SUBJECT: Project LIS 10(1) – Geotechnical Recommendations for Culvert Replacements

TO MESSAGE/COMMENT FROM/DATE

K. McCool, Project Manager

Through:

A. Teikari Supervisor Highway Engineer

This memorandum summarizes the results of our subsurface exploration, design analyses, and presents our recommendations for proposed culvert replacements within Lake Isom National Wildlife Refuge (LINWR) in Lake County, Tennessee. The recommendations included in this memo are based on the findings of geotechnical field exploration and analysis, and EFLHD Preliminary Hydraulics Memo dated June 18, 2013.

GENERAL PROJECT INFORMATION

Project Description LINWR was established as a sanctuary for wintering waterfowl in 1938 and is the oldest Refuge in Tennessee, encompassing nearly 1850 acres. Lake Isom and nearby Reelfoot Lake were both formed due to land subsidence resulting from the 1811-1812 New Madrid Earthquakes.1 A Project Location Map is included as Attachment 1.

Boundary Line Road, within LINWR, is a one-lane, two-way aggregate surface road and is subject to overtopping due to undersized and damaged culverts, minimal culvert cover, and inadequate roadside ditches. This project will widen the roadway to 12 feet, including partial roadway realignment. Three culverts will each be replaced with a Reinforced Concrete Box (RCB) culvert having the following dimensions each:

Table 1. Dimensions of Proposed Reinforced Box Culverts Station Length (ft) Span (ft) Rise (ft)

GEOLOGIC SETTING

Regional Geology USGS Open File Report No. 2005-13242 shows the project site to be located within Quaternary alluvial deposits consisting of sand, silt, clay, and gravel, with depths extending from 20 to 100 feet. A Site Geologic Map is included as Attachment 2.

Soil Survey According to the United States Department of Agriculture Web Soil Survey2 for Lake County, Tennessee (2012), the culverts are located within the Commerce Silt

Loam, Worthern Silt Loam, and Sharkey clay soil units. These soils are derived from loamy, silty, and clayey alluvium, respectively. A Soil Survey Map is included as Attachment 3.

PROCEDURES AND RESULTS

General EFLHD’s Subsurface Exploration Team drilled four (4) soil borings (B-1, B-2, B-2A, and B-3) at the site. Borings were drilled using a CME 750 All-Terrain Vehicle (ATV)-mounted rotary drill rig and were terminated at depths of 5 feet (B-2) to 30 feet (B-1) below existing site grades.

Three borings were performed near the proposed RCBs listed in Table 1 along the centerline of the existing roadway. Field measurements were taken from borings to the existing culverts and to available survey control points to locate the borings. Boring elevations were determined from surface contours provided by EFLHD Survey. Attachment No. 4 – Boring Location Map provides the boring locations and a generalized subsurface profile. The boring logs include the station and offset of the boring location in reference to the proposed alignment. Boring Logs also include the sampling sequence and associated jar samples for each boring along with the description of each soil stratum. Soil descriptions presented in the boring logs are based on visual-manual classification procedure.

The results of field tests and measurements were recorded on the driller’s field logs and appropriate data sheets in the field. These data sheets and logs contain information concerning the boring methods, samples recovered, indications of the presence of various materials such as gravel and organic matter and observations of groundwater. Recorded field data represents both factual and interpretative information.

Sampling and Field Testing The borings were advanced using 3-¾ -inch (inside diameter) hollow-stem augers. Standard Penetration Tests (SPT) were performed using a 2-¼ -inch (outside diameter) split-spoon sampler in accordance with appropriate AASHTO guidelines. SPT soil samples were recovered by driving the split-spoon sampler 24 inches, or until refusal, into the undisturbed soil under the action of a 140-pound automatic hammer free-falling 30 inches. The number of hammer blows required to advance the split-spoon sampler through the middle 12 inches of the 24-inch sample interval is designated as the “Standard Penetration Resistance” or N-value. Split-spoon refusal is defined as 50 blows per 1-inch of penetration of the split-spoon sampler. The N-values and the number of blows required to advance the sampler through each 6-inch interval was recorded on field boring logs. N-values reported in the logs presented in Attachment No. 5 represent the field-measured values. In addition to SPT values, pocket penetrometer tests were performed. Pocket penetrometer test values provide an estimate of unconfined compressive strength of cohesive soil in tons per square foot (tsf), and the results are included in the boring logs.

