SECTION C – Description/Specifications
C.1 BACKGROUND
LTPP Program Overview
The mission of the Long-Term Pavement Performance (LTPP) Program is to promote increased pavement life through:
Collecting and storing performance data from a large number of in-service highways in the United States and Canada, over an extended period, to support analysis and product development.
Analyzing the data to describe how pavements perform and to explain why they perform as they do.
Translating these insights into knowledge and usable engineering products related to pavement design, construction, rehabilitation, maintenance, preservation, and management.
As highway agencies transition to a performance-based approach to managing highway investments, the LTPP program is more important than ever.
Since 1989, the LTPP database has grown exponentially and has included a collection of electronic information from over 2,500 pavement test sections throughout the United States and Canada. The LTPP program has two sets of experiments, the General Pavement Studies (GPS) and the Specific Pavement Studies (SPS). The GPS test sections were established on existing pavements. An experimental matrix was used to guide the selection of GPS test sections that would cover, to the greatest extent possible, the range of factors required to explain pavement performance. Test sections for SPS experiments were built to specific designs and thicknesses, as defined in the experimental plans.
Today, the LTPP program continues to collect performance data for over 700 test sections. Approximately 50 percent of the remaining test sections are GPS experiments with the majority falling into the GPS-6 experiment that evaluates asphalt concrete overlay of asphalt concrete pavement. Many GPS-3 experiment sections, that evaluate jointed plain concrete pavements, also remain. The remaining 50 percent are SPS experiments.
Key LTPP stakeholders recognize the necessity of strategically establishing new LTPP experiments. In light of rapid growth in the use of warm-mix asphalt (WMA), a new LTPP Warm-Mix Asphalt experiment (SPS-
10) has been underway since 2013. The purpose of the SPS-10 experiment is to provide short- and long-term data on the performance of WMA relative to traditional hot mix asphalt (HMA) to answer the simple question; "Is there any significant difference?" Similarly, the growing importance of pavement preservation and evolution in pavement preservation practices in recent years have brought about a need for better understanding of the long-term performance implications of different pavement preservation treatments.
Through these efforts, the LTPP program will continue to play a critical role in answering the primary question, “How and why do pavements perform as they do?”
LTPP Information Management System (IMS)
The 25+ year LTPP program has accumulated a huge amount of data, as well as a mass of documentation, research reports, and related tools. This data, documentation, and tools comprise the comprehensive LTPP Information Management System (IMS). The IMS consists of both the Pavement Performance Database (PPDB) and the LTPP Ancillary Information Management System (AIMS). It is the world’s largest pavement performance database. Researchers and engineers in the federal government, state highway departments, industry associations, consulting firms, international community and universities use the LTPP database in research, development, and design projects.
The main LTPP IMS database is housed, operated, and maintained by the current LTPP Technical Support Services Contractor (TSSC), with the data processing workstation residing at the Contractor site and the main LTPP IMS server operated and housed at the FHWA Turner-Fairbank Highway Research Center
Solicitation Number: DTFH61-15-R-00032 Page 5 of 52
(TFHRC).
The LTPP PPDB was designed to store and manage the data collected by the LTPP program for public dissemination and use. It is a relational database originally implemented in Oracle® 5 format and currently in Oracle® 12 housed on a Microsoft Windows server. The PPDB contains pavement related data, computed parameters, climate, and traffic data. In addition to a production database, the system development environment is stored on the server. Two clones of the production database, along with data loader programs, data quality checks programs, and data entry forms comprise the development environment.
LTPP InfoPaveTM
First launched in January 2014 at the 93rd Transportation Research Board (TRB) Annual Meeting, LTPP InfoPaveTM is the gateway to the LTPP IMS on-demand through a web interface portal (www.infopave.com), and contains tools to maximize user understanding and utilization of the information.
The LTPP Reference Library, containing hundreds of documents developed by the LTPP program, is also available through InfoPave.
LTPP InfoPave production environment is deployed on Amazon Web Services (AWS) cloud infrastructure.
Amazon Virtual Private Cloud (VPC) is a commercial cloud computing service that provides a virtual private cloud, allowing enterprise customers to access the Amazon Elastic Compute Cloud (EC2) over an IPsec based virtual private network. The LTPP InfoPave Infrastructure includes Web, Application, and Database Servers deployed on AWS. Backend database for LTPP InfoPave is Oracle Standard Edition One 11G hosted on Amazon Relational Database Service (RDS).
LTPP InfoPave infrastructure also includes a Google Search Appliance (GSA), a rack-mounted device providing document indexing functionality that can be integrated into web site using a Google Search-like interface for end-user retrieval of results. GSA makes searching for information as easy as searching on Google.com.
The software development environment for LTPP InfoPave comprises of various code development tools and technologies. Primary web front-end for LTPP InfoPave is developed using the latest ASP.NET Model View Controller (MVC) framework as a server-side web technology, while JQuery and other popular Model View ViewModel (MVVM) libraries including KnockoutJS were used for the client-side development to deliver a robust and responsive application. Additional third-party tools, components, and Application Programing Interfaces (APIs) including Google Maps, Google Earth API, Google Charts, Social Networking API, Google Analytics, Log4Net, Devart ADO.NET Provider, AWS Software Development Kit (SDK) for .NET, and Amazon Simple Email Service (SES) were used for LTPP InfoPave development.
Microsoft Visual Studio 2012 was the primary Integrated Development Environment (IDE) that was used for web and services development while Microsoft Message Queuing Service was used for inter process communication. Database development and modeling tools including Oracle PL/SQL Developer, SQL Loader, MS SQL Server 2012 Management Studio, and Toad Data Modeler were used for database design and development.

