EXECUTIVE SUMMARY
This Traffic Management Plan is prepared to outline the process of minimizing project related traffic impacts and delays associated with the construction of the proposed I-95 DAR Ramp from Fort Belvoir North Area (FBNA) to I-95 HOV lanes. The ramp is located between the Fairfax County Parkway/I-95 interchange and the Franconia-Springfield Parkway/I-95 Interchange in Fairfax County.
A Temporary Traffic Control Plan (TTCP) is included as an attachment to this report and describes the measures to be used for facilitating road users through the work zone. The TTCP is consistent with the Virginia Work Area Protection Manual (VWAPM), Virginia Department of Transportation (VDOT) guidelines and standards, and meets the provisions of Part 6 of the Manual on Uniform Traffic Control Devices (MUTCD).
The western portion of the ramp from Heller Road to Backlick Road will be constructed without impact to traffic operations on any of the roads in the vicinity. The remaining portion of the ramp from Backlick Road to the existing I-95 flyover ramp will be constructed by incorporating the following traffic control strategies.
Inside Shoulder Closure on I-95 Northbound lanes Outside Shoulder Closure on I-95 HOV Northbound lanes Inside Shoulder Closure on I-95 HOV Southbound lanes Roadwork outside the right shoulder on I-95 Southbound lanes Lane shift and reduced lane/ shoulder widths on I-95 HOV flyover ramp Closure outside the right shoulder on Backlick Road Northbound lanes Intermittent lane closure on I-95 NB, I-95 SB, I-95 HOV and Backlick Road to facilitate the lifting and placing of bridge beams, demolition and removal of bridge elements
Temporary concrete traffic barriers will be used adjacent to the existing inside/outside lanes to separate traffic from construction activities. Temporary signs, portable changeable message signs, channelizing devices and impact attenuators will be used as directed in the approved TTCP.
The public communication component of the TMP includes communication strategies that seek to inform affected road users, the general public, area residences and businesses, and appropriate public and transportation entities about the project, the expected work zone impacts and the changing conditions on the project. This project is anticipated to be constructed simultaneously with other significant projects proposed in the area. Therefore there is an absolute need to communicate the traffic control strategies adopted on this project with other stakeholders and agencies. This report provides various contacts and processes to be followed to successfully implement the TMP for this project.
1. INTRODUCTION
Work Zone Safety and Mobility Rule, 23 CFR 630 Subpart J published by Federal Highway Administration (FHWA), requires all state and local transportation agencies that receive federal aid to comply with the guidelines for Transportation Management Plans (TMP) as of October 12, 2007.
This Transportation Management Plan (TMP) is based on guidelines as described in VDOT IIM-LD-241 and FHWA guidelines referenced in that IIM. Outline format and terminology follow those presented in the FHWA guidelines. Figure 1 below shows the project location.
Figure 1. Project Location
2. PROJECT DESCRIPTION
The proposed project consists of the construction of a new access ramp from I-95 to the Fort Belvoir North Area. The new ramp is called the HOV Bridge. This project is located in Fairfax County between the Fairfax County Parkway/I-95 interchange and the Franconia-Springfield Parkway/I-95 Interchange.
The HOV Bridge will be a one-lane reversible access road connecting the I-95 HOV lanes and I-95 NB general purpose lanes to Heller Road. The limits of work for this project will be from the connection to the existing flyover ramp structure on the east to approximately the FBNA boundary on the west. The U.S. Army will be constructing the remainder of the roadway from the FBNA boundary to the connection with Heller Road. This project shall provide for stormwater management for work within the project limits.
According to VDOT IIM LD-241.4, Type C projects are defined as projects with long duration construction or maintenance projects on Interstate and freeway projects that occupy a location for more than three days with intermittent or continuous lane closures. Also included are Interstate and Principle Arterial Roadways with complex multi-phase construction, high accident rates, full closures or multiple work zones (two or more) within two miles of each other.
This project is identified as Type C as intermittent lane closures are anticipated on I-95.
3. ROLES AND RESPONSIBILITIES
The Federal Highway Administration is the lead federal agency for the proposed project. FHWA proposes to complete these projects, in conjunction with U.S. Department of the Army Defense Access Road (DAR) Program, U.S. Army Fort Belvoir Garrison, USACE Baltimore District, Virginia Department of Transportation (VDOT), and the Fairfax County Department of Transportation (FCDOT). This roadway will be owned and maintained by VDOT, therefore VDOT standards and specifications will be incorporated into the plans and Special Contract Requirements (SCRs) as required.

5.2 Lane Closure Process
Intermittent lane closures are anticipated on I-95 on a short term basis during off-peak hours. Any lane closure on I-95 and related roadways shall follow the ‘Virginia MegaProjects Lane Closure Policy’.
1. The Contractor shall submit a request for either a lane or shoulder closure to the Maintenance of Traffic (MOT) Coordinator and the respective Contract Officer for approval in accordance with this policy. The work hours for these closures will comply with the contract agreements. This policy will facilitate the coordination and identify Lane/Shoulder closing conflicts that may occur during the various project activities. The Contractor will be required to submit this information in a format (Virginia MegaProjects Lane/Shoulder Closure Request Form) provided by the Department. When required, the Contractor will submit additional MOT information and/or approved traffic control plans (TCPs). The request will include sufficient information to support the local and regional Public Information programs describing the location, dates and time, nature of work, lanes to be closed, ramp closures, field point of contact, and detours. The advance notification requirements for the type of lane closure requested are defined to support the coordination efforts within each project contract agreement.
