FHWA’s answer:

Under L.7 PROPOSAL FORMAT, Page Limitations, Volume I – Part I states: “Resumes limited to 3 pages in length. No other page limitations.”

Although there is not a specific instruction to

“introduce” your company, this amendment provides the opportunity to do so. An introduction section limited to five pages may be included in Volume I.

Question 2:

RFP Section L.8 entitled "Volume I - "Relevant

Technical Capabilities" and L.10 entitled

"Estimated Level of Effort and Other Direct

Costs"

Regarding the Program Manager(s) position description, please clarify the meaning of

"On-Site PM." Is this person required to be on-site at TFHRC full-time even though this is estimated to be a less than half-time requirement

(the estimated annual hours are 800 in RFP

Section L.10)? Or, can this position be filled by a PM who is stationed off-site but nearby (e.g., within a 1-2 hour response time of TFHRC)?

FHWA’s answer:

An on-site PM should be at TFHRC approximately 16 hours a week.

More questions were sent as follows:
