However, a number topics specified in Section L are general (i.e., not specific to a single CLIN) or are applicable to all CLINs. These topics include the following:
• Program Manager resumes
• Discuss organizational hierarchies, roles, responsibilities, and lines of communication between team members and other efforts to foster collaboration and achieve contract objectives.
• Discuss your plan to fill the differing types of vacancies that may occur related to poor performance, retirement, new Government requirements, and/or normal turnover.
• Offerors shall provide a plan showing how the
PM(s) will maintain close contact with the COR through regular, frequent face-to face meetings, email and/or web-conferencing.
• Detailed discussion for each of the elements described within "Management Approach" in Section
M. Offerors shall demonstrate an adequate, innovative, and efficient management approach of the proposed staff to perform the work required in the RFP.
Additionally, RFP Section M.A Technical identifies a number of evaluation criteria that are not specific to individual CLINs, including the following:
• Demonstration of a contingency plan to replace key personnel over the life of the contract without any adverse impact on performance.
• Demonstration of an adequate, innovative and efficient management approach to conducting research at laboratories.
• Demonstration of an adequate, innovative and efficient management approach to coordinating the staff within, and across, CLINS (including subcontractors, if applicable).
• Demonstration of an adequate, innovative and efficient system to track time and materials.
• Demonstration of an ability to establish and mange partnerships with highway agencies, manufactures, universities and other related companies or institutions.
• Approach to support future task orders that may be issued under IDIQ CLIN 0107.
• Approach to support Other Direct Cost purchases (travel, training, materials, supplies, equipment, etc.) under ODC CLIN 0108.

Therefore, we request that RFP Section L.8 Volume
I "Relevant Technical Capabilities" be changed to allow 1) An overall discussion of Management
Approach, including the topics listed in the bullets above; followed by 2) Program Manager
Resume; followed by 3) Staffing and Resumes for personnel assigned to each CLIN, followed by 4)
Technical Approach by CLIN.
The FHWA’s reply is: Please respond as requested in the RFP.
2nd EMAIL:
Would the government consider limiting the required resumes to PMs and Lab Managers and provide vendors the opportunity to address hiring incumbent staff in their transition plan? The requirement for 25 resumes will limit competition and the government the opportunity to consider other vendors that may offer a better value.
The FHWA’s reply is: Please respond as requested in the RFP.
