SCR’s Changes Page 1 of 3

Special Contract Requirement changes

1. Add the following after Section 203 of the Special Contract Requirements, page J-14:

Section 251. — RIPRAP

251.07. Delete the second sentence and substitute the following:

Rock for riprap will be evaluated under Subsections 106.02 and 106.04.

Verify that rock for riprap delivered to the placement site meets the applicable class size specified in Table 705-1 through sampling as specified in Table 251-1 and testing the size characteristic as follows:

The intermediate dimension of the largest accessible rock will be measured and must be greater than the upper limit of the D85 size range for the intermediate dimension specified in Table 705-1 for the applicable riprap class. The intermediate dimension is defined as the shortest, straight-line distance from one side of the rock to the other on the maximum projection plane (plane of rock with the largest projected surface area).

Verify that production rock for riprap meets the applicable class gradation specified in Table 705-1 through sampling and testing the gradation characteristic as specified in Table 251-1.

Provide the CO a minimum 7-day advance notice of the sampling and testing schedule and location.

2. Add the following after Section 703 of the Special Contract Requirements, page J-29:

Section 705. — ROCK

705.02. Delete the Subsection and substitute the following:

705.02 Riprap Rock. Furnish hard, durable, angular rock that is resistant to weathering and water action and free of organic or other unsuitable material. Angular rock is characterized by sharp, clean edges at the intersections of relatively flat surfaces. Furnish rock with width and thickness of individual rock at least one-third its length (dimension of longest axis). Do not use shale, rock with shale seams, or other fissile or fissured rock that may break into smaller pieces in the process of handling and placing. Conform to the following:

(a) Apparent Specific Gravity, AASHTO T 85 2.40 min.

(b) Absorption, AASHTO T 85 4.0% max.

(c) Sodium Sulfate Soundness Loss (5 cycles), AASHTO T 104 12% max.

(d) Los Angeles Abrasion, AASHTO T 96 50% max.

(e) Riprap Class Table 705-1

Questions/Clarifications Page 1 of 1

Questions/Clarifications

The following questions and issues were submitted via email to eflhd.contracts@dot.gov. The Government response or clarification is provided. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Are there any restrictions on dumping/Spreading/Compacting the specified embankment material (Section 204) into the Bay/Pond?

Response: Yes. Please refer to Subsection 107.10 of FP for environmental protection requirements.

2. Is it necessary as stated in section 208 of the specifications to backfill/embankment construction of the breached area at West Pond by way of first building a cofferdam? There is no mention of cofferdams in the bid documents except in the standard highway specifications section 208. Please advise.

Response: The plans and specifications do not include a reference to Section 208 and no section 208 items are included in the bid documents for West Pond Trail. The major breach (Breach # 1) will not be repaired as part of this work, only cordoned off as shown on the plans. Breach # 2, a significantly smaller breach, will be repaired as part of the work and an approved soil erosion control method will be used there in accordance with Section 157 and all other sections of the Specifications. Only Floyd Bennett Field by Hangar B explicitly includes such a soil erosion control method or other approved method and there Section 208 applies. Exact survey was not obtained, so variations will exist. All potential bidders may visit the site to verify the work requirements and field conditions (see page E-1 of the solicitation for instructions). Quantities shown on the Plans are estimated and all sites are bid and paid for on a lump sum basis. Please refer to last paragraph of Subsection

109.05 of the FP for more details.

3. There is no specification for the Class 9 Riprap shown on Detail Sheet 5 of 19 Frank Charles Park trail (Site 3). Please specify.

Response: The riprap requirements will be added with an amendment.
