ALASKA FLIGHT SERVICE STATIONS – FACILITY AND CONDITION SURVEYS
ALASKA FLIGHT SERVICE STATIONS
FACILITY AND CONDITION SURVEYS
STATEMENT OF WORK
MAY 2017
BACKGROUND
The FAA has responsibility for the sustainment (i.e. maintenance and upkeep) of the Alaska FSS buildings to ensure that these facilities adhere to an acceptable level of habitability and where flight service operations can be conducted in a safe and reliable manner. This includes compliance with Occupational Safety and Health Administration requirements. The FAA's Flight Service Program Office (FSPO) needs comprehensive FSS facility condition assessments to get a current, objective and documented assessment of building interior, exterior and associated infrastructure condition on which to base sustainment efforts.
The purpose of the assessments is three fold:
1. Establish budget requirements for FSS facility maintenance and repair.
2. Identify deferred maintenance* items that can be incorporated into sustainment projects
3. Help the FSPO, the Alaska Flight Service Information Area Group (AFSIAG), Technical Operations District personnel and Western Service Center (WSC) Planning and Requirements Group (PRG) plan ahead for major upcoming facility repair or replacement requirements.
*Deferred maintenance is defined as the cost of rebuilding or replacing components whose service life has exceeded their scheduled lifetime as of the Forecast Year. Preventative maintenance and minor repairs are not included.
SCOPE
The Contractor shall perform facility condition assessments for the specified Flight Service Station Facilities (FSS) in Alaska and submit individual assessment reports describing the condition of each FSS building using the attached Facility Site Inspection Checklist as the minimum criteria. The assessment reports shall include the FSS buildings and all associated outbuildings which contain FSS-associated infrastructure systems or equipment listed in the Facility Assessment List.
The Contractor shall furnish all travel, lodging, labor, and equipment to accomplish this scope of work.
The functional elements to be assessed shall include, but is not limited to, all applicable areas in attached Facility Site Inspection Checklist. Examples include building condition (roof, siding, floor, walls, doors, windows, structural elements including foundation), ground surface, parking lots; power panels, emergency power generation systems and associated structures; heating, ventilation, & air conditioning systems (HVAC); interior lighting, plumbing, plumbing fixtures, kitchen appliances; lightning protection, grounding, bonding & shielding systems (LPGB&S); and physical security (fences, exterior lighting). Detailed seismic assessment under ASCE/SEI 41-13 Seismic Evaluation and Retrofit of Existing Buildings is excluded unless facility drawings and/or site evaluation investigation indicates assessment is warranted. If further analysis is warranted the contractor shall prepare a time and cost estimate within thirty (30) business days of the site assessment visit. A Tier 1 assessment shall be performed and documented based on available drawings and the site visit. No siding removal or other destructive inspection will be performed as part of the site assessment.
The Facility Assessment List indicates FSS locations and is listed in the estimated order of visit. The list includes required locations and locations that shall be treated as an option in the contract.
All available drawings of the facilities will be provided by the FAA.
Facility Assessment List:
1. Barrow
2. Cold Bay
3. Iliamna (see note below)
4. McGrath
5. Homer
6. Sitka
Note: Air travel to the Iliamna FSS will be on either single engine propeller aircraft or twin engine propeller light aircraft. Contractor must be able to travel on these aircrafts. Multiple days of travel may be required.
Optional Facility Assessment List:
7. Palmer
TRAVEL
The Contractor shall coordinate with the FAA Project Engineer on all travel arrangements.
The specific order of inspection will be agreed based on flight/hotel availability, weather conditions and FSS staff availability.
It is intended to perform one assessment per week starting in August and finishing before the end of October at the latest.
Multiple trips per week may be possible after the first assessment has been completed pending agreement with all parties.
The FAA Project Engineer will coordinate with local FAA FSS staff and arrange local transport, if possible.
Duration for each site visit is estimated as two days with an overnight stay except for Palmer and Iliamna.
Palmer would be a day trip from Anchorage.
Iliamna is likely to be one or two separate day trips with an overnight stay unlikely.
