Federal Highway Administration Solicitation Number: DTFH61-13-R-00020 “Pay-As-You-Drive-And-You-Save (PAYDAYS) Insurance Actuarial Study”
RFP Questions
1. For the Brookings Institution study that is referenced on Page 3 of the RFP, can you confirm that it is the Hamilton Project from July 2008 titled “Pay-as-you- Drive Auto Insurance: A Simple Way to Reduce Driving-Related Harms and Increase Equity”. If not, can you provide us with the information (or link) to the referenced study?
a. Yes—that is the correct study.
2. When does the FHWA expect the data from the Naturalistic Driving Study to be ready for use in a PAYDAYS actuarial study?
a. The SHRP2 data sharing website already has sample data on it, which should allow you to assess the type of data that would be made available.
The two big databases are supposed to be fully populated and linked by the end of 2014. Data requests are already being taken, though, so data may be provided on a limited basis prior to this.
3. If an Offeror proposes a period of performance beyond 12 months, can the proposed fees in total (across multiple years) exceed $300,000?
a. Max award amount is $300,000.
4. Can we use off-shore resources? If we utilized off-shore resources that are part of our U.S. firm, would they be considered as sub-contractors? As they are part of the U.S. firm, we have not considered them as sub-contractors in the past.
a. It isn’t clear what you define as “off-shore,” but it should not be an issue with international employees of your company being used. If they are employees of your company then they would not be subcontractors.
5. Is there a set POA&M (Plan of Action and Milestones) format that you’d like the
Offerors to use?
a. No. Just include the information covered in that section of the BAA on 11.
6. Are travel costs included within the $300,000 maximum?
a. Yes.
7. In Sections (c) and (e) (“Innovation Claims” and “Technical Rationale”, respectively), when referring to “technical claims and arguments”, are you referring to Actuarial technical skills? Technological skills (i.e. database and information management)? Modeling capabilities? Other? Or all technical aspects?
a. All technical aspects.
8. For Section (g) “Schedule, Milestones, and Evaluation Metrics”, can you clarify what you are referring to for providing a summary of evaluation metrics? Does it pertain to statistical metrics we will utilize in our results to show the goodness of fit of the analysis?
a. Yes it does. To the degree that other testing is also proposed (e.g., related to data validity for a particular dataset), a summary of the evaluation metrics for such additional testing should also be provided.
9. After reviewing the data dictionaries and the documents for the NDS research referenced in the RFP, we did not locate the following information being collected:
a. Vehicle make & model, model year and symbol rating
b. Claim and loss amounts
c. Injury type and severity
The NDS is only one source of data and like all data sources has some limitations. Vehicle make and model is in the database. The study is also oversampling vehicles with the most sophisticated accident avoidance technologies, so additional vehicle information is available. Regarding descriptions of damages, you are correct that information collected by the study is limited, although factors such as whether a crash is police reported, airbags are deployed, and whether the crash only entails property damage are being collected.
10. Please confirm under which FAR Part this opportunity is being competed? Would it be possible for FHWA to provide the governing contract terms and conditions to offerors for advance review?
a. FAR Part 15 for contracts. A copy of the contract would be sent to your company for review of the terms and conditions if you are selected for award.
