SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 BACKGROUND

The Federal Highway Administration (FHWA), Office of Safety, Research and Development (HRDS), Human Factors (HF) Team is the lead organization responsible for human factors activities in the Research, Development and Technology (RD&T), Safety, and Operations program areas. To fully meet its research responsibilities and agency’s mission in a timely and effective way, the HF Team requires both technical and administrative support services from a Contractor. In particular, the HF Team requires Contractor services to support the following activities: (1) human factors and behavioral research concerning highway safety; (2) human factors and behavioral research concerning highway operations; (3) traffic engineering activities;

(4) Intelligent Transportation Systems (ITS) research; and (5) driving simulator experiments and analysis.

This contract will provide support to the FHWA with the administration and execution of its behavioral research programs and will require human factors, experimental design and data analysis, and traffic engineering expertise. However, ultimate decision-making responsibility remains with the FHWA. Contractor staff will handle technical and administrative program activities. FHWA staff will always handle programmatic decision-making.

The Contractor shall perform the majority of the work under this contract on-site at FHWA’s Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. On-site support is necessary to maintain, operate and support the Human Factors Laboratory at TFHRC; and to utilize the Human Factors Laboratory resources in the conduct of defined research projects.

Organization of Human Factors Team

FHWA’s Human Factors Program cuts across many programs within the areas of safety and operations such as intersection, roadway, pedestrian/bicyclist, visibility, traffic control device, weather, work zone, and ITS/Connected Vehicle. Consequently, funding sources for human factors research projects come from various FHWA offices and programs such as Office of Operations, Office of Safety, and the Exploratory Advanced Research Program.

The work described in this Request for Proposals (RFP) is primarily for support of the Human Factors Team within the Office of Safety, Research and Development (HRDS) at TFHRC. Most research projects will be conducted at the Human Factors Laboratory at TFHRC in McLean, Virginia, or at field sites in the greater Washington D.C. metropolitan area. The Government will provide the Contractor with Government-furnished equipment and facilities to conduct such research projects on-site at TFHRC, or the Government will reimburse the Contractor for the acquisition of any additional equipment needed as approved by the Contracting Officer’s Representative (COR).

Human Factors Research Resources Located at TFHRC

Note: The Human Factors Laboratory (HFL) consists of the following five items described below:

1. Highway Driving Simulator (HDS);

2. Field Research Vehicle (FRV);

3. Sign Design and Research Facility (Sign Lab);

4. MiniSimTM Driving Simulator; and

5. Data Analysis Facility

Item 1, the Highway Driving Simulator (HDS), is maintained and operated under a separately awarded FHWA contract. Items 2 – 5 shall be maintained and operated under the contract resulting from this RFP as described in Section C. See Section C for specific Contractor responsibilities relative to these resources.

1. Highway Driving Simulator (HDS): The HDS is fully interactive highway driving simulator and it is used for a variety of behavioral studies related to safety and operations conducted for FHWA and other stakeholders. The simulator consists of a full automobile chassis surrounded by a semicircular projection screen. Five projectors render a seamless 240-degree view (motorists’ field-of-view) of high-fidelity, computer-generated roadway scenes. HDS was recently upgraded to enhance the motion base, from 3 to 6 degrees of freedom. This improvement makes the motion and vestibular feedback much more realistic. Although HDS is serviced and operated under a separate FHWA contract, the Contractor under this prospective contract shall be able to perform technical and administrative support for the HDS as requested by the Contracting Officer’s Representative (COR).

Note: The HDS is maintained and operated under FHWA Contract No. DTFH61-13-C- 00001 awarded in January 2013 to AAI Corporation of Hunt Valley, Maryland.

2. Field Research Vehicle (FRV): FRV is an instrumented 2007 Jeep® Grand Cherokee Sport

Utility Vehicle. FRV has been outfitted with equipment to record GPS position, vehicle speed, and vehicle acceleration. FRV is also equipped with an eye-tracking system that consists of two infrared (IR) light sources and three face cameras mounted on the dashboard of the vehicle.

Note: Maintenance and operation of the FRV is included in Section C of this RFP.

3. Sign Design and Research Facility: This facility, known as the “Sign Lab,” consists of a 60in.

LED/LCD Hi-definition TV connected to a computer control center that enables researchers to present traffic signs to participants in a controlled environment. In the development of new traffic signs, it is important to determine the maximum distance at which the sign can be recognized as well as a participant’s comprehension. To this end, signs are displayed as small distant objects and are enlarged such that their appearance approximates that of driving towards the sign at a specified speed. The size of the image at the moment the sign is recognized is then used to approximate the sign's recognition sight distance. Precise control of sign display duration, image size, and the measurement of participant reaction time are achieved through computer control. Sign comprehension is generally recorded using open-ended questions relating to a participant’s understanding of a traffic sign.

Note: Maintenance and operation of the Sign Lab is included in Section C of this RFP.

4. MiniSimTM Driving Simulator: In partnership with the National Highway Traffic Safety

Administration (NHTSA), the MiniSimTM is a part-task simulator consisting of a quarter cab set up that includes an adjustable driver's seat, driver controls, and meter cluster. Recently, MiniSimTM was upgraded to three 42" forward display LCD TVs, as well as software upgrades, and computers for generating driving scenes and controlling vehicle dynamics.

This tool is useful for evaluating driver performance in simpler environments.

Note: Maintenance and operation of the MiniSimTM Driving Simulator is included in Section C of this RFP.

5. Data Analysis Facility: This facility is used for the review and analysis of analog and digital imagery and data recorded during behavioral research experiments. The facility uses customized video analysis software and high-end video capture and data recording devices.

Note: Maintenance and operation of the Data Analysis Facility is included in Section C of this RFP.

The following paragraphs summarize the requirements for preparing FHWA reports in conformance with Section 508 for eventual posting by FHWA to an FHWA-sponsored website. If you have further questions, please contact the FHWA Contracting Officer listed in this statement of work.

Electronic documents with images Provide a text equivalent for every non-text element in all publications prepared in electronic format. Use descriptions (such as, "alt" and "longdesc") for all non-text images or place them in element content. For all documents prepared, vendors must prepare one standard HTML format (as described in this statement of work) AND one text format that includes descriptions for all non-text images. “Text equivalent” means text sufficient to reasonably describe the image. For example, an image that is merely decorative requires only a very brief “text equivalent” description. However, if the image conveys information that is important to the content of the report, then text sufficient to reasonably describe that image and its purpose within the context of the report must be provided.

If copyrighted images are used, an appropriate license shall be obtained, and a copy provided to the COR. Copyrighted images shall show copyright designation and source.

Electronic documents with complex charts or data tables When preparing tables that are heavily designed, provide adequate alternate information so that assistive technologies can read them out. Identify row and column headers for data tables. Provide the information in a non-linear form. Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers.

Simple tables can use scope codes. However, more complex tables must have headers and ID codes assigned to them.

Electronic documents with forms When electronic forms are designed to be completed on-line, the forms shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the forms, including all directions and cues.
