DTFH6116R00023 QUESTIONS
1. I have a question about the Combined Synopsis/Solicitation posted to FBO under solicitation number DTFH6116R00023.
Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?
If not, is this a new requirement?
This is a new requirement.
2. The subject FHWA Solicitation DTFH61-16-R-00023 "Quality Assurance Essentials and Case Studies for Accelerated Bridge Construction" references several attachments, including the following:
Attachment J.1: Standard Form LLL (Page 34 of 52) Attachment J.2: Shipping Label (Page 34 of 52) Attachment J.3: Subcontracting Plan (Page 46 of 52)
However, these attachments are not included in the announcement. We would very much appreciate it if you could please provide these attachments.
Attachments J.1 and J.2 have been updated in FBO as Amendment 000002. There is not an attachment for the Subcontracting Plan for this requirement. If we should need a subcontracting plan, it will be requested at a later date.
3. As there is a pricing component associated with this pursuit, can FHWA please identify the allocated budget for the services requested?
FHWA will not provide an allocated budget, estimate, or level of effort for this requirement. Offerors are encouraged to provide their best offer at the time the RFP [Proposal] is submitted.
4. When we are submitting projects in the past performance section, can we submit an entire Task Order Contract as a single project or do we need to present each task order as a separate project?
You may submit what your firm feels applicable to what is being asked in the RFP. Please see the following information from the RFP.
Part V - Past Performance The offeror shall submit in its proposal past performance references for no more than five relevant contracts or subcontracts performed by the offeror, its predecessor companies, its key personnel who have relevant experience, or its performance as a subcontractor performing major or critical aspects of the requirement. Relevant contracts/subcontracts are those similar in nature to the requirements of the solicitation, performed within the last 3 years.
