FHWA Solicitation DTFH61-12-R-00043 Amendment No. 2

The following questions were received by email to Sarah.Khan@dot.gov, Contract Specialist regarding the submission of the proposals.

Question 1: With regard to the response to Question No. 7 in Solicitation Amendment No. 1, would FHWA please clarify whether "at the initiation or receipt of a covered Federal action" is intended to require submittal of the SF-LLLs at the proposal stage or when an award is made.

Response: To further clarify Question No. 7, the SF-LLLS should be completed at the proposal stage

Question 2: With regard to the response to Question No. 14 in Solicitation Amendment No. 1, does FHWA have guidance for the distribution of hours by task area given that proposed cost is to be summarized by task?

Response: To further clarify Question No. 14, FHWA does not have guidance for the distribution of hours by task areas.

Question 3: In response to your responses to question 8 and 23, it is clear that individuals' rates are to be included as part of the cost proposal, however, will you require cost proposals on task orders and actual billing during the life of the contract to be built around labor category rates or individuals' rates?

Response: To further clarify questions 8 and 23: yes, a cost proposal will be required for each task order and the actual negotiated individual’s billed rate will be used.

Question 4: We seek further clarification to your response to question 19 – may a prime contractor or its subcontractors use negotiated fixed labor hour rates in place of billing rates based on audited indirect cost rates over the life of the contract, if they do not have DCAA audited rates? (The accounting system requirements associated with achieving and maintaining DCAA audited federal rates can be time consuming and expensive for small businesses to whom this ID/IQ is targeted. On other ID/IQ type contracts geared toward small businesses, we have found that FHWA has not limited awards to firms only with audited rates.)

Response: To further clarify question 19, the offerors shall proposes indirect rates with the offeror’s current rates and shall provide back-up documentation for the proposed rates if the offeror does not have DCAA audited rates.