2. The lane closure requests should be submitted to the MOT Coordinator and Contract Officer by noon each Wednesday of the week before the lane closure will be required. This will allow the MOT Coordinator to review the lane/shoulder closure request for time of work requirements, conflicting closures within the Virginia MegaProjects corridor, and validating traffic operations and incident management impact(s) and the respective Contract Officer to a technical review. Once reviewed, the MOT Coordinator will input the lane closure information into the Lane Closure Advisory Management System (LCAMS). The MOT Coordinator will furnish the necessary information to the various Outreach programs and Virginia MegaProject staff.
3. The request will be recommended for approval or disapproval and submitted to the Contract Officer. The respective VDOT representative(s) will review the MegaProjects MOT Coordinator’s recommendations and will either approve the submittal or return it to the Contractor for resubmission.
4. If a conflicting lane closure request is identified, the MOT Coordinator will notify the respective Contract Officer to facilitate the resolution of conflicts between projects. Once the conflict is resolved, the Contract Officer must notify the MOT Coordinator of the resolution and have the contractor resubmit the lane closure request.
5. Lane closure approval/disapproval will be made within three (3) calendar days of receipt of the request from the MOT Coordinator. The Construction Project Management Schedule shall provide a rolling two or three week plan of the MOT project requirements.
6. Once approved, the MegaProjects MOT Coordinator and Construction Operations Center (COC) staff will use LCAMS to convey approved lane closures to the VDOT NRO Traffic Operations Center (TOC) for internal management and Virginia MegaProjects public affairs personnel for appropriate outreach to external parties: media, businesses, trucking associations, traffic reporting agencies, and community service agencies.
5.3 Lane Closure Types
Type 1. A lane closure that would have a significant impact on traffic, such as stopping traffic completely, closing two or more lanes, closing an exit or entrance ramp at freeway interchanges, or changing traffic patterns. This type of closure would require extensive media and stakeholder notification and coordination among various local and state agencies.
Type 2. A lane closure that would have minor or no impacts on the flow of traffic, such as closing one lane on a four-lane freeway during off-peak hours or close the service road adjacent to Routes 7 or 123.
Type 3. A lane closure that would close a shoulder (right or left) on a freeway or ramp.

A feasible detour is identified below which will be in effect only if the I-95 southbound lanes are closed for an extended period of time.
The traffic on I-95 southbound lanes would exit on to Backlick Road just before the project location at exit 167. Just after crossing Fairfax County Parkway interchange, at the intersection of Boudinot Drive and Alban Road, traffic would turn left on the entrance ramp to merge on to I-95 southbound lanes.
The total detour distance would be 1.4 miles.
5.4 Public Communication Plan
A proactive communications and outreach plan will be deployed to support the traffic management program for this project with the following goals and objectives:
Increase awareness of local and long-distance travelers about traffic changes and impacts associated with the Project.
Join the Public Information and Outreach Campaign with the VDOT Statewide Campaign to keep the traveling public aware of construction work zones and traffic impacts throughout the state.
The following strategies are recommended to achieve the goals and objectives of the Public Communications Plan:
Advance notice shall be provided for each phase of construction in media and via PCMS signs when the traffic pattern changes.
Provide information to the public concerning Transportation Operations Strategies listed below.
Develop Project web site and provide email alerts for each phase.
Newsletters shall be provided to local communities with updates of traffic flow changes and upcoming phases of construction.
Provide Project Hotline number for updates and revisions to traffic flow changes during construction.
5.5 Transportation Operations Plan
The Transportation Operations Strategies includes strategies to manage work zone traffic operations including monitoring traffic conditions and making adjustments to traffic operations based on changing conditions. The goal of these strategies is to improve detection, verification, response and clearance of crashes and other incidents in the work zone along the project corridor. This includes adequate enforcement of traffic regulations in the work zone. The following are the strategies to be followed for the I-95 Ramp Construction Project:
Consider incentive/disincentive clauses to complete phases on time that impact traffic the most, specifically the work needing lane closures.
Provide information on starting buspool, carpool or vanpool to local communities and businesses.
Coordinate with major stakeholders and employers in the vicinity of the project to identify possible shuttle services to reduce traffic.
Promotion of Park & Ride Facilities in the area through local businesses and local communities.
5.6 Traffic/ Incident Management Strategies
The following traffic/ incident management strategies are to be followed for the construction of I-95 FBNA Ramp Construction Project:
Use traffic cameras to monitor and detect places where drivers would have difficulty negotiating a workzone and then the layout is adjusted
Use VDOT Transportation Operations Center (TOC) for coordinating and managing traffic and incident management activities in and around work zone.
Use dedicated towing service to reduce the time required to remove vehicles involved in an incident (breakdown or crash)
Local detour route as identified in section 5.2 to be in place as appropriate
