U.S. DEPARTMENT OF TRANSPORTATION
FEDERAL HIGHWAY ADMINISTRATION
EASTERN FEDERAL LANDS HIGHWAY DIVISION
Amendment No. 001 Project RRP-PED 10(1)
Pee Dee National Wildlife Refuge Solicitation: DTFH71-10-B-00006
The purpose of this Amendment is to:
1) Revise the Special Contract Requirements (J-pages) as follows:
a. Section 602 to add culvert requirements.
2) Provide a summary of responses to questions/clarifications asked by potential bidders.
Special Contract Requirement Changes
1. Add the following to the Special Contract Requirements, page J-27:
Section 602.—CULVERTS AND DRAINS
602.03. Add the following:
Furnish aluminum-alloy corrugated culvert pipe, Type I or II, 16 gage minimum.
Questions/Clarifications
The following are responses to questions/clarifications asked by potential bidders which were received via email at eflhd.contracts@dot.gov.
1. Are all pipe culverts required to be aluminum?
Response: Yes, aluminum pipe culverts will be required. Subsection 602.03 will be amended to clarify the requirements.
2. Is there a place within the construction limits or somewhere in the general site vicinity that can be utilized for a borrow site and/or a cut/waste burial pit? (Based on section 105.02 and section 204.08 - it refers to a government provided borrow site.) If so - where is it located? And can you assure us that the dirt will be suitable for roadway construction and embankment material?
Response: There is no Government-provided material sources or cut/waste burial pits.
If there were Government-provided sources identified, the Contractor is responsible for mailto:eflhd.contracts@dot.gov
Amendment No. 001 Page 2 of 2 determining the quality of the material according to the last sentence of the third paragraph of Subsection 105.02(a).
3. If we chip the trees instead of burning or burying them, can the chipped material be broadcast back onto the site?
Response: Chipped trees may not be broadcast back onto the site. Dispose of material according to Subsection 203.05(a). Recycle or dispose of material legally off the project.
4. Is there a designated location for the job trailer? If we locate the job trailer next to the existing office - can we tie into their electrical lines and water lines if we provide separate meters?
Response: The field office location will be determined at the Pre-construction meeting.
The location of the field office is subject to approval by the CO in accordance with Subsection 637.02 of the SCR’s. The Contractor will be required to coordinate with the Refuge and CO for site preparation, power lines, water lines, etc.
5. In regards to the pavement structure on the project. What is specified is 4” of SF9.5A.
Which is the closet NC Mix design that comes to matching was is in the documents.
Installing 4” of SF9.5A is not recommended by the North Carolina Department of Transporation. Is this what you want priced on the project or can we adjust the pavement structure to 2” of binder mix (I19.0B) and 2” of surface mix (S9.5B). Also will the testing be held to NCDOT requirements or Federal Requirements?
Response: The proposed pavement structure on the project is 2 equal lifts of 2” Superpave Asphalt Concrete Pavement (SACP) 12.5mm (1/2”) Nominal Maximum Size Aggregate (NMSA); it is not 9.5mm (3/8”) as the bidder notes. Please refer to the Typical Sections, Plan Sheets B1 and B2. If the North Carolina DOT does not have an acceptable 12.5mm (1/2”) NMSA mix, the Government will consider the alternative of a 1” 9.5mm (3/8”) surface course placed over a 3” 19.0mm (3/4”) NMSA binder mix.
This alternative will not be considered during advertisement, but can be submitted to the CO during construction. Please refer to Section 401 of the FP and SCR’s for Superpave requirements; Subsection 401.03 discusses the requirements for the composition of the mix and submittals, and Subsection 401.17 and Table 401-6 discuss the acceptance and testing requirements.