The act requires that all electronic products prepared for the Federal Government be accessible to persons with disabilities, including those with vision, hearing, cognitive, and mobility impairments. Vendors can view Section 508 of the Rehabilitation Act (http://www.access-board.gov/508.htm) and the Federal IT Accessibility Initiative (Home Page) (http://section508.gov/) for detailed information.
Applicable Standards:

The standards are available at http://www.access-board.gov/508.htm. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the Electronic and Information Technology (EIT) be compatible with such software and devices so that it can be made accessible, if so required by the agency, in the future.
The following paragraphs summarize the requirements for preparing FHWA reports in conformance with Section 508 for eventual posting by FHWA to an FHWA-sponsored website. If you have further questions, please contact the FHWA Contracting Officer’s Representative listed in this statement of work.

H.2 POST AWARD EVALUATION OF CONTRACTOR PERFORMANCE
Contractor Performance Evaluations
(a) Interim and final evaluations of Contractor performance will be prepared on this contract in accordance with FAR 42.1502 and TAM 1242.1502. The final performance evaluations will be prepared at the time of completion of work.
(b) The Contractor can elect to review the evaluation and submit additional information or a rebuttal statement. The Contractor will be permitted 60 calendar days to respond. Contractor response is voluntary.
If the Contractor does not respond within 60 days, the Government will presume that the Contractor has no comment. Any disagreement between the parties regarding an evaluation will be referred to an individual at a level above the Contracting Officer, whose decision is final.
(c) Copies of the evaluations, Contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used to support future award decisions.
Federal Highway Administration utilizes the Contractor Performance Assessment Reporting System (CPARS) to record and maintain past performance information. CPARS hosts a suite of web-enabled applications that are used to document Contractor performance information that is required by Federal Regulations.
The CPARS module assesses performance on contracts for Systems, Services, Information Technology, and Operations Support. The Architect-Engineer Contract Administration Support System (ACASS) module assesses performance on Architect-Engineer contracts. The Construction Contractor Appraisal Support System (CCASS) module assesses performance on Construction contracts. CPARS reference material can be accessed at http://www.cpars.gov/.
The registration process requires the Contractor to identify an individual that will serve as a primary contact.
This individual will be authorized access to the evaluation for review and comment. In addition, the Contractor is encouraged to identify a secondary contact in the event the primary contact is unavailable to process the evaluation within the required 60-day time period. After the FHWA Contract Specialist registers the contract in CPARS, the Contractor will receive a system generated e-mail notifying him/her that the contract is registered. A system generated e-mail will also provide the Contractor with a User ID if the person does not already have a CPARS User ID.
Once a performance evaluation has been prepared and is ready for comment, the Contractor representative will receive a system generated e-mail notification that the performance evaluation is electronically available for review and comment. The Contractor representative will receive an automated e-mail whenever an assessment is completed and can subsequently retrieve the completed assessment from CPARS.
Contractors may access evaluations at http://www.cpars.gov/ for review and comment in CPARS.
