Section C - Description/Specifications
SPECIFICATIONS FOR JANITORIAL SERVICES ZSU CERAP
1. SCOPE: This specification is intended to outline the minimum requirements for Janitorial service in ZSU CERAP building occupied by the FEDERAL AVIATION ADMINISTRATION and composed of an Operational Building, Technical Support Building, FMP Buildings and one guardhouse.
2. GENERAL INFORMATION: The buildings in which the work of this contract is to be performed are tenanted by Government officials and employees and are visited daily by many individuals who are required to conduct business with the Government. For the protection of the buildings and equipment and the facilitation of the business to be conducted there, the first quality cleaning will be required. Hasty and careless performance of the work will not be tolerated. Work that is unsatisfactory will be called to the attention of the Contractor by the Contracting Officer’s Representative (COR), and the Contractor will be requested to correct the unsatisfactory work. Failure of the Contractor to comply with such request will result either in the work being done by Government employees and the cost charged to the Contractor, or in the termination of the contract, or both as provided elsewhere herein.
3. STANDARD OF SERVICE: All work shall be accomplished in a first-class, workmanlike manner in order to provide a clean, neat appearance at all times, except when work is actually being accomplished. Dirt in corners, mop splashes on base boards, wax over gum dirt spots, dirty toilet fixtures, or unsightly areas will not be tolerated and will be considered as unacceptable work.
4. GOVERNMENT FURNISHED PROPERTY: Electrical power will be furnished by the Government and will also be made available to the Contractor to operate such equipment as necessary in the conduct of his/her work.
The Government will also make available to the Contractor the use of hot and cold water, in the toilets and janitorial closets, in the amounts necessary to accomplish the work.
5. CONTRACTOR FURNISHED PROPERTY: The Contractor will be required to furnish all mechanical and electrical apparatuses and appliances, ladders (12’–24’), HEPA filtration vacuum cleaner, hand tools, cleaning and dusting materials, waxes, solvents, rags, steel wool, and other supplies that are required, including disinfectants, deodorizers, and drain products for preventive maintenance to toilets and sinks. All equipment owned by the Contractor shall be properly identified and should remain at all time within the facility. The Contractor shall furnish the COR a typewritten list of all non-consumable property brought on the job. The Contractor will also supply hand soap, paper towels, toilet paper and 2 medium size garbage containers. All tools and other materials furnished by the Contractor must be approved by the COR before use.
6. SUPERVISION: The Contractor will provide the services of a competent and experienced Supervisor to direct and supervise all work. The Supervisor shall be on the job during the day shift, 7:00 AM to 4:00 PM, Monday through Friday, and shall report to the COR for his instructions. He shall also be present on the job when major tasks such as floor waxing, rug shampooing and the annual cleaning of the window blinds are being accomplished. If, in the opinion of the CO and the COR, the supervision furnished by the Contractor is not satisfactory, the Contractor will be notified in writing and will be placed on two weeks’ notice to correct the supervisory deficiency.
7. WORK SCHEDULE: The successful bidder of this contract will be required to prepare and submit to the COR, for approval, a complete schedule of his intended work. All scheduling which pertains to the Control Room will be subject to continual approval and/or modification by the Watch Supervisor. On occasion, it may become necessary that work of the Contractor, in certain areas, be halted due to the workload brought about by excessive air traffic, adverse weather, etc. In the event that the Contractor or his representative is instructed to cease operations, recognition shall be taken of this and the Contractor will not be penalized because the normal work which otherwise would have been accomplished during the interval has been performed during the off-hours, preferable on weekends.
