FAA RESPONSES TO QUESTIONS FROM POTENTIAL OFFERORS

1. Please confirm that FAA will provide an archeological monitor for observations on selected RUs.

ANSWER: The FAA will provide an archeological monitor as required at FAA expense.

2. It is confusing regarding which sites will require archeological monitors based on information presented in Table 4 of the Archeological survey in Appendix C and Table 1 on page 469. Please clarify which sites require archaeological monitoring?

ANSWER: Per Specifications Section 00 73 01, 1.12.A. Sites RU 3, 7, 11 and 13 require Archeological monitors be present during construction of sites. All other sites will only require monitoring, if conditions encountered indicate monitoring is required. Excavation below fill soil depths is not anticipated at sites RU5, 6 and 8, due to fill depths being 16, 8, and 12 feet, respectively.

3. Other sites for the presence of archeological artifacts are noted as unlikely or unknown.

What is the process if artifacts are found at these and the other known sites regarding potential impacts to contractor access and schedule?

ANSWER: Delay in work progress due to encountered artifacts will be cause for a request for an increase in the Contract Time by the amount of the duration of the delay.

4. The nesting season is April 15 – August 15 as indicated in the Biological Assessment. If upon inspection by the FAA-provided biologist no nesting activity is found, will the contractor then be allowed to work on the site during the nesting season?

ANSWER: Construction at RU13 shall only occur outside April 15 to August 15.

Construction at other sites will be allowed year-round if no current nesting activity is found at each site. If current nesting activity is found at another site(s), construction at that site(s) shall only occur outside April 15 to August 15, and any resulting delay in work progress will be cause for a request for an increase in the Contract Time by the amount of the duration of the delay.

5. In the ATCT, what is the lifting capacity of the hoist above the access hatch from the CAB area to the Penthouse Area?

ANSWER: 300 pounds for the existing hoist above the ladder-way opening to the Penthouse.

6. In the ATCT, are there other access points from and to the Penthouse Area, and if so what are the locations, dimensions, type of access, and lifting capacity of a hoist if present?

ANSWER: For the purpose of this bid, the contractor shall use the ladder-way opening for hoisting construction materials and equipment into the penthouse. See question #5 for hoist capacity at ladder-way.

7. Base Building Roof Drawing C016 indicates a new access platform. Note 4 indicates that the ramp is to lay on pads directly on the roof, this load will compress the roof surface and could cause a long term issue. With regard to high winds, will there be an issue of

10/16/2017 - Page 2 of 3 movement or lifting of the ramp?

ANSWER: Provide sufficiently large pads to distribute the load. The ramp structure shall be attached to the concrete stair landing.

8. Does the FAA require contractor to dispose of the removed screen section on Drawing

C016 (detail 3) or does the FAA want to retain this section?

ANSWER: The Contractor shall offer the screen section to the local SSC and if they do not want it, dispose the removed screen section.

9. Specification Section 00 73 01 ‘Site Supplemental Conditions” Section 1.9 indicates FAA and Contractor to work together with the Port of Portland on Building Permit. Will FAA be scheduling the Port of Portland Inspections? If FAA and Port of Portland inspection results differ, who’s takes precedent?

ANSWER: Contractor will coordinate all inspections through the FAA RE. Provide adequate advance notice for coordination. If, the FAA and Port of Portland requirements differ, the more stringent shall apply.

10. Specification Section 01 10 00 ‘Summary of Work’ Section 1.6 indicates the work is to be conducted in one phase, however, the site drawings in the Traffic Control Plan indicate two phases, please clarify?

ANSWER: The entire project is to be completed in one phase as indicated in Section 01 10 00, 1.6, A., and this does not pertain to traffic control. Traffic control is dependent on the area of work being performed for the site specific traffic control drawing. Note the legend on the Traffic Control Plans provides information about where work is happening and which traffic control is to be used during work in that area.

11. Specification Section 01 50 00 ‘Temporary Facilities and Controls, Section 1.4 indicates that power and water are available. What is the location of these services with regard to the Construction Staging Area?

ANSWER: For bidding purposes, assume power is available within 500 feet of the staging area. The FAA is not aware of water being available for the staging area. The Contractor shall coordinate with the Port of Portland for water access for dust control, sweeping operations and other construction site needs.

12. Specification Section 02 61 00 ‘Removal and Disposal of Contaminated Soils’ indicates Contractor to include the removal, stockpiling, and disposal of 200 cubic yards of contaminated soil. Is this soil expected to be non-hazardous or hazardous, since there will be a large cost difference for handling and dispose of non-hazardous vs hazardous soil?

ANSWER: We do not anticipate contamination. However, if contaminated soils are encountered it will likely be petroleum hydrocarbons.

If contaminated soils are encountered notify the FAA RE and CO immediately and before proceeding. The FAA will contact the Port Inspector. The Port will be responsible for testing and disposal of contaminated soils. The contractor will be responsible for removal

10/16/2017 - Page 3 of 3 as needed for construction, stockpiling and assisting the Port in loading contaminated soils for disposal.

