RESPONSES TO QUESTIONS
Question 1: Can you please clarify the page limit for resumes?
Response 1: Resumes are limited to two (2) pages.
Question 2: What is the small business set‐aside based on?
Response 2: The small business set‐aside for this procurement is based on the size standard for NAICS Code 611430. As identified by the U. S. Small Business Administration, the size standard is $7.0 million.
Question 3: Can you please clarify which Volume of the proposal should include Letters of Commitment?
Response 3: Letter of Commitment are to be included as part of Volume 1, Part II.
Question 4: Do the Letters of Commitment need to have original signatures?
Response 4: Letters of Commitment do not have to contain original signatures. They may be sent electronically as a PDF File.
Question 5: If a company responds to a select few Task Areas, is the company to submit separate proposals for each Task Area? If separate proposals, is the page limitation associated with each proposal?
Response 5: Each contractor is to submit one (1) single proposal with up to 5 pages per task area identifying how they will accomplish that specific task area.
Question 6: Based on the proprietary requirements reflected in Section L.5 Proposal Content and Structure, Part II – Subcontracts/Consultants, subsection e., will the Government accept sealed packages directly from any proposed Subcontractor or Consultant or are they to be included with the Company’s proposal?
Response 6: Subcontractor/Consultant information should be included with the prime contractor’s proposal. Additionally, the Government will not be accepting individual sealed packages directly from the proposed subcontractor or consultant.
Question 7: The solicitation currently states the total page count for Volume I should not exceed 50 pages. We think the NHI courses covered by this RFP could span many different courses with many different instructors and limitation does not seem appropriate. Could you please consider increasing the page count.
Response 7: The Government is increasing the total page count for Volume I. The revised total page count is 100 pages.
Question 8: Are there any incumbent vendors? If so, could you please provide the contractor name, ID#, and value?
DTFH61‐11‐R‐00030 Attachment 6 Page 2 of 3
Response 8: There are six (6) incumbent contractors. They are as follows:
PerformTech, Inc. DTFH61‐06‐D‐00024 $4,000,000 Iteris, Inc. DTFH61‐06‐D‐00025 $4,000,000 Univ. of Tennessee DTFH61‐06‐D‐00026 $4,000,000 KLS Engineering DTFH61‐06‐D‐00027 $4,000,000
NTSI DTFH61‐06‐D‐00028 $4,000,000
Ideal Innovations, Inc DTFH61‐06‐D‐00029 $4,000,000
Question 9: Have you determined if this will be a “best value” selection?
Response 9: As identified in Section M.1 of the RFP, the ultimate award decision will be made based on a determination of overall best value.
Question 10: Will subject matter knowledge and past experience with FHWA be a critical factor in selection or will expertise in distance learning development be more important?
Response 10: All proposals will be evaluated in accordance with the evaluation criteria set forth in the
RFP.
Question 11: Are the labor categories based on GSA Schedule 70?
Response 11: The labor categories are not based on GSA Schedule 70.
Question 12: The solicitation provides an estimated number of hours for each labor category under each Task Area in Section L.7. Do these hours represent a best estimate of the total hours for an individual Task Order, or do they represent an estimate of the total number of hours for all Task Orders under each Task Area?
Response 12: The estimated hours represent the number of hours we anticipate in each task area (all task awards in the task area) over the life of the 5‐year award.
Question 13: The evaluation factors for each Task Area under the Technical Approach in Section M.1 include Support Facilities. In addition to accommodating contractor provided personnel, are the Support Facilities required for all participants for a specific Task Order? For example, is the contractor expected to provide the classroom facilities for the delivery of training to the intended audiences?
Response 13: Support Facilities relates to the ability to develop training materials, create quality visuals, or video work (if that is being proposed). For onsite course delivery, the contractor is not expected to provide facilities, but is required to provide the necessary equipment to deliver the training if not provided by the host.
Question 14: Section M.2 notes the inclusion of a HUBZone participation factor. FAR clause 52.219‐4 indicates that evaluation preference may also include “otherwise successful offers from small business concerns.” Does this mean that equal value would be given to other Small Businesses (e.g., a Woman‐Owned Small Business (WOSB) providing services
DTFH61‐11‐R‐00030 Attachment 6 Page 3 of 3 under NAICS code 611430, which qualifies as Substantially Underrepresented by the Small Business Administration)?
Response 14: No.
Question 15: Is it acceptable for a vendor to specifically bid on the Distance Learning portion only of the RFP, excluding any Instructor bid opportunities?
Response 15: Contractor proposals should address the entire task area for which they would like to be considered for an award.
Question 16: If a firm bids on all tasks, can the firm be awarded all or select tasks?
Response 16: It is possible for a contractor may receive award for all or select tasks; however, please bear in mind some task areas are set aside specifically for small businesses.
Question 17: If a firm is over the $7 million small business threshold, but is subcontracting out tasks A and D to a small business under the threshold, and the firm has a successful proposal – does that meet your requirements?
Response 17: A large business cannot subcontract out the small business set aside tasks. They cannot propose as a “prime” contractor on the set aside tasks.
Question 18: Can the vendor bid only one of the tasks listed.
Response 18: Vendors are not prohibited from bidding on only one task.
