I. INTRODUCTION
1. General
This report presents the results of the pavement and subsurface investigations, analysis, design, and recommendations for Center Road, Wildlife Drive, and seven parking areas in Clarendon County, South Carolina. A Project Location Map is presented in Figure 1 of Appendix A.
2. Project Description
Center Road (Rte 010) is an 11’ wide, 2.6 mile long two-way one lane aggregate surface road that provides access to the refuge from Old River Road. According to the Design Scoping Report (DSR), it requires re-grading, widening from 11’ to 18’, and placement of additional aggregate surface.
Wildlife Drive North Loop (Rte 011) is a 10’ wide one-way one lane, 3.15 mile long aggregate surface road starting from Center Road East and looping back to Center Road.
According to the DSR it requires the existing road be scarified, and additional aggregate be placed.
Wildlife Drive South (Rte 012) is a 10’ wide one-way one lane, 2.48 mile long aggregate surface road starting from Wildlife Drive North Loop, and runs south and west to Center Road. According to the DSR it requires the existing road be scarified, and additional aggregate be placed.
There are also seven parking areas located along the project limits that require reconstruction.
These include Parking Lot #910 (11,547 ft2), #911 (6,210 ft2), #915 (2,283 ft2), #916 (1,168 ft2), #917 (6,551 ft2), #918 (11,145 ft2), and #920 (17,498 ft2).
3. Project Purpose-and-Need
According to Highway Design and Santee National Wildlife Refuge (NWR), the Purpose and Need for this project is to provide a structurally and functionally adequate aggregate surfaced pavement structure on Center Road, Wildlife Drive, and parking areas within the project limits.
II. PROCEDURES AND RESULTS
1. Pavement Condition Survey
The Eastern Federal Lands Highway Division (EFLHD) Pavement personnel conducted a pavement condition survey in March 2007. Identified pavement distresses and their quantified severity levels were recorded.
2. Soil Boring
The EFLHD Subsurface Exploration Team drilled a total of 30 borings (Borings B-01 through B-30) on March 20, 2007 through March 21, 2007. All borings were advanced using a flight auger on a truck-mounted CME 45 rotary drill rig. Borings were advanced to a depth of 5 feet. Borings B-01 through B-09 were conducted on Center Road (Route 010), B-10 through B-18 on Wildlife Drive South (Route 012), and B-19 through B-30 were taken along Wildlife Road North (Route 011). Boring Logs are presented in Appendix B.
3. Sampling
Sampling of materials beneath the tip of the flight augers was performed in Borings B-01 through B-30 as the borings were advanced. Continuous sampling was typically conducted in these borings. Represented soil boring samples were recovered with a 2 ¼ inches outside diameter split-barrel sampler in accordance with AASHTO T200-87. Representative portions of split-barrels were preserved in glass jars for laboratory testing. The sampling sequence for soil borings are summarized on the Boring Logs presented in Appendix B.
4. Field Tests and Measurements
The EFLHD Pavement Section personnel performed the following field tests and took measurements during the course of the structural evaluation of the existing pavement and the subsurface exploration.
Boring locations of Borings B-01 through B-30 were determined from features present on-site, referencing the existing roadway centerlines, and GPS coordinates. Standard penetration tests (SPT) were performed and resistance was recorded during the recovery of each split barrel sample in accordance with AASHTO T206-87. The sampler was driven into the soil using an automatic hammer. Sample recovery measurements were made and recorded for each sampling attempt. A field description by color and texture was made for each recovered sample.
5. Data Summary
The results of field tests and measurements of all borings were recorded on the drillers’ logs and appropriate data sheets in the field. These data sheets and logs contain information concerning the boring methods; samples attempted and recovered; indications of the presence of various materials. They also contain interpretations by the subsurface exploration team leader of the conditions based on the performance of the equipment and cuttings brought to the surface by the drilling tools. Therefore, the field data represents both factual and interpretative information. The Boring Logs in Appendix B of this report represent a compilation of field and laboratory data and description of the soil samples by a pavement engineer. These records occasionally do not include all data recorded on drillers’ logs and field data sheets, but do include all information considered relevant to the design and construction of this report. Water was not encountered during or after drilling in all borings.
Fluctuations in the ground water level due to seasonal and climatic effects should be expected.
6. Laboratory Investigation
At the conclusion of the fieldwork, laboratory testing was conducted on 15 soil samples from Borings B-01 through B-30. Laboratory tests on the samples included gradation (AASHTO T-27), Atterburg limits (AASHTO T-89, T-90), moisture content (AASHTO T-265), and classification (AASHTO T-317). Laboratory test results are represented in Appendix C and summarized in Table 1.

7. Findings
The findings at the project site are summarized below. Refer to the boring logs in Appendix B and the laboratory data in Appendix C for more detailed information. Groundwater was not encountered in any of the borings at the time of drilling. Fluctuations in the water level due to seasonal and climatic effects should be expected.
Pavement Condition
Based on the pavement condition survey conducted by Pavement Section in March 2007, the most prevalent pavement distress types exhibited on all three routes are severe to total aggregate loss, rutting, and vegetative growth within the roadway itself. Annual roadway flooding in many areas, along with poor roadway maintenance most likely led to these poor conditions.