13. Specification Section 31 62 16 ‘Steel Pipe Piles”, Section 1.7.B.5 indicates vibration monitoring at RU-8, are there any other locations that require vibration monitoring?

ANSWER: RU06 and RU8 require vibration monitoring. RU06 requires monitoring near the railroad tracks/signal building. RU08 requires monitoring near the Aviation Fueling Station and the GRE structural steel frame. Contractor shall provide background monitoring for a minimum of 24 hours to obtain baseline data. Baseline data for RU08 shall include readings during National Guard Air Base aircraft operations.

14. Specification Section 33 92 23 ‘Sodding” does not specify a seed mix for RU 5, assume the seed mix is same as that identified in Section 2.1.B of Specification Section 32 92 19 ‘Seeding’?

ANSWER: Yes, use the seed mix specified in Section 32 92 19.

15. During the site walk at RU 13 it was noted that a new fire hydrant was installed as well as localized hydroseeding, has this hydrant been incorporated into the utility drawings that will be available to support the Contractor ground penetrating radar survey?

ANSWER: The Contractor shall advise the FAA of any observable above-ground site-utility conditions that differ from the conditions shown on the Drawings and shall coordinate that the ground penetration radar adjust its area surveyed in accordance with the observable conditions.

16. Specification Section 34 75 00 ‘Signs” indicate that signage is to be purchased at the FAA

Depot (Section 1.1.B). Are all the signs on Drawing C208 available at the Depot? What is the process for ordering the signs?

ANSWER: Correct 34 75 00.1.1.B to read: “The FAA warnings signs (sign number F1 on C208) will be Government Furnish Equipment installed by the Contractor.” All other signs shall be provided by the Contractor.

17. Who is responsible for paying the utility fees and the electrical permits for this project, the

FAA or contractor.?

ANSWER: Per Specification Section 00 73 01, 1.8. A. PERMITS AND FEES, the contractor is responsible for utility fees and electrical permits.

Attachment 2 to Amendment No. 1

ADDENDUM #1

PORTLAND ASSC PROJECT - 1103419

PORTLAND, OR

THE FOLLOWING CHANGES SHALL BE INCORPORATED INTO THE

CONSTRUCTION DOCUMENTS, AND SHALL BECOME A PART OF THE

CONTRACT:

1. All below grade and in slab rigid galvanized steel conduits (RGSC) and fittings shall have a factory applied 0.040 inch (40 mil) PVC coating on the exterior and a

0.002 (2 mil) interior urethane coating. A “PVC Coated Sealing Locknuts” shall be applied to all exposed male threads. Apply manufacturer’s recommended PVC coating to repair damaged PVC coatings.

2. On sheet PDX-1103419-C311, install 4 each 12’ long wattles on top of the slope matting. Install the equally spaced wattles perpendicular to the existing slope.

3. Prior to start of construction, there will be separate Pre-Construction Meeting between the FAA, Port of Portland, Contractor and Subcontractors for this project. This meeting is in addition to the FAA Pre-Construction Meeting. This meeting must be attended by the Contractors Project Manager, Superintendent and subcontractor foremen/superintendents.

4. If unanticipated contamination is encountered, stop work immediately and notify the COR and CO. The COR will notify the Port of Portland immediately.

5. If transite (asbestos concrete) pipe is encountered during the work, stop work immediately and notify the COR and CO. The COR will notify the Port of Portland immediately.

6. Per Specification Section 21 23 19 – Dewatering, the contractor shall submit dewatering plans for review and approval. The dewatering plan shall include use of silt sacks on discharge hoses to vegetated areas. “Per the Port of Portland, dewatering discharge can generally be land applied through a silt sack, onto a vegetated area. However, a contingency plan to address contaminated dewatering discharge needs to be submitted with the Dewatering Plan, for FAA and Port of Portland approval.”

7. If off-site fill material is used or any material exported from the PDX airport property, the Port of Portland will need to approve each specific action. Coordinate this issue with the FAA RE/COR.

8. If work is done between October and May, wet weather measures will need to be addressed specifically in the Erosion Control Plans and Permit. This includes a timeframe for buttoning up/seeding graded areas. The FAA has provided soil erosion control plans that the Port of Portland has reviewed, but the permit will need to be obtained by the Contractor.

9. On sheet PDX-1103419-C0100, delete the 345 lineal feet of ESA fence near the wetland boundary. The silt fencing is still needed for soil erosion control, but the

Attachment 2 to Amendment No. 1

10/18/2017 location of the fence can be adjusted to run parallel to the new power trench and around the site. The area around RU10 is no longer considered a wetland.

10. On sheet PDX-11.3419-C0207, Detail 3 shall be revised so that asphalt patching does not create a vertical joint from the surface to the aggregate base at trench crossings.

The joint shall be stair stepped with horizontal spacing of 1’ 0” between the asphalt lift joints. See detail below for example of stair stepping and how patching shall be performed in the field. This applies to parking lot work and all road crossings, including the airfield perimeter road. Backfill, conduit and bottom of trench width as shown in existing Detail 3 on Sheet –C207 remains the same.