GENERAL FACILITY DESCRIPTION
The Flight Service Stations vary in size from approximately 2000 to 8000 square feet over two stories and rarely three stories.
Building material is typically wood frame but wood frame with steel elements are also common. Other building types are less common. Building age varies from roughly 40 to 20 years old.
HVAC systems vary but are generally consistent with commercial buildings in northern climate regions.
Some rooms may have additional heating load due to electrical equipment necessitating an air conditioner for cooling.
Likewise, electrical systems are generally consistent with commercial building with some FSS having back-up generators.
TECHNICAL REQUIREMENTS
The Contractor shall submit a separate assessment report for each FSS location.
The reports shall be comprehensive and shall address all applicable functional elements in attached checklist and shall include captioned photographs of all exterior and interior walls, ceilings, floors and the roof and specifically identify all deficiencies found.
The report shall include the following:
1. Executive Summary
a. Facility summary - current status of the facility to identify number of buildings, square footage, and range of original construction dates, and deferred maintenance costs.
b. Facility forecasted life cycle maintenance and repair costs - average forecasted annual maintenance and repair funding requirement for the facility over the next 10 years, broken down into current year, 5-year, and 10-year.
c. Deferred Maintenance - represents those building components that require replacement based upon their age or condition.
d. Deficiencies related to Architectural Barriers Act (ABA) and seismic requirements shall be addressed as separate categories.
2. Methodology/Process Description
a. Alaska Flight Service Information Area Group (AFSIAG) - Establish AFSIAG Point of Contact (POC) and interview for known conditions and validated requirements
b. Western Service Center Planning & Requirements (PRG) - Establish PRG POC and interview for known conditions and validated requirements
c. Technical Operations District personnel should be interviewed for known conditions and validated requirements
d. Site Survey -
i. Visit each facility and survey the major building systems identified in the checklist.
Determine type of construction, locations, and condition of components
ii. Interview facility personnel to get site-specific information concerning issues such as roof condition or weather/temperature-related issues not apparent during the visit.
3. Results
a. General Description - Summary of findings
b. Annual Maintenance and Repair Costs (M&R) - Summarize annual M&R requirements with cost over the next 10 years. There are three categories of M&R costs: Preventive Maintenance and Minor Repair, Unscheduled Maintenance, and Renewal and Replacement. Preventive Maintenance and Minor Repair are those scheduled tasks that are performed on a day-to-day basis to keep a building in good working order. This includes regularly scheduled adjustments and inspections, preventive maintenance tasks and replacement of consumable items such as belts and filters. Unscheduled Maintenance consists of service calls, emergency response, and other tasks that cannot be individually anticipated. Like PM and minor repair, these tasks tend to consume a steady level of annual facility resources. This includes minor repairs to equipment and components. Renewal and Replacement consists of component overhaul or replacement tasks.
These are tasks that extend a components lifetime, and reset the schedule of PM and minor repair tasks. These tasks tend to be expensive, infrequent, and require specialized expertise and equipment.
c. Annual M&R Costs by System - Break down annual M&R costs to system and % of total annual costs d Deferred Maintenance - Identify costs for those building components that were beyond their expected life cycle.
e. High M&R Costs - Show the top 10 most costly tasks and their average annual cost forecasted over the next 10 years
d. Recommendations - Provide recommendations based on analysis. Recommendations should, as a minimum, include discussion on forecasted service lives of facility components. This discussion should include: how long the anticipated service life of the component will be and; at what time should the FAA inspect the component to confirm whether or not its replacement would be required.
4. Appendices
a. Rough Order of Magnitude (ROM) cost estimate - detail cost estimates for deferred maintenance and M&R detail cost breakdown by system over 10 year period
b. Facility Summary Report - detail findings report broken down by system (see facility checklist)
c. Key Deferred Maintenance & Forecasted Renewal and Replacement Costs - Identify significant system components needing deferred maintenance and/or forecasted renewal and replacement costs. Identify by building, deferred maintenance or replacement year, component, task, ROM, and any notes/comments.
d. Summary of Deferred Maintenance - summarize by building, component, cost, and notes.
e. Summary of Building Components by system - Identify components by system, component, quantity, and unit of measurement.
