DEPARTMENT OF TRANSPORTATION

FEDERAL HIGHWAY ADMINISTRATION

EASTERN FEDERAL LANDS HIGHWAY DIVISION

REQUEST FOR PROPOSAL (RFP) NUMBER DTFH71-12-R-00009 – Amendment 002

General

Seal bids will be accepted from all Service-disabled Veteran Owned Small Business in a 50 miles radius of Eastern Federal Lands Highway Division Office in Sterling, Virginia. The Government will award a contract resulting from this RFP to the responsible offeror whose offer conforms to the RFP which will be most advantageous to the Government. This RFP is for five clerical and one account clerk positions.

TECHNICAL EVALUATION CRITERIA (PASS/FAIL)

Proposal Evaluations

The Government will evaluate each offeror on the basis of its written proposal. In making the evaluation, the Government will consider an offeror’s ability to provide the services required by the Statement of Work. The evaluation will include an appraisal of the offeror’s knowledge of the statement of work’s relationship to office operations, management approach, including the offeror’s approach to quality control and quality assurance, staffing and other information considered necessary to present and understanding of and the offeror’s ability to accomplish these services.

• The technical proposal is limited to twenty five (25) pages, excluding resumes.

Technical and price proposals must be submitted as separate documents. The electronic versions of the documents must be in Microsoft Word format that can be read in Microsoft Office 2007 or a searchable Adobe PDF formal.

• There should be no references to price in the technical proposal. At the Government’s prerogative, award may be made without discussions. However, the Government may open discussions and final terms may be agreed upon during negotiations. All changes/revisions to the Contractor’s proposal must be submitted through the provision of a complete revised proposal to the Contracting Office as directed during discussions.

• The contractor’s proposal must clearly demonstrate the ability to perform the activities and tasks and meet all goals identified in the statement of work. Proposals will be evaluated for compliance with the statement of work.

NOTE: Competing technical proposals are evaluated against the RFP requirements; they are not compared with each other. Each of the technical factors described below will be rated on a pass/fail basis, and must receive a passing score for an offeror’s proposal to receive further consideration. If an offeror receives a fail rating on any technical factor, their cost proposal will not be evaluated and will be returned unopened. Failure to receive a passing score for any technical evaluation factor will result in rejection of an offeror’s proposal. Technical acceptability will be determined by evaluating each responsive proposal against the technical requirements specified in the RFP. After all of the technically acceptable proposals have been evaluated, the cost proposals will be opened and the award will be made to the firm with the lowest price.

Evaluation Factors: Listed in descending order of importance.

1. Technical Approach and Key Personnel: Under this evaluation factor, the government will consider whether the key personnel proposed by the offeror to perform the tasks possess sufficient experience and expertise to successfully perform the work. For each key personnel proposed, the offeror must submit a resume (no more than two pages) detailing the proficiency as required by the RFP. Include information on any subcontractors that will be used on the project. The proposal must address how training will be provided to the offeror’s employees to keep them current with changing technologies.

NOTE: Where there are DOT/FHWA proprietary systems, such as CASTLE that is used for Time and Attendance, or PRISM that is used for the creation of purchase requests (PRs), or Delphi that is the agency financial system (Accounting Clerk III only), the Eastern Federal Lands Highway Division will provide user training to the contractor’s staff for these systems.

The proposal must show experience with the items listed below:

• Ability to use computer software including Microsoft Office (including MS Word, Power Point, Excel and Outlook)

• Quality control of correspondence or other written materials

• Use of basic office equipment such as document scanners, create CD/DVD disks, copiers, facsimile machines and calculators.

• Timekeeping and Attendance in an electronic system

• Office Administration and Customer Service to include reception duties, telephone coverage, call routing, mail distribution, filing and correspondence preparation.

• For the Acquisitions Clerical Support ONLY – the proposal must show experience for the following:

o Ability to upload information to a web page (for solicitations) o Ability to handle sensitive and proprietary information related to contracting activities.

• For the Accounting Clerk III ONLY – the proposal must show experience for the following:

o Monitoring, tracking and reconciliation of funds o Preparation of financial reports such as profit/loss statements o Creating accounts and allocations in an electronic system o Asset management in a financial system, including cost depreciation.

