| Ques. # | SIR Reference | Question | FAA Response |
| Column1 | Column2 | Column3 | Column4 |
ATT B-1 | Can the government provide what percentage of work will be done at government site and what percentage of work will be done at Contractor site? | Attachment B-1 provides the Government's estimate of where the anticipated level of effort will take place during performance of this contract. As this is an IDIQ contract, the actual level of effort and location of performance will be determined on individual Task Orders.
ATT B-1 | Attachment B-1, pricing spreadsheet has the following labor categories, Financial Analyst IV, Training Specialist I and Training specialist II that have 960 hours at the contractor site and 960 hours at the Government Site. Can you please clarify: If each are separate individuals at half time one at the contractor site and one at the government site? | It is incumbent upon the contractor to determine how it will staff to satisfy the estimated 960 hours at each location.
ATT B-1 | How many FTE’s does the Government estimate are needed to support this requirement? | See response to Question 1 above
ATT B-1 | On the Attachment B-1 Pricing: There are several labor categories for which the number of hours is zero. Should we propose a rate for these labor categories? | Offerors are required to propose rates for labor categories with zero hours. The FAA may or may not order these labor categories under individual task orders.
ATT B-1 | SIR L.5.5 and Attachment B-1 (Pricing) -will the offeror have the opportunity to move hours between labor categories when submitting the proposal? Can the offeror move hours from G to C rates and vice versa for the submission? | Offerors are required to propose hours as specified on Attachment B-1. Movement of hours is not permissable and may result in rejection of the Offeror's proposal.
ATT B-1 | The Government has identified 30.5 FTEs per year in the Pricing Spreadsheet. Does the Government anticipate issuing task orders to cover all 30.5 resources? | see response to Question 1 above.
ATT B-1 | Subject: Place of Performance: We note that per the Attachment_B-1_Pricing Spreadsheet_CWP, the SOW, and SIR state that “The place of performance for this Contract will be at the Contractor’s facility”. Is it allowable for the awardee to staff all positions as full-time remote telework that would otherwise be located at the Contractor Facility? Our assumption is to provide contractor facility space for all team staff to collaborate and in performance of the SOW and task orders. | Contractor policy regarding telework for its employees at the Contractor Site is the responsibility of the Contractor. Telework for Contractor employees at the Government Site will be at the discretion of the COR/CO
ATT C.1 Sec 3.6 | In regards to Attachment C-1 CWP SOW, for the Help Desk & Help Desk Management Support Services, please provide responses to the following questions:
· 1)Can you please indicate the help desk hours for Tier 2 and Tier 3 support?
· 2)Can you please indicate the approximate number of Tier 2 and Tier 3 support requests per day/
· 3)Can you please indicate how many people are currently supporting Tier 2 requests?
· 4)Can you please indicate how many people are currently supporting Tier 3 requests?
| · 5)Can you please indicate the current Service Level Agreements for Tier 2 and Tier 3 requests? | 1) Normal working hours are 8am-5pm(ET), M-F. 2) Approximately 100 Tier 2/3 support requests per month (combined). This number varies and is dependent on several internal and external factors. 3) 2 FTEs 4) 2 FTEs 5) We have no Service Level Agreement (SLA) between Tier 1 and Tier 2/3. All help desk tickets are created and delivered to Tier 1 (FAA IT Shared Services). Tier 1 resolves (i.e. normal IT issues) tickets or transfers (CWP-specific) to our Tier 2 as required. Tier 2 resolves appropriately or transfers to Tier 3. Tier 3 resolves any tickets for that level. Tier 2 closes all of our Tier 2 and Tier 3 tickets. We have no SLA between Tier 2 and 3 because we own both of those entities. | |||
ATT C.1 Sec 6 | SOW Section 6 – In view of the effect of geographic location on pricing, will the place of performance be located at FAA HQ in Washington, DC, for all Government Site labor categories? | Yes |
ATT C.1 Sec 6 | SOW Section 6 – In view of the effect of geographic location on pricing, will the place of performance for all labor categories, both Government Site and Contractor Site, be located in the Washington, DC, metropolitan area? | For Contractor Site, it is incumbent upon the offeror to propose the location. For the Government site, see the response to question 9. |
ATT C.1 Sec 7 | What is the anticipated purpose of the $600,000/year ODC expenditures? (Is this expenditure to cover the Software licensing, Travel, Hardware expenditures, fees, etc.?) | ODC's shown on ATT B-1 are estimates only for purposes of submitting Pricing Proposals. ODC's will be specified and approved in advance on individual Task Orders. |
ATT C.1 Sec 7 | How much travel (how many trips) is expected per year and to which location(s)? | Travel will be designated in individual task orders. |
ATT C.1 Sec 7 | If positions are not in the D.C. Area will the government pay for personnel to attend meetings in the D.C. Area? | Yes if specified and as approved on individual task order(s) |
