WY NPS PRES 17(1)

Pavement Preservation Yellowstone 2017

# General Technical Question Answer Date

1 x

Requesting that the equipment specification be returned to the past requirements on previous projects, allowing all machines that are "Speci fically designed and manufactured to apply microsmfacing" be allowed and not to restrict the equipment requirements to anyone contractor who may have chosen to use only self‐load ing machines

An Amendment will be issued that will include changes to 409.05 Equipment. That removes the requirement for self‐loading machines for pullouts, driveways and approach roads. Self‐loading machine requirements will remain for mainline surfacing.

I have a question regarding the Micro Surfacing found in Section 409. In the section 409.05(a) Equipment, FP

– 14 references that mixing equipment “Conform to ISSA A143.” The SCR’s for this project, added to the 409.05(a) Mixing equipment is the following “Conform to ISSA A143. Furnish a self‐loading machine capable of loading materials while continuing to lay micro surfacing for mainline surfacing.” Would the use of truck mounted mixing equipment be acceptable?

See Amendment A001 dated June 7, 2017.

Furnish a self‐loading machine capable of loading materials while continuing to lay micro surfacing for mainline surfacing. Self‐ loading machines will not be required for pullouts, driveways and approach roads.

I do not see anything contained that designates staging areas for materials etc. within the Yellowstone NP boundaries. Does this mean that all stockpiling of aggregate, loading of micro surfacing materials etc. will need to take place off site and out of the NP project limits?

No. See Subsection 105.04 for designated staging areas and staging area approval.

See also SCR 105.02(c).

From my investigation, there are no mileposts on route 014, or I did not see any. The map indicates the project limits are from the Junction of route 010D, 010E and 014. Does this include the intersection of this junction to include micro surfacing route 010E, the road to West Thumb, the large asphalt approach to Grants Village and the South Entrance to the park on route 014, more specific, Mile Marker 21.58 indicated in the summary is .5‐1.0 miles South of the South Entrance, this would mean both entrances in to the park and the exit out of the park are to be micro surfaced.

Refer to the Physical Data for route data.

See Sheet Number D.3. Bid the Estimated Quantities shown in the Bid Schedule.

In the prosecution and progress, public traffic or temporary traffic control, it does not indicate that work cannot be performed on Fridays, Saturdays or Sundays as long as these weekend days do not fall on a holiday. Confirming that work can take place on weekends?

No. See Subsection 156.07(k). Do not perform construction operations which interfere with public travel on the roadway on any holiday or between 6 p.m. Friday and 6 a.m. the following Monday, unless approved by the CO.

The project contains asphalt paved ditches that extend beyond the width of the summary sheets for some distances in several places. Do the asphalt ditches need to have the surface area cleaned and prepared to receive micro surfacing?

No. See Sheet Number C.1 Typical Section, and Sheet Number D.1 Tabulation of Surfacing Quantities. 6/16/17

7 X

Rolling of the entire width of the micro surfacing is required with a 10 ton pneumatic roller?

No. See Subsection 409.10. Roll parking areas and turnouts with at least two full‐ coverage passes with the roller. Rolling the mainline roadway is not required.

Page G‐1 of the SCR, asphalt material conform to ISSA A‐143 except section 7, Emulsified Asphalt Residue by Evaporation of AASHTO T 59 to determine percent residue, ISSA A‐143 Revised February 2010, should this be Quality Tests on the Emulsion Asphalt Residue Section 4.1.2 not section 7?

No. See Subsection 702.02. Conform to ISSA A143, except use Section 7, Emulsified Asphalt Residue by Evaporation of AASHTO T 59 to determine percent residue. 6/16/17