Subsurface Condition
Borings B-01 through B-09 were performed on Center Road (Route 010), Borings B-10 through B-18 were performed on Wildlife Drive South (Route 012), and Borings B-19 through B-30 were taken performed along Wildlife Drive North (Route 011). The existing aggregate surface course thickness on Center Road ranged from 0 to 7.2 inches with an average of 2.8 inches. The aggregate surface course thickness on Wildlife Drive South ranged from 0 to 3.6 inches with an average of 1 ½ inches. The aggregate surface course thickness on Wildlife Drive North ranged from 0 to 4.2 inches with an average of 2.1 inches.
From the 30 borings completed, 15 representative samples were sent to the lab for testing.
Brown sandy clay (A-6) was encountered in 7 of the borings below the aggregate surface course. Based on laboratory testing of this sand and clay material, water content ranged from
13.7 to 27.7% with an average of 17.5%, liquid limit (LL) ranged from 22 to 40% with an average of 28.6%, and plasticity index (PI) ranged from 11 to 25% with an average of 16%.
Red clay with a minor quantity of sand (A-7-6, A-7-5) was encountered in 5 borings below the aggregate surface course. Based on laboratory testing of this clay material, water content ranged from 18.2 to 29.9% with an average of 24.7%, liquid limit (LL) ranged from 47 to 69% with an average of 59.2%, and plasticity index (PI) ranged from 28 to 49% with an average of 35.2%.
III. ANALYSIS AND CONCLUSIONS
1. Pavement Design
Low-Volume Road design analyses for aggregate surfaced roads were performed in accordance with 1993 AASHTO Pavement Design procedure, using the accompanying nomograph design charts, for the proposed roadways. The low-volume road design analysis was for a 7 and 10-year performance period. The design must meet criteria for both rutting, and serviceability loss, as well as aggregate loss. An aggregate loss rate of 1 inch per year was used due to the poor existing conditions and frequent flooding. Due to the extremely low traffic volume experienced, the 18-kip ESALs for the roadway was taken as a minimum of 400 ESALs per year. The effective roadbed soil resilient modulus (MR) was determined from seasonal values for Region I, and calculated based on seasonal lengths of 7 ½ months for Spring/Fall and 4 ½ months for Summer. For Region I roadbed soil MR in fair condition, Spring/Fall MR is taken as 4,500 psi, and Summer MR as 6,500 psi. Other parameters specified in the analysis included an elastic modulus for aggregate base material (EBS) of 30,000 psi, an allowable rutting depth of 2.0 inches, and an overall change in serviceability index as 3.0. The results of the analysis are presented in Appendix D.
IV. RECOMMENDATIONS
The following pavement recommendations are based on the existing conditions at the time of the field investigation in March 2007. The recommendations included here reference the FP- 03, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” (FP-03 Specifications).
1. Center Road (Route 010), Wildlife Drive North (Route 011), Wildlife Drive South (Route 012), and seven parking areas
As a result of the poor existing roadway conditions experienced from frequent flooding and lack of maintenance activities, along with extremely low traffic volumes, the thickness design is driven by aggregate loss. Rehabilitation of all three routes should, at a minimum, meet the requirements of the available alternatives shown below in Table 2.

Comments
7 Aggregate Surface Course
7 Base Aggregate, Grading C or D, as per Subsection 703.05(c) of the FP-03 Specifications 10 Aggregate Surface
Course 10 Base Aggregate, Grading C or
D, as per Subsection 703.05(c) of the FP-03 Specifications
Due to the loss of aggregate, and the presence of organic material in the existing aggregate surface, all sod, topsoil, and vegetative materials on the existing road should be scalped and disposed of prior to subgrade preparation as per Section 204 of the FP-03 Specifications. All roadway ditches should be reconditioned and surface drainage should be investigated further.
It is also recommended that regular maintenance activities be performed in order to help prevent future aggregate loss and vegetation growth within the roadway.
In addition to the recommendations given in Table 2, the roadway embankment in areas designated by the refuge and/or CO as being prone to flooding should be fully wrapped in geotextile to prevent further aggregate loss and to provide stability. Use Type IV geotextile, as per Subsection 714.01 of the FP-03 Specifications. An embankment detail for the geotextile wrap is provided in Appendix E.
2. Earthwork
Soil Cover for Buried Structures: All proposed pipes and other proposed buried structures should have a minimum soil cover of 12 inches.
Subgrade Preparation: Proposed subgrade should be scarified to a minimum depth of 6 inches below the subgrade and should be re-compacted to at least 95% of maximum density in accordance with the AASHTO T 180 Method D. If unsuitable subgrade materials are encountered in isolated areas, sub-excavation of unsuitable materials is recommended. The sub-excavated areas should then be backfilled with aggregate base material specified below.
Aggregate Base Course: Immediately after subgrade preparation, aggregate base course should be placed and compacted to at least 95% of maximum density in accordance with the Section 301 of the FP-03 Specifications. The gradation and material should be Base Aggregate, Grading C or D as per Section 703.05(c) of the FP-03 Specifications.
V. DISCLAIMER/LIMITATIONS CLAUSE
The subsurface explorations and tests described in the section on Procedures and Results have been conducted in accordance with standard practices and procedures (except as specifically noted).
