Question 1: Which of the FHWA Offices is leading this rfp/will be leading the project.

Response: Office of Research, Development, and Technology, HRDT.

Question 2: Recently, thin asphalt has been used by many states as one of the most effective surface treatment tools. As this RFP mentions non-HMA projects, is it the intention of this RFP to exclude thin asphalts and just focus on other surface treatments such as chip seals and microsurfacing?

Response: Yes, the primary focus shall be on other surface treatments as current research on

RAP in HMA already exists.

Question 3: Is there any expectation for laboratory work in this research? Will this study be followed up by a laboratory study?

Response: Any proposal shall include a description of work that the proposer deems necessary to carry out the objectives and deliverables of the project as stated in the RFP.

At this time there are no further research activities planned beyond that described in this present RFP.

Question 4: Can you provide an estimated start date for the project?

Response: October 1, 2016.

Question 5: From the RFP it appears that the research is mainly focused on documentation, but could you please clarify what is meant by

"…conduct research effort…" in task 4 (as follows)? Does it mean a research effort involving laboratory, field or numerical experiments, or a research effort involving only documentation, which includes a literature review, surveys and interviews?

"Task 4: Following FHWA approval, the Contractor shall proceed to conduct research effort that includes, but is not limited to, the following topics: Specifications that are used for

RAP-specific applications;, Construction methods, mix designs, and inspection techniques specific to the use of RAP in surface treatments, and comparison/contrast of these to their non-RAP analogs; The cost impacts associated with the use of RAP in pavement surface treatments;..."

Response: The proposal shall include a description of work that the proposer deems necessary to carry out the objectives and deliverables of the project as stated in the RFP.

The goal of the project is not to develop new specifications, but rather to find out what is currently being used.

Question 6: Is there a preferred format for the

final report, such as for NCHRP reports?

Response: As FHWA ultimately publishes the document, there is no standard to refer to, but the final report shall be provided by the contractor in a format that is comparable to other recent FHWA research reports. Please look up other recent FHWA reports and Techbriefs for reference. See RFP’s reference to such samples.

Question 7: Are ultrathin HMA Overlays included under “surface-applied pavement preservation treatments” for the purposes of this study or excluded for the purposes of this study?

Response: As in Question 2, above, the primary focus of this study is non-HMA treatments, as recent research on RAP in HMA already exists.