ATT C.2 | Will the FAA consider substituting a Master’s Degree for relevant experience for a labor category that may only require a bachelor’s degree? | No |
ATT C.2 page 1 | For the Program Manager, what kind of project management certification does the government consider to be equivalent to a PMP? | see replacement Attachment C.2 Program Manager Labor Category. Any Master's Level project Management Degree is acceptable. |
ATT C.2 page 1 | For the Program Manager Labor category qualifications, will the FAA consider a relevant Master’s degree in a field of study other than Business Administration, and IT Management? | Yes . See replacement Attachment C-2 Program Manager Labor Category. |
ATT C.2 page 1 | The FAA has identified Master’s Degree field of study for the Program Manager in the LCAT Qualifications. Will the FAA clarify the field of study for the Bachelor’s degree? | A Bachelor's Degree in any field will be considered |
ATT C.2 page 3 | Can FAA provide more specific details concerning the work the SME position(s) are likely to perform, as this information is required to select the SME key personnel for this response? | The SME should have expertise on Oracle based COTS tools consistent with the Statement of Work. |
ATT C.2 page 3 | For the Subject Matter Expert I it indicates “Position involves, but is not limited to providing technical knowledge and analysis of highly specialized applications and operational environments; and designs and prepares technical reports and presentations in specialized subject matter.” Can you please clarify the Subject Matter Area of Expertise that is required? Such as: Which applications or operational environments expertise is needed? | See Question 18 above. |
ATT J-3 | I noticed the Past Performance Questionnaire Attachment J-3 are due to you March 17.
a. Does that mean the references have to be completed and returned to you by that date or;
| b. Does that mean we need to send our reference paperwork to you by that date, and then you will then send the references to our customer? | It is not expected that Attachment J-3 would be submitted with the proposal as it needs to be completed by the “contract customer’s Program Manager, Technical Point of Contact, Contract COR, or other Government Representative who is able to respond to items 8 through 13 on page 2 and the questions on page 3 of Attachment J-3.” Attachment J-3 contains instructions for those POC’s regarding how to complete the questionnaire. The due date for submitting the questionnaire to the Government has been extended to Friday, March 24, 2017. | |||
L.4.1 | Section L states the page limit for Volume Number 4: Factor 4 - Past Performance Volume is 2 pages. Is the 2-page limit per Past Performance or for the entire document? | Yes the Past Performance volume is limited to 2 pages total. Additional details on Proposal Volume limitations can be found in SIR Section L.4.1 |
L.4.1 | SIR L.4.1 - Is the 2 page limitation on the Past Performance volume intended to mean 2 pages per team member, or 2 pages total for the offer? | see response to Question 21 above |
L.4.4 | Can a cover letter be included with each volume in front of the table of contents? Will it be excluded from the page count? | Yes, a cover letter may be included and will be excluded from the page count. |
L.5.2 | Subject: Technical Volume Page Limitation: L.5.2 Factor 2 Technical has a page limitation (Proposal Organization Table) of 10 pages. In order to fully address the Management Approach, Technical Approach, Staffing Plan, and Transition Plan along with all subsections, we feel the page limitation should be increased to 25 pages. Therefore, we respectfully request the page limitation be increased to 25 pages. | Increase to 15 pages is acceptable. |
L.5.2 | Subject: Transition Approach Location within the Proposal: Reference the following SIR DTFACT-17-R-00014 Sections: L.5.2 Factor 2-Technical, 1. Management Approach, page 71; L.5.2 Factor 2-Technical, 2-Technical, Technical Approach, page 71; and L.5.2 Factor 2-Technical, 4. Transition Plan, page 72. Question: The SIR currently requires the bidder to address Transition in 3 separate sections as referenced. Please clarify if Transition should just be addressed in one particular section or the difference in what to address in each section. We recommend that the current Transition Plan section required be the sole location to address SOW 3.9 Transition Phases of Performance. | See Amended DTFACT-17-R-00014 Section L.5.2 |
L.5.2 | Subject: Transition Plan to be submitted with the Proposal or Post-Award: Reference Attachment C.1 SOW, Section 3.9.1 Phase-In Transition Plan, page 25 and DTFACT-17-R-00014, L.5.2 Factor 2-Technical, page 71. Question: The SOW requires a phase-in transition plan post award, “The Contractor must develop and implement an initial Phase-In Transition Plan within the first 60 work days after Contract award”. However the SIR requires a Transition Plan with the proposal submission, Under Factor 4 Technical, “4. Transition Plan: The Offeror must provide a detailed plan”. The SOW notes the plan is required post award while the SIR notes the plan is required with proposal submission. We would suggest a phase-in approach requirement for the proposal that has bidders submit a phase-in approach for a 30-calendar day timeline with an updated final phase-in plan due upon award within 15-days of contract start. | See Amended DTFACT-17-R-00014 Section L.5.2 |
