patch) (Plan Sheet B05) for MP 85 (4+90 to 5+90) shows excavation, pavement removal, aggregate base (MDOT), prime coat, and asphalt. There are no pay items for the excavation, pavement removal, aggregate base (MDOT), or prime coat. Should the contractor assume that this spot reconstruction area is an absorbed cost or will an addendum be issued?

The MP 85 (4+90 to 5+90) reconstruction area is a full width repair. What is the proposed method of handling the traffic? It would be impossible to maintain even one lane while the work is being done.

Response: The reconstruction typical section at this location will be removed by amendment and replaced with a mill and overlay typical section.
