Solicitation No. DTFH6115R00003

Title: “Intelligent Transportation Systems Joint Program Office’s (ITS-JPO) Connected Vehicle (CV) Pilot Deployments” PHASE 1: Concept Development

The following questions were submitted in response to DTFH6115R00003, on February 27, 2015 during the pre-proposal conference. The Government’s Answers are provided below:

Question No. 1: Please provide clarification of the budget information that is allowed/required in Volume I.

a. The BAA states, “No cost/price data shall be included in any part of Volume I (top of page 65).”

b. Page 67 the BAA includes a section entitled Projected Pilot Deployment High- Level Three-Phase Budget and Schedule which indicates that we are to “summarize and illustrate the project’s three-phase budget for pilot deployment.”

Answer No. 1: The proposed three-phase budget for the pilot deployment shall show all the anticipated cost elements including the level of effort under Volume 1 for the entire CV Pilot Deployment Project., Phases 1-3.

Volume 2 shall include the firm-fixed price for Phase 1 work only for all the tasks in accordance with Attachment J. 1 Milestone Payment Schedule.

Question No. 2: Please provide clarification regarding the Subcontracting Plan requirement.

a. Does the subcontracting plan only apply to the concept development phase (Phase I) or does it apply to all three phases? In other words, should the amount shown on Subcontracting Plan line a. Total prime contract amount (page 89) be equal to the total amount shown on J.1 Milestone Payment Schedule (page 77)?

b. Is submission of the Subcontracting Plan at proposal time required only for the lead agency or is it required for all partner subcontracts in excess of $650,000?

Answer No. 2: The subcontracting plan only applies to the concept development Phase

1. Please see the response to Question 66 under Amendment 1.

Each prime Offeror who is other than a small business, shall include within its proposal a complete copy of the prime Offeror’s Master Subcontracting Plan, if the total contract amount is $650,000 or greater.

Question No. 3: Is it your expectation that any contract awarded under this opportunity would be subject to the FISMA and NIST, etc. Security Requirements for Unclassified Information Technology Resources (page 53 of BAA?)

Answer No. 3: The Offeror’s proposed IT Security Plan shall comply with TAR 1252.239-70 (APR 2005), see pages 53 and 74.

Question No. 4: Do the two volumes factor against page counts, otherwise, proposal text might begin quarter or halfway down the cover pages? Another related question for these two volumes is how you want them received – bundled together or can they be separate binders so that reviewers can evaluate either Vol. separately. Didn’t locate any clarification on that. Typically, we submit them separately as individual bound (each in their own binder or each as spiral bound)

Answer No. 4: Each proposed offeror shall submit separate volumes for Volume I and Volume II. The FHWA requests the offerors submit the original proposal with binding be in the form of a three-ring loose-leaf binder at the left margin. Do not use paper clips or staples as binding as referenced on Page 64.

Question No. 5: Clarify and confirm the response referencing Q&A Number 39 under Amendment No.1.

Answer No. 5: The title page and the table of contents does not count toward the page limit for Volume 1.

Question No. 6. Clarify and confirm ‘cover pages” count towards the page limits referencing Q&A Number 34 under Amendment No.1.

Answer No. 6: The cover pages does not count toward the page limit. L.4 PROPOSAL FORMAT has been updated in Amendment No. 2

Page separators/dividers do not count as pages.

Question No. 7: Some of these tasks require very specific knowledge, such as working with an IRB and developing Human Use Approval forms. Can the proposed offeror submit additional resumes for these and other areas of specific expertise and also assign them as key personnel?

Answer No. 7: As stated as a response to Question No. 48 under Amendment No. 1, the key personnel must meet the requirements under TAR 1252.237-73, found on page 52.

With that said, you may submit additional resumes in your proposal. However, they will count against the page limitations.

Resumes required are for the following three key personnel: CDL, SDL and PML under this contract for Phase 1 as referenced on Page 66.

Question No. 8: Clarify and confirm if key personnel or key personnel and other proposed staff resources l are to be addressed in the Master Staffing Matrix.

Answer No. 8: The Master Staffing Matrix shall include all staff categories but only names are included for the three key personnel: CDL, SDL and PML for Phase 1.

Question No. 9: Does the Standard Form LLL – Disclosure of Lobbying need to be submitted if a firm has hired a lobbyist specific for the CV Pilot or has provided support to a contractor for this CV Pilot Program in any way shape or form? Can you clarify?

Answer No. 9: All proposed offerors shall submit the Standard Form LLL – Disclosure of Lobbying. Instructions can be obtained at:

http://www.whitehouse.gov/sites/default/files/omb/grants/sflllin.pdf

Question No. 10: G.8 (a) If a team includes public agencies, that by law cannot indemnify, will that requirement be waived by FHWA? If the team includes private partners (not lead) will they be required to indemnify FHWA, or just the lead public agency(ies)?

Answer No. 10. Proposed offerors shall include the public agencies name requesting a waiver or exception.

Unless waived, all prime the Contractors shall be liable for, and shall indemnify and hold harmless the Government against all actions or claims for loss of or damage to property or the injury or death of persons, resulting from the fault, negligence, or wrongful act or omission of the Contractor, its agents, or its employees.

Question No. 11: Answer 61 indicates the detailed information has to be provided before a contract is issued. Could you clarify?

Answer No. 11: As stated in the response for Question 61, all offerors shall include the minimum information concerning the name and address of the subcontractor or consultant as specified under Section L.5, Volume II, Part II, for Phase 1.

Question No. 12: The answer 73 indicates that the detailed information must be included in the proposal. Could you clarify?

Answer No. 12: To clarify the response to Question No. 73, the proposed offeror shall include, for Phase 1, a complete Master Staffing Matrix for all staff categories under Volume 1, Part II and the prime Offeror’s Master Subcontracting Plan under Volume 2, Part III. If this information is not included in both Volumes, the FHWA may not be able to complete the evaluation of your proposal.
