Questions/Clarifications
Questions / Clarifications
The following questions and issues were submitted to EFLHD. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Looking at the plans we see that the bridge has already been designed as a fabricated plate girder. Is there a particular reason that a rolled beam section was not used? If not would a rolled beam with the same or better properties be allowed?
Response: Due to the limited depth in the overall superstructure, plate girders were used to meet the depth requirement and to maintain abutment and roadway elevations. The rolled steel beam may be structurally adequate for flexure, shear, and deflection but it will not fit due to the limited depth.
2. Can the bridge fabricator elect to fabricate the plate girders in full length and eliminate the field splice?
Response: Due to site access constraints, it is not anticipated that the plate girders will be able to be delivered to the site in full length. If the selected contractor determines that delivery to the site in full length is feasible, a change to eliminate the field splice may be proposed after project award.
3. Refer to Bridge Standards – Section 563 – Painting – Page 442 – Table 563-1 – is this a “No Salt” bridge and thus Coat Line item 4 or 5?
Response: This is a salted bridge and System 4 and 5 cannot be used.
4. The subject project’s bid specifications require construction of a nail-laminated timber deck. I am writing today to request that you allow that bids for glulaminated timber decking also be considered.
Response: The current plans and specifications for the bridge will not be changed. Any proposed changes will not be considered during advertisement - any change of this order would occur after contract award. If an alternative system is proposed by the Contractor, shop drawings are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the details in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the details in the plans would have to be evaluated and approved by the CO (and the owner) during construction.
5. Drawing BRP-1206 calls out girder web plates 16” x 7/16”. Can ½” plate be substituted due to scarcity of 7/16” plate?
Response: The current plans and specifications for the bridge will not be changed. Any proposed changes will not be considered during advertisement - any change of this order would occur after contract award. If an alternative system is proposed by the Contractor, shop drawings are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the details in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the details in the plans would have to be evaluated and approved by the CO (and the owner) during construction.
6. DOES THE EXISTING STRUCTURAL STEEL CONTAIN ANY LEAD PAINT? IS THE
EXISTING WOOD DECK TREATED WITH ANY HAZARDOUS MATERIAL?
Response: We do not believe there is any lead paint in the existing steel structure. It is also believed that there is not any hazardous material in the deck.
7. IF SO WHAT PROCEDURE IS NEEDED TO CLEAN THE STEEL AND WHERE IS THE
MATERIAL TO BE DISPOSED?
Response: Based on the response to question #6, we believe it is not necessary.
8. CAN WE CHANGE THE NAILED LAMENATED DECK TO A GLUE LAMINATED
DECK WITH A DIFFERENT TREATMENT THAN .6 CCA. A PENTA TREATMENT
WOULD LAST A LOT LONGER THA CCA?
Response: The current plans and specifications for the bridge will not be changed. Any proposed changes will not be considered during advertisement - any change of this order would occur after contract award. If an alternative system is proposed by the Contractor, shop drawings are to be submitted according to Subsection 104.03 Specifications and Drawings. If shop drawings are significantly different than the details in the plans, it would most likely need to be submitted under Subsection 103.03 Value Engineering. Any change to the details in the plans would have to be evaluated and approved by the CO (and the owner) during construction.
9. WILL WE HAVE ACCESS TO BOTH ABUTMENTS FOR MATERIAL DELIVERY?
Response: Yes, there will be access from both abutments until the bridge is removed.
10. WHAT IS YOUR TURN AROUND TIME ON SHOP DRAWING APPROVAL? THIS IS
CRITICAL TO MEET YOUR COMPLETION TIME
Response: Contractor submittals and Government review times are explained in Subsection 104.03 of the FP and SCRs. Any reduction in Government review time will need to be discussed with the CO after contract award.
11. CAN WE VISIT THE SITE ON OUR OWN OR DO WE HAVE TO HAVE AN
ARRANGED VISIT? SO FAR WE HAVE NOT HEARD BACK FROM ANYONE FROM
THE SITE OFFICE ABOUT OUR REQUEST TO VISIT THE SITE.
Response: Yes, the site can be visited but the NPS should be notified first.
12. I ASSUME THE BIDS ARE TO BE DELIVERED TO 21400 RIDGETOP CIRCLE,
STERLING VA. 20166. IS THIS CORRECT?
Response: Yes, this is the correct address. Please see the front portion of the solicitation booklet for all bid submittal requirements.
13. The bid schedule item A0501 has a quantity of 102,700 lbs. This price is to include labor and equipment to erect the structural steel. Our take-off quantity is much lower than the bid schedule.
Will this item be paid for the quantity of structural steel and bolts supplied to the job or as lump sum structural steel price?
Response: The quantity for pay item 55502-0000 STRUCTURAL STEEL, FURNISHED, FABRICATED, AND ERECTED will be corrected by Amendment No. 001. The item will be paid for on a unit price basis, not by the lump sum, and in this case by the pound (LB) as defined in Subsection 109.02(k) of the FP. As indicated in Section 555 of the FP and SCRs, this includes labor and equipment; see Subsection 109.05 of the FP.
Please note that quantities shown on the Plans and Bid Schedule are estimated and all items are bid and paid for on a unit price basis. The Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. If there is an error in the estimated (Bid Schedule) quantity, the overrun/underrun will be accounted for during construction. Please also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for
it. See the last paragraph of Subsection 109.05 of the FP.
