FEDERAL HIGHWAY ADMINISTRATION

EASTERN FEDERAL LANDS HIGHWAY DIVISION

DELAWARE WATER GAP NATIONAL RECREATIONAL AREA

PROJECT DEWA 14(13), RAYMONDSKILL CREEK BRIDGE

DESIGN-BUILD SOLICITATION

REQUEST FOR QUALIFICATIONS (RFQ)

DTFH71-10-R-00008

In accordance with Public Law 104-106 (41 U.S.C. 253m), the Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration is conducting a "two phased" Design- Build (D-B) selection process. Under this Notice, the EFLHD is soliciting D-B firms/teams (Offerors) to participate in Phase One - Qualifications Based Selection of this "two phased" D-B selection process.

Project Description: The proposed D-B project includes the design and reconstruction of the Raymondskill Creek Bridge on U.S. Route 209 at milepost 18, located in Dingman Township in Pike County, PA within the Delaware Water Gap National Recreation Area. The construction work consists of replacing the existing superstructure with fourteen (14) AASHTO BI-36 adjacent box girders and overlay with 4-inch Latex Modified Concrete (LMC), constructing new approach slabs and reconstructing the abutment seats, as well as performing suitable wingwall and abutment repairs. The work includes placing engineered riprap at the north and south abutments to counteract scour, removing debris from the channel, removing vegetation growth throughout the structure, replacing the existing guardrail, and reestablish the roadway approaches. The proposed project is within existing National Park Service (NPS) boundaries.

The substructure will not be replaced and additional investigation is required to determine if the abutments and foundations require strengthening through the use of tiebacks and/or underpinning. The bridge was constructed in 1955 and consists of non-reinforced concrete abutments and wingwalls supporting fourteen 36-inch x 27-inch pre-stressed concrete adjacent box beams overlaid with 8 inches of bituminous paving. The bridge spans about 52 feet and provides a clear deck width of 40.5 feet. The bridge shoulders are lined with concrete curbs and galvanized steel, structure-mounted guardrail. No bridge as-builts are available. The roadway approaches are on a horizontally curved alignment and the bridge superstructure is superelevated to accommodate the curvature.

The National Environmental Policy Act (NEPA) compliance Categorical Exclusion (CE) will be completed by the FHWA. Only proposals that comply with the requirements outlined in the CE will be accepted; proposals that include the replacement of the entire structure will be rejected.

The CE definition is being applied to allow for a design and final construction that minimizes the potential effects on the cultural and natural resources of the project site. The requirements of this D-B project will include the application and acquisition of all environmental permits required for construction.

The design and construction cost for this D-B project is expected to fall within the price range of $1,000,000 to $3,000,000. The project at this time is “Subject to Availability of Funding”. This D-B project will be partially funded through the American Recovery and Reinvestment Act.

Design-Build Statement of Work (SOW): The SOW for this project includes Design and Construction work, Project Management and Quality Assurance/Quality Control (QA/QC) for Design and Construction (including Materials Sampling and Testing), and includes, but is not limited to, the following:

Design Work:

Field survey and mapping Subsurface soils and water investigation Anomaly detection during field investigations and design of avoidance or mitigation methods when applicable Roadway design including approach to the bridge and guardrail installation Bridge design Geotechnical analysis and design Temporary traffic control Context Sensitive Solution for bridges Landscape restoration design Hydraulic and Hydrologic analysis and design including computation of scour numbers Soil erosion and sediment control design Temporary support of excavation and safety protection systems design

Procurement Overview of the Project

A copy of the draft Request for Proposal (RFP) and other Government provided information will be available to interested Offerors during Phase One on or about March 8, 2010. All interested Offerors are strongly encouraged to review the Draft RFP.

A selection committee will review and evaluate the Statement of Qualifications (SOQ) submitted by all responsive Offerors. The selection committee will select two or more of the most highly qualified Offerors based on the established RFQ evaluation criteria to participate in Phase Two of this D-B selection process. During Phase Two, the short-listed Offerors will be sent a final RFP, which will outline the remainder of the selection process requirements. The RFP will contain the requirements necessary for the short-listed Offerors to submit both a Technical

Proposal and a Price Proposal during Phase Two. Those short-listed Offerors will be required to provide the necessary RFP information to the EFLHD within 35 calendar days after receiving the RFP (see RFP SF1442 block 13 for specific date). During the Phase Two period, a site visit/pre-proposal meeting will be held within 21 calendar days to discuss Contractor’s questions and to provide project clarifications (see RFP Section E for specific date).

After receipt of the Phase Two Technical and Price Proposals, an Evaluation Board will conduct a "best value" analysis, to include Offeror presentations, and the Evaluation Board will submit their recommendations to the Selection Official for approval. Award of one Firm Fixed Price contract is anticipated in July 2010, with a Notice to Proceed anticipated in August 2010.

A stipend of $25,000 will be awarded to each Phase Two Offeror who provides a responsive, but unsuccessful proposal.

It is not the intent of the EFLHD to receive project specific design or engineering recommendations as part of this Phase One selection process. Offerors should limit their SOQs to the information required by this Notice, and other information that may be relevant to the qualifications and experience of the Offeror. No reimbursement will be made for any expenses associated with the preparation of Phase One SOQs.

Evaluation and Weighting Criteria: All Offerors responding during Phase One will be evaluated using the following criteria and weightings:
