Natchez Trace Parkway Pavement Rehabilitation (MP 76.27 to MP 86.08)

The purpose of this Amendment is to:

1) Revise the Plans to modify the requirements for the traffic counter cabinet solar panel.

2) Provide a summary of responses to questions/clarifications asked by potential bidders.

The Bid Opening date has been extended to Tuesday, April 12, 2016, at 2:00 p.m.

Plans changes

Delete Plan Sheet S23, and substitute the amended Plan Sheet S23.

Plan Sheet S23 Detail E636-06A (Inductive Loop Cabinet and 10’-0” Pole) revised to modify detail to show a new solar panel is required.

Questions / Clarifications

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. The typical section for “Spot Reconstruction Areas” (Pavement Patch) (Plan Sheet B05) for MP 85 4+90 to 5+90 shows excavation, pavement removal, aggregate base (MDOT), prime coat, and asphalt. There are no pay items for the excavation, pavement removal, aggregate base (MDOT), or prime coat. Should the contractor assume that this spot reconstruction area is an absorbed cost or will an addendum be issued?

The BMP 85(5+00) reconstruction area is a full width repair. What is the proposed method of handling the traffic? It would be impossible to maintain even one lane while the work is being done.

Response: The 100-foot spot reconstruction area at MP 85 (4+90 to 5+90) is paid under pay item 41801-1000 Asphalt Concrete Pavement Patch, Type 1 (Parkway Reconstruction Area) (Schedule B, line item B0300). This pay item includes all the work necessary to reconstruct the area, as shown in the typical section and as explained in Section 418, Subsection 418.09, and Subsection 109.05 of the FP (standard specifications book).

The Contractor should perform the reconstruction work one lane at a time as specified in Subsection 156.04 of the Special Contract Requirements (SCRs). Alternate traffic control plans that comply with the Plans and specifications can be submitted for approval after contract award.

2. On page J-8 of the Special Contract Requirements, Subsection 156.07(i) states that lane closures will be limited to 2,500 feet at a time unless directed by the CO. Is it the intent to limit the construction activities to 2,500 feet per day?

Response: The intent is to ensure that the Contractor can complete their operations in one day because, nighttime operations are not allowed as stated in Subsection 156.08 of the SCRs. If the Contractor can demonstrate an ability to complete more than 2500 feet, the Government will consider extending this length but there is no guarantee of any increase.

Because night work is not allowed, the lane closure needs to be removed and all lanes open to traffic prior to leaving the site at the end of the day.

3. Will the contractor be required to complete a control strip for the asphalt pavement on Schedule A (Base contract) and Schedule B (Government Option #1)? Or will one control strip be sufficient for both Schedules of work?

Response: If the Contractor’s control strip is approved for Schedule A, the Contractor would not be required to do a second control strip as long as both Schedules use the same asphalt job mix formula from the same plant.

4. What is the power consumption of the components in the cabinet; we need to know what size and how many batteries to supply.

Response: The details of the cabinet and battery requirements are shown on Plan Sheet S24 (Detail E636-08) and in Subsection 636.07 of the SCRs. The anticipated power consumption for the components to be powered by the solar/battery system is shown in the following table:

The modem will be either a dial-up modem using a land line or a cellular modem. Sizing of the solar panel and battery is to be based on the cell modem since its power consumption is greater.

5. Can we use ¾-inch RGS for each loop lead in, for a total of 4 conduits?

Response: We interpret this question as asking if a ¾-inch RGS conduit could be used from each loop to where the 4 lead-in cables merge together at the start of the 2-inch RGS that then goes to the pull box. From Plan Sheet S20 (Detail E636-03), Section B-B shows these lead-in cables not requiring any RGS but are laid at the bottom of a ½-inch wide, 2-inch (min) deep saw cut in the pavement. There does not appear to be a need to create a wider sawcut to encase the led-in wires in a ¾-inch RGS conduit.

6. Will the existing solar panel be reused or are we to provide a new one. The plans show conflicting information.

Response: The Contractor is to provide a new solar panel of capabilities as described in Subsection 636.07 of the SCRs. Plan Sheet S23 has been corrected to revise the requirements.

7. Will new cabinet equipment be provided as stated in the specs or are we to use existing equipment as stated in plans?

Response: The Government will provide the traffic counter and modem. The Contractor is responsible for installing all other required electronics within the Contractor supplied NEMA 3S-rated cabinet. Any electronic parts that can be salvaged from the existing cabinet that are in working order (bussbar, 9-pin connectors, terminals, etc.) except for the fan and battery, may be reused with CO approval.

8. What type of wire is to be used for the loop lead in from the cabinet to the pull box?

Response: Plan Sheet S24 (Detail E636-08) shows #14 AWG home-run cable as the type of wire to be used from the pull box to the cabinet.

9. Is the contractor responsible for removing existing conduit and wire or will it be abandoned in place?

Response: The Contractor is responsible for removing and disposing of the existing conduit and wire as stated in Subsection 636.05 of the SCRs.

10. For pay item 60515-0000 Underdrain Cleanout Installation of Bridge Weephole Filters, is there a list of approved filters? We have not found a vendor for this item.

Response: There is no list of approved filters or suppliers.