• The proposal must include the following staff: Four (4) Contract Clerical Support, one (1) Acquisitions Clerical Support and one (1) Accounting Clerk level III per the statement of work.

2. Creation and maintenance of desk procedures Management and Staffing: The offeror will be rated on their Management Plan.

The proposal must include a plan on how coverage will be provided when the offeror’s employees are on extended leave (greater than two weeks.) The contractor must ensure that three of the four primary Contract Clerical Support personnel are on duty at all times to assure appropriate office coverage, unless there are extenuating circumstances.

Extenuating circumstances include inclement weather, potentially hazardous or unsafe working conditions, or special circumstances where the office is closed either by Executive Order and/or when administrative leave is granted to on-site Federal employees, on-site contractor personnel will also be dismissed. Whenever administrative leave is granted to contractor personnel, it shall be without loss to the contractor.

In the event of a government shutdown or furlough of federal employees that is required by law or necessary because of a lapse in an appropriations act, continuing resolution, or authorizing legislation, this contract will be suspended during that time. Payment will not be made to the contractor, and no adjustment shall be made to the contract for the day(s) that the Government is shutdown or for the time that Federal employees are furloughed.

If the offeror plans to use sub-contractors on the project, include the name of the subcontractor, information on their experience and the work they will be performing.

Resumes for all proposed employees must be provided. In addition, a Project Manager must be designated and a resume provided. The Project Manager will serve as the contractor’s site employees’ supervisor, managing contractor time and attendance, approving leave, assuring office coverage and supervising employees to include performance management. The Project Manager does not have to be an on-site employee. For the base (first) year, the Project Manager must meet at least quarterly with the Contracting Officer and Contracting Officers’ Representatives (COR) or as requested to ensure contracting activities are monitored appropriately and that issues, if any, are addressed timely. For option years, the meetings may be semi-annual or as requested.

3. Past Performance: Provide a list of at least three (3) contracts or subcontracts completed during the past three years for which you have performed similar work. Please include the following information:

• Name of contracting activity

• Contract number

• Telephone number of the government or commercial program manager

• Fax number of the government or commercial program manager

• Email address of the government or commercial program manager

The contact information must be current.

References will only be contacted for the vendor(s) that meet the technical requirements.

The Government will determine how many past performance checks will be made. It could be just for one offeror or multiple offerors. The references will be asked to complete a past performance survey by phone or email. Past performance is a measure of the degree to which an offeror, as an organization, has satisfied its customers and complied with federal, state, and local laws and regulations. The Government or their agent will inquire about the following elements, which are of equal importance in relation to each other:

1. The quality and timeliness of the offeror’s work;

2. The reasonableness of the offeror’s prices, costs and claims;

3. The reasonableness of the offeror’s business behavior including its willingness to cooperate and helpfulness in solving problems;

4. The offeror’s concern for the interest of customers;

5. The offeror’s viability; and,

6. The offeror’s integrity.

In the evaluation of past performance, the Government or its agent will contact former customers, government agencies and other private and public sources of information.

This may include a visit to the offeror’s office to verify the information in the proposal concerning past performance, procedures and other claims in its proposal. An offer with good past performance will enhance the evaluation value to the Government, which will be reflected in its relative standing among offerors. An offeror with no past performance history will receive a failing rating. Include past performance information on sub-contractors, if any, that you plan on using on this contract. If the sub-contractor will be doing a large portion of the work, they will be subject to the same past performance checks.

4. Offeror Capacity: State how soon after award your company will be able to start work on the project and the resources that would be dedicated to the project at that time. Work must begin within 15 days of the award, on or after October 1, 2012 but no sooner than October 1, 2012. The Government intends to award in sufficient time to assure a start date of October 1, 2012.

In addition, an analysis of the vendor’s cost proposal will be performed to ensure that the vendors’ prices are fair and reasonable.

Note: No overtime hours will be authorized on this contract unless a contract modification is issued.

By submitting a proposal, the offeror agrees to comply with all of the provisions of this proposal, except when the proposal clearly and expressly sets forth the offeror’s exceptions.
