On page 4 of the RFP, it states that Research Engineers at a minimum, have a PhD degree in Civil Engineering with specialization in structural engineering. Will a PhD degree in Material Science and Engineering be acceptable for the particular core areas of “Forensic and Field Evaluation of Structures” and “Nondestructive Evaluation and Structural Monitoring.”? NDE specialists typically have advanced degrees in Material Science and Engineering, and not Civil/Structural. Yes, so long as core research areas are structural.

On page 52 of the RFP, it states that the document should be 12-pitch type or 10 point proportional space. Please verify the acceptable font size. 12-pitch is fine.

Please advise regarding biosketchs/resumes for this solicitation. Whose bio/resume should be submitted from the prime as well as subs - key personnel only or all staff? Key personnel, not all staff.

We are interested in your project requests. We have a full range of services that meet each need, with your permission I would like to send you a presentation explaining our contributions. We are currently accepting proposals for this project. Please refer to FBO.gov.

What organizations have done this work for your Agency in the past? This is a New Requirement.

Would you consider an organization with 65 total personnel? This solicitation is “Full and Open Competition, meaning any type of organization of any size may submit a proposal”

Would you consider a firm with 12 full-time structural engineers (5 personnel are legitimate bridge engineering specialists)? “Full and Open Competition, meaning any type of organization of any size may submit a proposal”

Would a collaboration of several firms be considered responsive to your contract requirements? In cases where more than one firm has been identified on a proposal, one is typically identified as the Prime and the others as subcontractors or consultants.

How important is geographic location? If there was a particular geography preferred or required, it would have been included in the RFP.

I would like to submit the following question about the HIBS Structures and Structural Engineering Team effort:

1. Who are the incumbent contractors for this effort? Could you please provide the vendor names and the corresponding contract numbers for each incumbent vendor? This is a new requirement.
