WY FLAP SR71(4), SAGE CREEK HIGHWAY

Questions Answers
1 Pay Item No. 15210-1000 Centerline, Staking – Will this item be staked before Finish Grade Stakes or after the contractor installs the final base layer, before asphalt is installed. Or will the centerline be staked after asphalt is installed to help with stripping?
Per FP section 152.05, work must be performed as necessary to construct the work. It is anticipated that the Centerline Staking is utilized throughout the project for reference purposes and for multiple construction operations, including but not limited to: aggregate base, asphalt, and striping placement.
2 Pay Item No. 15216-2000 Survey and Staking, Grade Finish Stakes, and Sheet E-13 Section 152. E-13 states that Blue Tops will be provided at a multiple of stations. Does this mean we will stake
Finish Grade Stakes only one time – between the final layer of road base and asphalt, or will we need to stake them twice, once on exist road way to get final road base layer, and at the final road base layer right before paving operations?
In roadway segments where Blue Top data is provided, the roadway was previously constructed up thru the aggregate base section or Blue Top elevation. In anticipation of aggregate base loss due to weathering and maintenance, it is anticipated that re-establishment of the Blue Top design is required, including placement of approximately 1-2 inches of new aggregate base (refer to Typical Section A Sheets). Given that subgrade is already established and covered by aggregate base (by previous construction), the requirement to stake the top of subgrade, per
FP 152.05 (f) (2), is not required; however, per FP 152.05 (f) (2), reset grade finishing stakes as many times as necessary to construct the aggregate course does apply.

1 Are the “Staging Areas” provided able to be used as plant sites for the hot plant to produce the asphalt?
Project identified Staging Areas are not precluded for use as an asphalt plant site; however, all local, state, and federal regulation shall be followed for asphalt plant operation.
2 Will the road be kept open by the owner over this winter to allow access for preliminary work, aggregate haul or production? If not, who will ensure the roadway is available for work at an early enough date in the spring to begin the survey, roadway shaping and base addition?
No, the route is seasonally closed and will not be kept open, by the owner, for the purposes of this contract. Weather dependent, the route is generally opened by the end of April thru November annually. Winter conditions can be present beyond April for this region without owner maintenance.
3 Is there a water source available provided by the owner?
There is no owner provided water source. Refer to SCR Section 107.10 for water source restrictions.
4 Can we provide the current WYDOT prequalification information in lieu of pages B-3 through B-6?
No, use the forms as required by the solicitation.

1 Is a Material Transfer Machine required for this project? An MTV is required for this project. The SCR’s will be updated to reflect this.
2 No bid item is set up for 635.13 temporary pavement markings. How should it be bid or is no temporary markings to be used on this project?
Temporary pavement markings are not required for the project.
3 Normally a pilot car is used for paving operations (section 635.10), but there is no bid item for it. How should it be bid or are no pilot cars to be used on this project?
Based on relatively low traffic volumes, the use of a pilot car is not considered required. This does not preclude the contractor from using a pilot car at their discretion.
4 There is no bid item for traffic and safety supervisor. Should there be a daily rate bid item or some bid item for section 156.08?
There is no bid item for the traffic control supervisor. The SCR’s will be updated to clarify TCS requirements and payment.
