I. Project Overview. FHWA began the meeting with introductions and a brief project overview was given by the FHWA Program Assistant. The pre-bid meeting included a question and answer session as well as an on-site field visit.
The following is a description of the project and solicitation for informational purposes discussed directly or indirectly at the meeting.
Project Scope: The project consists of slope stabilization and rockfall mitigation of the slide area at Lehigh Gap along the Appalachian National Scenic Trail. The work includes rock excavation, slope scaling, rock bolting, grouting, shotcrete, rockfall protection, drainage improvements, and other miscellaneous work. The project is expected to fall within the price range of $4,000,000 to $7,000,000.

II. Questions/Clarifications. The following questions and issues were either asked or discussed by potential bidders at the Pre-Bid Meeting; the Government response or clarification is provided. The questions/clarifications are not a transcript of actual words spoken; they have been edited to provide a clearer representation of the actual issues discussed; any follow-up action or clarification not discussed at the meeting is also included.
1. Is it a requirement to use all of or a portion of the enclosed example safety plan?
Response: It is the Contractors responsibility to provide their own Health and Safety Plan (HASP) for the protection of workers that describes the procedures for handling and disposing of hazardous material. Use the sample plan in Appendix of the Special Contract Requirements as an example only.
Please see the Questions/Clarifications document found elsewhere in this amendment for questions received via email after the Pre-Bid Meeting.

Questions/Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. For pay item number 27001-0000 Grout-Glue. This is a chemical product and I am wondering has it every been used is areas with concentrations of heavy metals (lead, zinc, cadmium) and what, if any, type of adverse effect on the product might be?
Response: There is no indication of any high concentration of heavy metals at this site or in the areas where Polyurethan Resin (PUR) is planned for injection. Since PUR is planned for injection into drilled holes and is expected to fill in any cracks, the probability of mixing with heavy metals is minimal. It is not documented in the literature that these types of chemicals have any effect on the PUR material.
2. This product is to be injected into a minimum 15 foot drilled hole. Will the product bond rocks together if there are soils present in cracks deep beneath the surface?
Response: PUR works similar to cement grout for bonding rock but with higher strength properties. It has the property for bonding material similar to grout cement with the advantage for penetrating smaller cracks and joints. In addition, rock bolts are included for added stability in glued rock mass zones.
3. In regards to the (Remove Talus Piles 1) this is an enormous amount of large boulders in the 6' to 10' diameter range and removal of this pile is a serious safety concern to the workers, roadway and railroad. based on our vast experience. Could these piles possibly be covered with a netting and pinned also? If not there are no provisions for any protective measures in the specifications for the roadway below, how would this be handled? Also nothing in regards to the closing of the highway below or traffic control during this work, how is this to be dealt with?
Response: The Contractor is responsible for safe removal of the large talus pile. The Contractor is to provide a QA/QC Plan describing General Safety and process for excavating and removing the large talus pile as noted on Plan Sheet D3, Notes 2 through
4. Plan Sheet E1 (Sequence of Construction) graphically shows the suggested sequence of construction. The Contractor’s proposed sequence, procedures and safety plans are to be submitted to the CO for approval prior to beginning work. If the Contractor wants to close Route 248 below, he must propose his own traffic control maintenance and obtain his own PENNDOT permit.
Amendment No. 001 Questions/Clarifications Page 2 of 4
4. There is conflicting info in the specifications regarding the trail. Is it closed during operations or must it be kept open? Obviously during all rock removal work the trail has to be closed to the public and in our opinion should be closed for the duration of the project.
Response: The Appalachian Trail must be kept open during the time the detour is in use. However, the Winter Trail will be closed to the public during the project (entrance to the Winter Trail is located between Sta. 22+50 and 23+00 as shown on Plan Sheet D2).
5. Can we have access to the site from the North end where the trail/bench goes down towards the roadway just at the corner and several hundred feet past where the project ends?
Do we know who owns that property? This is very important as we need to get equipment and lots of materials for the Gabion wall on the North end of the project and can not access this area from the South due to the wetland area.
Response: Access to NPS lands from the north-west via Red Hill Drive is through private property, including the privately owned bridge over Aquashicola Creek. The NPS does not have any legal access using this route. However, if the Contractor can obtain permission from the land owner, then access via this route to NPS lands and the project site will be permitted.
7. I have a clarification question on the design of the rock bolts, mesh, and fences. Our interpretation of the specification and plans is that the designer will be required to submit a set of stamped plans and details as well as calculations for the bolts, individual pinned mesh systems (4 in total) and individual rockfall fences (6 in total), for approval. Also, the way I read the specification is that designer will be required to determine the layout and plan for the Rock Gluing and to direct the activities in the field. I want to make sure these interpretations are correct as they will be used as a basis for the design costs provided to contractors.
Response: As indicated in SCR Subsection 651.03, the Contractor is required to submit complete design and detail drawings for rockfall fence systems and rock bolts stamped by a Registered Professional Geologist or Registered Professional Engineer.
Per SCR Subsection 270.07(a), the layout and plan for rock gluing (as shown on Plan Sheets D7 through D12) would have to be incorporated by the Contractor’s designer in their submittal. Locations may be slightly adjusted at the approval of the CO during construction.
8. I can find no reference for the shotcrete mix design in the plans and specifications or any qualification requirements. Can you please point me in the right direction?
Response: Please refer to Subsection 566.03 of the FP which describes the requirements for the shotcrete mix design and qualifications.
Amendment No. 001 Questions/Clarifications Page 3 of 4
9. On Plan Sheet E-1 “Sequence of Construction”. The rock fall protection fences are to be installed before the scaling task occurs. Is there a mechanism in place to compensate the contractor when the fences are damaged during the scaling activity?
Response: No additional payment will be made for replacing damaged rockfall protection fencing during construction operations.
10. On Plan Sheet D-3 and D-4: Is the talus removal part of the slope scaling’s 1000 cubic yards or does it fall under the regulated rock excavation item?
Response: Talus removal is included under rock excavation pay item 20421-0000.
Please refer to Subsection 109.05 of the FP for further information regarding scope of payment for direct and indirect work.
11. In the Evaluation Factors: Factor 3: PUR Experience – a) submit a contractor or subcontractor references with the bid proposal that cite satisfactory completion of at least 3 PUR injection or grouting projects within the last 5 years. As a contractor we have installed tens of thousands bags of grout on rock bolting projects in the last 5 years but have not worked with the polyurethane resin since it is fairly new to slope stabilization. Would we qualify under factor 3 a.?
Response: A Contractor or subcontractor who can show in their bid proposal that they are capable of injecting and installing Polyurethane Resin (PUR) or cement grout into rock and can meet the requirements of SCR Subsection 270.03 would qualify.
12. Is the bid item “coring/pressure grouting” 1800 LF the drilling of the 1.5” holes for the rock gluing?
Response: Yes; the bid item quantity for 1.5-inch coring diameter is only for rock glue.
Quantities shown on the Plans and Bid Schedule are estimated and the Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. See the last paragraph of Subsection 109.05.
13. In the bid item “Draped Rockfall Protection” you mention on plan sheet S17, you have pinned ring net & pinned net drape. First is there 2 different type of systems stated and you have only 1 item on bid sheet. Second the word pinned system does this mean a bolting pattern through out the whole system because if it does you would have to give a dimensions for each location and a what pattern you would like in the system in each of the 5 locations.
It is unclear what you are looking for and it is priced very differently.
Response: Provide an Active Rockfall Protection system at the specified locations to prevent rock sliding and fall. The system should meet SCR Section 651 requirements and Notes 1 through 3 on Detail E651-03A (Sheet S17).
