V.B. DIVISION 110 – DESIGN CRITERIA
Section 111. ROADWAY AND BRIDGE DESIGN
Description
111.01 Philosophy and Intent. This project will include the design and construction for the Replacement of Tate Branch Bridge over Tallulah River (MP 8.7 bridge on Tallulah River Road). Special attention to aesthetic features must be taken into consideration during the design and construction of this project. Bid the design work for the new bridge under the pay item 58001-0000.
Design Requirements
111.02 Design Standards. Use the following design standards. EFLHD must approve any deviations from the standards before incorporation into the design.
(a) AASHTO--A Policy on Geometric Design of Highways and Streets, 2004.
(b) AASHTO—Roadside Design Guide, 2006.
(c) Manual on Uniform Traffic Control Devices (MUTCD), 2003.
(d) Work Zone Safety and Mobility Policy- Georgia Department of Transportation, latest edition.
(e) AASHTO—LRFD Bridge Design Specifications, 2007.
(f) AASHTO—Guide for Design of Pavement Structures, latest edition.
(g) Federal Lands Highway Project Development and Design Manual, Volume 1, with supplements.
111.03 Design Speed. Use a design speed of 20 mph for Tallulah River Road. For the temporary bridge approaches use 15 mph design speed and a stop condition may be assumed to minimize grading.
111.04 Typical Section. Use aggregate surface course, 6” depth or provide a pavement recommendation for a different depth. Use 3-4% cross-section slope to drain. Provide proposed structure cross-section mimimum width of 16 feet curb-to-curb but not to exceed 16’-6”. Do not exceed 16 feet for the gravel road width at the bridge approaches. Use the travel way, shoulder, and slopes as shown on the Government preliminary design plan Typical Sections. Since providing ditches requires extensive excavation resulting in adverse environmental impacts, the use of new ditches requiring excavation will not be allowed.
111.05 Geometric Requirements. Fully design the Tate Branch Bridge over the Tallulah River within the project limits shown on the Government preliminary design plans. Only minor deviations to the existing horizontal alignment and profile from the Government furnished mapping will be allowed due to the approval previously received during the NEPA process. The profile of the proposed bridge will be raised a maximum of 2.5 feet from the existing. Locate the temporary bridge on the upstream side and within 50+/- feet of the existing Tate Branch Bridge.
111.06 Bridge Requirements. See appendix A “Design Requirements” sheet.
111.07 Design Exceptions for Geometric Roadway Design. Design exceptions for geometric roadway design will be considered on a case-by-case basis, where the Contractor demonstrates that substantial benefits to the project would accrue. Submit design exception requests on the standard EFLHD Design Exceptions form (Section ID). Submit design exception requests with the initial design submittals as defined in Section 121.
111.08 Geotechnical Requirements. Perform the required geotechnical investigation, testing, analysis, and design as necessary to construct the project elements, in accordance with Chapter 6 of the Federal Lands Highway Project Development and Design Manual. The attached boring logs (see Appendix D) are for preliminary evaluation only and the contractor should perform his/her own geotechnical study.
111.09 Drainage Requirements. Supplement the Government-provided survey and mapping to provide additional stream cross-sections of Tate Branch, at 100-ft spacing, within 500 ft upstream and downstream of the existing bridge. The new cross-section x-y-z data should be incorporated into the project mapping, but a TIN file and contours do not need to be created.
Perform survey and mapping in accordance with Chapter 5 of the Federal Lands Highway Project Development and Design Manual.
Perform hydraulic analyses in accordance with Chapter 7 of the Federal Lands Highway Project Development and Design Manual. Where permit submittals require design standards and criteria that differ from Chapter 7, use the permit requirements as the check design. Document and justify in the Hydraulics Report any exceptions to hydraulic design standards or criteria.
Comply with the provisions of all permits obtained per Section 107.
The following highlights particular design standards, criteria, and procedures to be used on this project:
Bridge/Culvert Hydraulic Analysis: Use Government-supplied flowrates. Perform hydraulic analysis using the US Army Corps of Engineers HECRAS v4.0 software. Provide freeboard analysis for the 2-year, 10-year, 25-year, 50-year, 100-year, and 500-year return events. It is anticipated that both bridge and bottomless culvert options will need at least preliminary hydraulic analysis. Model the bottomless culvert as a bridge in HECRAS, and use the bridge-related definition of freeboard. The existing bridge does not meet current design standards and freeboard criterion, with the girder in the water for approximately the 10-year event. Noting the limitations to raising the profile grade line, provide a bridge opening that meets standards or at a minimum, improves bridge opening hydraulics. Limit to 1 foot any increase in 100-year water surface elevations above existing conditions. Limit to 2.5 foot any raise of the profile of the proposed structure over existing.