L.5.2 | Subject: Transition Timeline (30 days or 60 days): Reference DTFACT-17-R-00014, L.5.2-2 Technical, 4. Transition Plan, page 72 and Attachment C.1 CWP SOW, Section 3.9.1 Phase-In Transition Plan, page 25. Question: The Transition Plan requirements in the SIR notes a 30 day timeline “transition operational support to the new Contract assuming a thirty (30) calendar day transition period once a task order is issued”. However, the SOW shows in Section 3.9.1 Phase-In Transition Plan that “The Contractor must develop and implement an initial Phase-In Transition Plan within the first 60 work days after Contract award”. These two requirements would conflict in the event that the first task order is awarded with the contract or shortly thereafter. Please clarify if the contractor is required to complete a Phase-In Transition within 30 calendar days of contract award or first task order or within 60 work days after contract award. As an IDIQ we assume that phase-in would be required as related to any awarded task order especially those involving any incumbent contractors. We would suggest a phase-in approach requirement for the proposal that has bidders submit a phase-in approach for a 30-calendar day timeline with an updated final phase-in plan due upon award within 15-days of contract start. | See Amended DTFACT-17-R-00014 Section L.5.2 |
L.5.2 | Will the government please confirm the 30 day transition is outside of the Base Year? | The 30 day transition is within the Base Year. |
L.5.2 | L.5.2 1. Management Approach, paragraph 1 states that offerors’ overall transition plan approach should be included as part of our overall organizational and management approach. However, L.5.2 4. Transition Plan requires that offerors provide a detailed plan describing the steps we will take and timeframes needed to begin work on the contract. Will the Government please consider removing the requirement to address “overall transition plan approach” from the requirements for the Management Approach, given that this requirement overlaps entirely with the requirements for the Transition Plan? | See Amended DTFACT-17-R-00014 Section L.5.2 |
L.5.2 | In order for offerors to respond in sufficient detail to each of the four sub-factors included under Factor 2 - Technical, will the Government please increase the page limit for Volume 2 from 10 to 20 pages? | See Question 24 |
L.5.3 | Will there be any change to the length of resumes for key personnel? | As indicated in SIR L.5.3 resumes are limited to two (2) pages each |
L.5.3 | L.5.3 FACTOR 3- KEY PERSONNEL page 72: For the referenced Letter of Commitment/Intent, can we assume that these letters are not counted in the 6 page count limitation for Volume 3, Factor 3 – Key Personnel? | Yes |
L.5.3 | For Key Personnel, Educational Requirements, Do the “approximate number of total class hours in non-degree/non-certified areas of study” include corporate training as defined in H.9.2? | Yes. |
L.5.4 | Factor 4- Past Performance: The page limitations associated with Factor 4 state: “2 pages (does not include questionnaires)”. It is not clear whether the Government is requesting that questionnaires be included, but are not subject to the 2-page limitation or if the Government is directing that questionnaires should not be included as part of this proposal factor. Please clarify. If the Government wishes the questionnaires to be part of this proposal factor, please confirm that partially completed questionnaires (the version sent to our customer) is acceptable. | See response to question 20 |

Miscellaneous | Are vendors able to propose additional labor categories in the response? | No |
Miscellaneous | If not or unknown, how can the Prime contractor (if teamed) ensure they will be in compliance with the 51% rule? | Contractor is required to comply with AMS 3.6.1-7 Limitations on Subcontracting (April 2016) |
Miscellaneous | Is this an actual solicitation or a sources sought? FBO lists the posting as a sources sought but the documents seem to indicate it is an actual solicitation. | https://faaco.faa.gov/index.cfm/announcement/index, is the source for FAA’s business opportunities to the public. SIR DTFACT-17-R-00014 posted to FAACO is a SIR-Request for Offer. |
Miscellaneous | Is there an incumbent? If so, who? What is their current PoP? What is the current staffing level? Please provide the company name and contract number. | Response provided below |
Miscellaneous | The notice indicates offerors should pay attention to Section L and Section M regarding criteria for responding to the solicitation and how it will be evaluated; however, we did not see these sections listed anywhere? Was there an oversight on our part? If so, which attachment are they listed in. | Sections L and M are part of SIR DTFACT-17-R-00014 dated 02 March 2017 pages 67-85 |
Miscellaneous | Although this is a project supporting the application CWP, Is there a listing of the hardware to be supported? | All information required to respond to this requirement is in the SIR. |
