This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration’s intent to issue a solicitation for full and open competition to procure the services of a contractor to investigate recycled asphalt pavement (RAP) use in surface treatments on a national/international basis, and developing documentation that includes case studies and best practices regarding design criteria, materials specification, construction techniques, costs, inspection, and performance data.
As a result of this solicitation, the FHWA intends to award one contract. The anticipated period of performance will be approximately 20 months.
The objective of this project is to document case studies, best practices, testing, costs, and specifications for the use of recycled asphalt pavement in surface pavement preservation treatments such as chip seals, microsurfacing, and slurry seals.
The Contractor shall conduct research effort that includes, but is not limited to, the following topics:
| - | Specifications that are used for RAP-specific applications; |
| - | Construction methods, mix designs, and inspection techniques specific to the use of RAP in surface treatments, and comparison/contrast of these to their non-RAP analogs; |
| - | The cost impacts associated with the use of RAP in pavement surface treatments; |
| - | Document recorded friction/ride quality data of RAP in pavement preservation techniques, if any; |
| - | Document any previous or ongoing research by industry/academia regarding RAP in pavement preservation; |
| - | Document the use of other recycled materials in pavement preservation such as slag, fly ash, or ground tire rubber; |
| - | Performance history of roadways that have received RAP surface treatments; |
| - | No less than five (5) case study examples that demonstrate the use of RAP in pavement surface treatments, including international examples where applicable. |
The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