Use engineering judgement for the hydraulic capacity design of diversion berms and the temporary crossing. Design the temporary bridge for the 2-year return event and provide freeboard analysis for temporary bridge for the 2-year return event.
"Abutment Scour and Abutment Scour Countermeasures: Analyze the recommended structure using the scour analysis methods found in FHWA publication HEC-18, “Evaluating Scour at Bridges, Fourth Edition.” Refer to the FHWA report FHWA-HRT-07-026 “Bottomless Culvert Scour Study: Phase II Laboratory Report” (http://www.fhwa.dot.gov/engineering/hydraulics/pubs/07026/) if needed.
111.10 Erosion Control Requirements. Expected erosion control items on this project are wire-backed silt fence, temporary diversion berms or cofferdams, and seeding and mulching.
17. Delete the address for Emmett Melton, top of page VC-3 of the RFP, and substitute the

PROJECT GA-PFH 002-2(2)
Tate Branch Bridge Replacement (MP 8.7 on Tallulah River Rd.)
Minutes/Notes from October 16th Site Visit with potential bidders Meeting
1. The 259 maximum calendar days to design and construct this project are deemed too restrictive considering that it takes 90 days to obtain the 404 permit. The USFS wants the project completed by 3/01/2011 (it is estimated that GA-PFH 2(1) will start on 3/01/11). Based on the estimated NTP date of 12/07/09, the adjusted maximum calendar days should be 350.
ACTION: Revise maximum allowed calendar days from 259 to 350.
2. The site visitors asked that the Army Corps contact and the GA EPD contact are provided to them. The representatives from these agencies attending the 30% field review on 6/23/09 for GA-PFH 2(1) were:
Mary E. Dills Catherine Samay
Environmental Specialist
USA Corps Engineers
GA EPD
678-422-2727 404-675-1625
ACTION: Add this contact information to the bid documents
3. The question was raised that some of the bridges that need to be used to haul to the site are not posted for maximum loads. The lowest rated (controlling structure) was posted.
ACTION: Will provide the inspection reports.
4. The RFP currently calls for the offerors to provide the DOD audit reports, or approved equal. It was pointed out that the State Agencies’ audit reports are considered approved equal.
ACTION: A clarification will be added that the state audit reports are considered acceptable to be submitted as part of the proposal.
5. Emmett Melton mentioned that all the items on the bid proposal form (Price Form
02) need to be lump sum. The current bid proposal form has several items that are currently not lump sum. These need to be removed from the bid form.
ACTION: The non-lump sum bid items will be removed.
6. Question was what design criteria does the temporary bridge have to meet – 2 year flood or 10 year flood or some other criteria?
ACTION: Response from hydraulics is that the temporary bridge has to meet 2-year flood. This issue has to be clarified in the RFP.
7. Question was what design criteria does the permanent bridge have to meet – under the 50-year flood criteria in the PDDM according to the provided hydraulic analysis the new bridge will need to be raised at least 4 feet?
ACTION: USFS will allow a maximum of 2.5 feet profile raise. The issue will be clarified in the RFP that an exception will be issued.
8. The RFP states that the government is not aware of any utilities at the bridge.
However, during the site visit it was noted that there is a phone and a power utility line attached to the superstructure on the west side.
ACTION: This information will be added to the RFP, and that these lines have to remain operational during construction and reattached to the new bridge.
9. Question about the temporary bridge location was raised. It was clarified that the temporary bridge needs to be installed on the upstream side of the existing bridge within 50+/- feet of the existing bridge.
ACTION: This information will be added to the RFP.
10. The RFP stated that the campground may be used as a staging area. During the field review, USFS clarified that they want the open area southeast of the bridge to be used as the staging area. Access to the existing campground shall be provided between March and October.
ACTION: This information will be added to the RFP.
11. A question was raised on the need to provide government with a cell phone when there is no cell phone reception at the project site. The answer was that the cell phones are needed for business use by the CO while located at the field office.
ACTION: None needed.
