AMENDMENT 1 DTFH6117R00022

1. For the solicitation DTFH6117R00022, will this be an RFI type response where DOT is looking for capabilities and then will go from there? Or are you looking for a comprehensive quote on an AR construction solution? Appreciate your time.

Solicitation DTFH6117R00022 is a Request for Proposal (RFP). Please refer to the

RFP for further details.

2. Is it possible to find out the point of contact in the Program Office for this opportunity? Any information you are able to provide is greatly appreciated.

We will not give out the CORs name until an award is made. We would like to protect the integrity of the acquisition process.

3. Volume II, Part III - Other Financial/Organizational Information: Should this section be completed solely by Prime offeror, or are some forms within the section to be completed by subcontractors, also?

The Prime Contractor is responsible for all forms and submissions. The future contract is between the FHWA and the Prime Contractor.

4. Would the FHWA like to see a prototype during this period of performance?

No prototype will be developed in this study.

5. Page 37 of 42 of the RFP for DTFH6117R00022, Part IV - Small Business Subcontracting Plan states, "The offeror shall also submit a subcontracting plan in accordance with the instructions/format in Attachment No. J.3. In the event that the Offeror has no such plan, the form shall be submitted with “no plan identified” indicated on the form as applicable and the offeror shall submit a statement of circumstances supporting that determination."

There does not seem to be an Attachment No. J.3. Can you please advise?

A small business plan is not required for this requirement. The solicitation will be amended to remove the J.3 language in reference to a subcontracting plan.

6. Volume I: Should contractor document existing case studies, develop new case studies to test AR devices seen as promising, or both? The following statements in the RFP seem to contain contradictory instruction. Solicitation states:

The project shall conduct case studies of AR application to assist in encouraging wider usage of AR in construction management of highway infrastructure.

The Contractor shall identify and document case studies of how AR is being used preferably in highway construction, if not, in related industries and educational settings. The case studies can include both successful and unsuccessful applications, and shall include the use and level of difficulties for training personnel, number of hours and costs associated with integrating AR technology in standard business practices, and the feedback from those using AR to accomplish their jobs.

FHWA would like to document what is possible with this technology relative to highway construction. This would be based on documenting applications in other industries and adopting it. As well as applying it to construction and/or case studies in construction.

7. Volume I: Please give an example of outreach that extends beyond what can be found in literature. Solicitation states:

AR is an emerging technology, it is recognized that a thorough review will necessitate outreach that extends beyond what can be found in the literature.

Examples are, but not limited to, paper survey and in person survey.

8. Volume II, Part IV – Small Business Subcontracting Plan, page 37: Please send the form Attachment No. J.3.

Please see the response to Question #5.

9. Regarding Volume II, Cost Proposal: Our firm would like to submit a billing schedule that outlines interim deliverables invoicing for payment. Is a billing schedule something the FHWA would find acceptable and would it be honored?

The B.2 SCHEDULE OF SERVICES shall be the billable schedule.

10. I was advised that for hard copy submittals, Section L normally has a discussion regarding delivery. Something like: Security procedures prohibit non-uniformed couriers from delivering material directly to offices in the USDOT building. Only uniformed couriers from FedEx and the United Parcel Service, who are dressed in a uniform bearing the organization’s name and possessing official identification, may deliver proposals or sealed bids directly to the Office of Acquisition and Grants Management. Other couriers and individuals must deliver material to the mail room/visitor’s center at the USDOT building’s main entrance at 1200 New Jersey Ave, SE. A security guard may accept the material, dismiss the courier, and then the material will be examined and x-rayed prior to being delivered to the FHWA Office of Acquisition and Grants Management through the normal building mail delivery procedures. This could add one or more working days to the delivery time. The FHWA is not responsible for pick-up of the offeror’s proposal from USDOT security guards or from the USDOT mail room. Offeror’s must make allowances for these procedures in order to ensure that offers arrive on time.” Does this apply to this procurement as well?

Please see Section L.10 IMPORTANT DELIVERY INFORMAITON of the amended RFP.

11. Can bidders propose on a commercial item basis?

Please propose based on the information as stated in the RFP.

12. If bidders are permitted to propose on a commercial item basis, can the FAR clause

52.215-21 be removed from the solicitation?

N/A

13. What are the requested format requirements (e.g., format, length, font) of the

Market Review report for Task 2 and the Final Report and TechBrief for Task 5?

The reports and techbriefs shall meet the requirements of FHWA’s Communications

Reference Guide and shall be submitted in electronic format (in Microsoft WORD format). There is no requirement on length.

14. What evaluation criteria will be used for the staffing proposal and resumes?

Please refer to Part II – Staffing Proposal/Resumes of the RFP. The evaluation factors for award are in Section M of the RFP.

15. On page 35 of the SOW, what specific capabilities/credentials does FHWA desire for the key personnel?

FHWA is not specifying capabilities or credentials; please propose to the requirement.

16. What AR or virtual reality (VR) technology tools does FHWA use today (if any)?

FHWA has not used any AR technology tool.

17. If a team is awarded a contract to survey Augmented Reality technologies, consider their application to transportation infrastructure construction, and produce a report of findings, does that preclude the team, or any team members, from bidding on future FHWA solicitations to develop Augmented Reality solutions for transportation infrastructure construction? We are looking to understand if participation in this program would ultimately preclude an awardee from participation in a future FHWA program calling for the actual development of augmented reality solutions for transportation infrastructure construction.

This requirement is not anticipated to have a non-compete clause for future work in the subject area.

18. I'm working on a bid for this RFP, and I'm wondering if there's some ballpark dollar figure that the contract will be worth. The RFP gives "$TBD" on page 2... is there some number you have in mind?

We are not providing a level of effort or a range for this requirement.

19. Respectfully requests a 2-week extension to the 20 JUL proposal deadline.

Due to the pending FY17 end date processing, we cannot grant an extension for this requirement.

20. Inquiring about solicitation DTFH6117R00022 and whether there is an incumbent contractor? If so, could you please provide the current or previous contract number?

Or is this a new requirement for the government?

This is a new requirement.
