U.S. DEPARTMENT OF TRANSPORTATION

FEDERAL HIGHWAY ADMINISTRATION

EASTERN FEDERAL LANDS HIGHWAY DIVISION

Project PRA-GRSM 1B21

Great Smoky Mountains National Park Deep Creek Slide Repair

Solicitation: DTFH71-14-R-00002

The purpose of this Amendment is to:

1) Revise the Plans to update the requirements for the Ground Anchors.

2) Proved a summary of responses to questions/clarifications asked by potential bidders.

3) Provide additional Government Furnished Information:

a) Four boring logs with a detailed description of the subsurface conditions, including fill material encountered during drilling operations

b) Seismic Refraction Lines

c) Boring and Seismic Lines Location Map

d) Selected photographs of rock core samples

4) Reschedule the Cost Proposal Package due date to November 21, 2013 at 2:00 pm EST.

All cost proposal documents containing prices or pricing related information, including but not limited to the SF1442 and Small Business Subcontracting Plan, must be submitted in a sealed envelope separate from the technical proposal documents.

The RFP Technical Proposal Package due date of November 14, 2013 at 2:00 pm EST will remain the same.

Plan Sheet changes

Delete Plan Sheet R09 and substitute the amended Plan Sheet R09.

a) Sheet R09 updated to revise the number of Ground Anchor strands and table values.

Questions/Clarifications

Questions / Clarifications

The following questions and issues were submitted to EFLHD. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Table 1 on Sheet R09 has an anchor design capacity of 175 kips and lists a number of strands per anchor as 3. 3 strands are insufficient to support the load of 175 kips. Can you clarify this?

Response: A fourth strand has been added. Please refer to the revised Plan sheet R09 provided in Amendment 001.

2. The design requires the precast panels to be installed as the excavation progresses and the tieback anchors to be installed and stressed as well. Have considerations been given to the likelihood the panels will crack upon stressing the ground anchors?

Response: The ground anchors are connected to the walers, not the panels. The walers are connected to the piles, so the piles support the panels, not the walers. Therefore, when the ground anchors are stressed, the load is transferred first to the walers, then to the piles; not through the panels. If the system is installed as designed, there will not be an issue with panel cracking.

3. Is there any additional geotechnical information available beyond the 4ea boring logs on Sheet R10. There is prior history of the embankments containing shot rock and boulders as part of the fill. Further description of the fill material in this area would be helpful.

Response: Additional geotechnical information has been provided in Amendment 001.

4. We have been reviewing the details and design of the soldier pile wall, specifically the precast lagging panels. The design and location of the tieback anchors and waler require the precast panels to be installed as the excavation progresses downward. Each panel will have to be welded off to the piles before another lift of excavation and panel can be installed beneath

it. However, the dimensions of the pile webs and precast panels, along with the tight tolerances required by the design, appear to prevent us from installing panels in this fashion. Can you advise?

Response: The current plans and specifications for the retaining wall will not be changed. Any proposed changes will not be considered during advertisement - any change of this order would occur after contract award. If an alternative system is proposed by the Contractor, shop drawings are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the details in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the details in the plans would have to be evaluated and approved by the CO (and the owner) during construction.

5. Can the parking lot at the site be used for a staging area?

Response: Yes, please refer to Plan sheet D01, Note 6, which identifies the parking area within the project limits as an approved staging area.

6. Can the parking lot at MP 17 be used as a staging area?

Response: No, the parking area within the project limits should be sufficient for staging.

7. Can we core drill panels instead of using blockouts for the anchors?

Response: The current plans and specifications for the retaining wall will not be changed. Any proposed changes will not be considered during advertisement - any change of this order would occur after contract award. If an alternative system is proposed by the Contractor, shop drawings are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the details in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the details in the plans would have to be evaluated and approved by the CO (and the owner) during construction.

8. Would a C.I.P. wall be allowed?

Response: The current plans and specifications for the retaining wall will not be changed. Any proposed changes will not be considered during advertisement - any change of this order would occur after contract award. If an alternative system is proposed by the Contractor, shop drawings are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the details in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the details in the plans would have to be evaluated and approved by the CO (and the owner) during construction.

9. Is there a place in the park to stock pile the excavation materials that will be placed back in the backfill and the access road and in front of the wall? If so, what is the distance?

Response: Stockpiling of excavated materials should occur in the project staging area. Please refer to the Plans, Sheet D01, which identifies the location.

10. Sheet R09 details that the anchors are 175 kip design capacity anchors. Manufacturer data details that a 3 strand anchor has an Ultimate capacity of 176 kips, and a max design capacity of 106 kips. I suspect that it will require a 5-strand anchor to get to the 175 kip design load. Can this be verified?

Response: A fourth strand has been added. The load has been changed to 120 kips so that it meets both the design load and the proof test. Please refer to the revised Plan sheet R09 provided in Amendment 001.

11. Is it your intent to field weld galvanized whalers to galvanized H-pile?

Response: Yes, the intent is for the galvanized walers to be field welded to the galvanized H piles.

12. Regarding the project at the Deep Creek Overlook, I have searched the proposal several times for mention of any language referencing the liquidated damages. Since I cannot find any, does it then fall back to FP-03, section 108.04, table 108-1, which indicates liquidated damages based on volume of project?

Response: Liquidated damages will be assessed if the project has not reached substantial completion, as defined in Subsection 101.04 of the FP-03, by May 14, 2014. Liquidated damages are based on the original contract price, administered according to Subsection

108.04 of the FP, and cannot be determined until contract award. Please refer to Subsection 108.04 for further information.

13. #904 Ashlar; Attached is photo of #904 from your Rt. 20 project. Does this profile work for Smokey Mtn. project?

Response: The Government will not review construction materials during the advertisement of the project. Materials may be submitted to the CO for review and approval during construction.

14. Specs; pg. 507 sec. 613.04: references NO Pattern Repeat in 20’ intervals. Do the 6 pieces have to be unique stone lay outs or maybe 3 patterns and you rotate them or can they all be the same?

Response: Form liners are intended to mimic a natural stone layout. Patterns should look natural. Refer to SCR Subsection 613.04 which states “Do not repeat the form liner pattern between expansion joints or within 20-foot intervals, whichever is greater”.

15. Vertical Sides: Does texture go to end of panels or are there smooth side bands for sliding in posts?

Response: The texture extends to the end of the panels.

16. The bottom panels look like they’re skewed, are we just putting together pricing on 6’-5” wide x 3’-0” high rectangles?

Response: The panels can be rectangular at the bottom. Please refer to Plan sheets R07 and R08 for details.

17. Any photos of existing wall?

Response: No pictures are available at this time.