Recovered soils were placed into glass sample jars, labeled, and transported to EFLHD Material Testing Laboratory in Sevierville, Tennessee.

Data Summary Boring logs are provided in Attachment No. 5 and represent a compilation of field data and description of the soil samples by a geotechnical engineer. These records may not include all data recorded on the driller’s logs and field data sheets, but include all information considered relevant to the design.

Photographs of the subsurface exploration are provided in Attachment No. 6.

Groundwater depth readings were made at the times and under the conditions stated on the boring logs. Fluctuations in groundwater elevations due to seasonal variations, rainfall, temperature, and other factors not evident at the time measurements were made should be expected.

Subsurface Conditions The subsurface conditions encountered during our drilling operations are shown in the boring logs. The stratification lines designating the interfaces between soil types on the logs represent approximate boundaries. The transition between materials may be gradual. It should be noted that one or more of the layers may be absent at specific locations.

Soils encountered in the borings can be generalized into three strata – an imported fill material underlain by a silty clay stratum, which is subsequently underlain by a sand stratum. The generalized subsurface conditions encountered at the site are described below with stratums in order from top to bottom. Refer to the borings logs for more detailed descriptions.

FILL – This stratum generally extends from the ground surface to approximately 5 to 8 feet below existing site grade, and consists of silty sand. SPT N-values range from 5 to 12 blows per foot (bpf).

SILTY CLAY – This stratum generally underlies the fill stratum and was encountered 5 to 25 feet below exiting site grades. This stratum consists of silty clay with some sand and has SPT N-values ranging from weight of hammer to 4 bpf.

SAND – This stratum generally underlies the silty clay stratum and was encountered 18 to 32 feet below exiting site grade. This stratum consists of sandy clay and fine to medium sand with SPT N-values ranging from 1 to 3 bpf.

Soil encountered in the borings include very soft and highly plastic clay, with SPT N-values as low as zero, which indicates that the soil being tested was unable to support the weight of the drilling rod or hammer, and the SPT sampler advanced without driving. These soils, combined with groundwater elevations very near the proposed elevations of RCB inverts, are expected to create difficult construction conditions. Soil and groundwater conditions encountered during construction will result in very low soil bearing capacity.

Therefore, the proposed RCBs, concrete formwork, and associated construction activities should be designed to prevent adverse effects of settlement and low strength of the silty clay layer.

RECOMMENDATIONS

Culverts Due to very soft and wet soils present at the proposed RCB locations, over-excavation and replacement with a perforated cellular confinement system (CCS) is recommended to stabilize bearing soils and provide a stable platform for construction of proposed RCBs. The CCS should backfilled with AASHTO No. 57 stone and compacted. Three layers of 8-inch CCS cells are recommended to provide a total CCS depth of 24 inches. A single layer of Type III-A stabilization geotextile should be placed below the first course of CSS following excavation. Extend limits of CCS beyond the footprint of each RCB and wingwall footing to be installed a minimum of 2 feet from each face.

The following Special Contract Requirements (SCR) are recommended for the

CCS:

Delete Subsection 629.06 of the SCRs and substitute the following:

Cellular Confinement Systems. Install expandable perforated cellular confinement system having a nominal depth of 8 inches. Install the cellular confinement system according to the manufacturer’s recommendations. Place the bottom layer of cellular confinement system at the elevations and to the extents shown on the plans. Place the cellular confinement system units in a staggered configuration. Place and compact backfill material in lifts not to exceed 8 inches in accordance with Section

208. Fill the cellular confinement system cells with number 57 granular backfill according to Subsection 703.03. The manufacturer is responsible for establishing and maintaining a quality control program to ensure compliance with the requirements of this specification. Keep the cellular confinement systems free of debris. Remove and replace damaged sections.

Add the following to Subsection 629.08 of the SCRs:

Measure cellular confinement system by the square yard of each cellular confinement layer installed along the widths and depths established in the plan and detail sheets. Dewatering may be required in order to properly excavate and construct the CCS and bedding material.
